An old, unseaworthy 貨物船 from Georgia -- or was it Bulgaria or Moldova? -- packed with 危険な 構成要素 爆発するs after 明らかに 存在 abandoned for years by its owner in Beirut's port.

Almost 200 were killed and thousands 負傷させるd in the August 4 爆破, which serves as a 思い出の品 of how lawless the world's oceans can be, where traffickers of just about anything can ply their 貿易(する) with seeming impunity.

For Helen Sampson, director of the Seafarers International 研究 Centre at the University of Cardiff, the 悲劇 throws the スポットライト on the shortcomings of the 現在の system for 監督するing 貿易(する) on the world's oceans.

"Had the Rhosus been 適切に 規制するd, she would not have been able to sail to Beirut in unseaworthy 条件 and would not have been 拘留するd," she told AFP.

- Moldovan 旗 -

The Rhosus was a dilapidated 30-year-old 大型船 from Georgia that sailed under a Moldovan 旗 and had a mailing 演説(する)/住所 in Bulgaria.

Landlocked Moldova is one of 17 countries blacklisted by the Paris Memorandum of Understanding on Port 支配(する)/統制する (Paris MoU), an organisation of 27 明言する/公表するs, mostly European, which 分類するs the 旗s によれば safety, 環境の and social 基準.

But it is not only a question of the Rhosus's 旗.

その上に, the Rhosus's 証明書 of seaworthiness had been 問題/発行するd by another company owned by the Cypriot shipping 有力者/大事業家, OCCRP said.
