South Sudan 反逆者／反逆するs 拒絶するd on Sunday a peace 申し込む／申し出 by 大統領 Salva Kiir to return to a system of 10 明言する／公表するs, 覆うing the way for a まとまり 政府.
The 拒絶 by 反逆者／反逆する 長，指導者 Riek Machar dashes hopes of breaking a 行き詰まる and ending a six-year 衝突 that has left at least 380,000 people dead and millions in 悲惨な poverty.
Kiir and Machar -- who lives in 追放する -- are under 増加するing international 圧力 to 解決する their differences by a February 22 最終期限.
Kiir on Saturday said the country would now be divided の中で the 初めの 10 明言する／公表するs -- a 重要な 対立 需要・要求する -- 加える three "行政の areas" of Pibor, Ruweng and Abyei.
But 反逆者／反逆する leader Riek Machar said Sunday he 反対するd to the three 行政の areas.
It "cannot be referred to as 逆戻りするing to 10 明言する／公表するs (and) as such cannot be 受託するd," Machar wrote in a 声明.
"We therefore call upon 大統領 Kiir to 再考する this idea of creating 行政の areas," he 追加するd.
Machar 警告するd the three areas 危険d 原因（となる）ing その上の problems, calling the 問題／発行する a "Pandora's box".
The number of 明言する／公表するs is contentious because the 国境s will 決定する the 分割s of 力／強力にする in the country.

Kiir 増加するd that in 2015 to 28, then 32 -- and has now 減ずるd them 支援する to 10, 加える the three areas.
He 問題／発行するd an order late Saturday relieving all 知事s of the 32 明言する／公表するs of their 地位，任命するs.
He has said the final 事柄 of 明言する／公表するs would be 審議d once the まとまり 政府 forms.
Of the three areas, the most contentious is thought to be oil-rich Ruweng, in the north.
Oil 供給するs almost all of the 政府's 歳入 in South Sudan, making it one of the world's most oil 扶養家族 nations.
Ruweng has been one of the most ひどく fought over areas in the civil war and is （人命などを）奪う，主張するd by both the Dinka people of Kiir and the Nuer of Machar.
