Ethiopians 工場／植物d four billion trees last year and are 目的（とする）ing for five billion this year -- but there are 関心s many seedlings don't grow
勇敢に立ち向かうing a 激しい downpour, hundreds of 農業者s spent a 十分な day 工場／植物ing 20,000 acacia seedlings on a barren hillside outside the town of Buee in southern Ethiopia last year.
They were 答える／応じるing to a call last July from 総理大臣 Abiy Ahmed, who 手配中の，お尋ね者 his countrymen to 工場／植物 200 million trees in a 選び出す／独身 day, 粉々にするing the world 記録，記録的な／記録する.
But while the 農業者s had "広大な／多数の／重要な 期待s", nearly a year later -- as Ethiopia celebrated World 環境 Day on Friday -- they said the results in Buee were a 失望.
降雨 すぐに washed away more than one-third of the seedlings, and those that remain have struggled to grow out of あわてて-dug 穴を開けるs filled with poor 国／地域, said Ewnatu Kornen, a 地元の 環境 公式の／役人.
The 農業者s' ordeal points to the 可能性のある 落し穴s of 集まり-工場／植物ing 運動s, which are central to Abiy's "Green 遺産／遺物" （選挙などの）運動をする to 促進する ecotourism and transform Ethiopia into an environmentally-friendly economy.
Some 353 million seedlings -- 153 million more than the 初期の goal -- went into the ground 全国的な during last year's daylong 集まり-工場／植物ing, によれば 公式の／役人 人物／姿／数字s.
That's a mere fraction of the four billion trees 報道によれば 工場／植物d during the entire 2019 雨の season, which runs from June to September in Ethiopia.
This year's 集まり-工場／植物ing has yet to be scheduled, but Abiy on Friday 公式に 開始する，打ち上げるd a 押し進める for five billion new trees this 雨の season.

At a 儀式 in the southern city of Hawassa, he told 公式の／役人s he 手配中の，お尋ね者 the country to 工場／植物 20 billion trees over four years.
Outside Ethiopia, 審議 has 渦巻くd over the 信用性 of these 注目する，もくろむ-popping 人物／姿／数字s.
Yet 地元の 専門家s say there are more important questions: Has the 工場／植物ing been 適切に organised, and has there been enough follow-up to keep the trees alive?
"It's not really about the numbers," said Negash Teklu, 長，率いる of a group of NGOs known as the 全住民 Health & 環境 Ethiopia 国際借款団／連合.
"It's about the 有効性 of the tree-工場／植物ing 計画／陰謀."
- A year-一連の会議、交渉／完成する approach -
Last month Abiy 発表するd that 84 パーセント of the four billion trees 工場／植物d in 2019 had 生き残るd, crediting "広範囲にわたる care-taking work" throughout the year.

But Negash, who 強調する／ストレスd that he 概して supports Abiy's tree-工場／植物ing 協議事項, 嫌疑者，容疑者／疑うs the 生き残り 率 is "高度に 誇張するd".
"They were not considering how the community can be owners of the 過程. It was more 無作為の -- 'Oh, we will 工場／植物,'" Negash said of last year's 成果／努力.
This was 明らかな in the 資本／首都, Addis Ababa, where some 居住（者）s 工場／植物d ornamental trees in wild forests outside the city centre, while others placed large trees in the medians of busy streets -- where they had no chance of 生き残り.

Going 今後, 公式の／役人s must do a better 職業 on seedling placement 同様に as explaining to 国民s how afforestation will 改善する their lives, Negash said.
"It shouldn't be a one-day （選挙などの）運動をする that happens every year. It should be an approach that really engages every 国民 wherever they are" year-一連の会議、交渉／完成する, he 追加するd.
- Winning communities over-
Belaynesh Zewdie, a 植林学 専門家 with the UN 開発 Programme in Buee, has seen firsthand how 事業／計画（する）s that 欠如（する） community buy-in can go awry.
In the late 1980s, under the 共産主義者 Derg 政権, she was 伴う／関わるd in a 計画／陰謀 to 工場／植物 one million acacia trees in the northern Amhara 地域.
But the 計画／陰謀 was 最高の，を越す-負かす／撃墜する and "軍隊d", she 解任するs, and once the 政権 fell in 1991 angry 居住（者）s （疑いを）晴らすd the trees to plough the land.
In 最近の years, Belaynesh has worked on a 農園 and rehabilitation 事業／計画（する） in Buee that tries to 配達する 即座の and 固める／コンクリート 利益s to those living nearby.
専門家s have 強調d that communities need to be 投資するd in the 過程 for the trees to 栄える
Part of the 事業／計画（する）'s 保護するd area lies in a watershed, so she has 建設するd ponds that 申し込む／申し出 herders an 代案／選択肢 water source for their cattle.
She has also given 居住（者）s eucalyptus seedlings to 工場／植物 近づく their homes so they're not tempted to 削減（する） 負かす／撃墜する the 事業／計画（する）'s acacia and silky oak trees.
The 事業／計画（する）'s nursery, 一方／合間, 雇うs 17 地元の women who earn 概略で $50 per month -- a tidy sum for the 地域.
The result -- ヘクタールs upon ヘクタールs of green, 栄えるing trees -- illustrates what can be 達成するd "if you discuss with the community, if the community 受託するs you," Bela ynesh said.
"I myself, I am impressed still every time I come here and I see it," she said. "It's unbelievable."
-'We don't 推定する／予想する perfection'-
にもかかわらず 課すing a 明言する／公表する of 緊急 in April because of the coronavirus, Abiy remains 決定するd to 会合，会う this year's goal of 工場／植物ing five billion trees.
As the country looks ahead to a yet-to-be-scheduled 総選挙, he hopes the 率先 can help 橋（渡しをする） 民族の and political divides.

As this year's 工場／植物ing 広げるs across the country, 公式の／役人s are keen to 改善する on last year's 成果／努力 so more trees stay standing, said Sileshi Degefa, director of the Gullele Botanical Garden in Addis Ababa.
"This year we've got enough lessons from the previous one, so I hope we will 工場／植物 the 権利 種類 in the 権利 place," he said.
He 追加するd, though, that "with such big programmes, we don't 推定する／予想する perfection".
