Biden 解除するs abortion referral 禁止(する) on family planning clinics

WASHINGTON (AP) - The Biden 行政 on Monday 逆転するd a 禁止(する) on abortion referrals by family planning clinics, 解除するing a Trump-時代 制限 as political and 合法的な 戦う/戦いs over abortion grow 詐欺師 from Texas to the U.S. 最高裁判所.

The Department of Health and Human Services said its new 規則 will 回復する the 連邦の family planning program to the way it ran under the Obama 行政, when clinics were able to 言及する women 捜し出すing abortions to a provider. The goal is to "強化する and 回復する" services, said HHS 長官 Xavier Becerra.

Groups 代表するing the clinics said they hope the Biden 行政 活動/戦闘 will lead some 1,300 地元の 施設s that left in 抗議する over Trump's 政策s to return, helping to 安定させる a 長年の program shaken by the coronavirus pandemic on 最高の,を越す of 観念的な 戦う/戦いs.

"I have heard that almost everywhere in the country people have made the 決定/判定勝ち(する) that 条件s will be good for them to return to the program," Clare Coleman, 大統領,/社長 of the umbrella group 国家の Family Planning & Reproductive Health 協会, said in an interview. "My sense is that people have been waiting for the 支配する."

Planned Parenthood, the biggest service provider, said on Twitter its health 中心s look 今後 to returning. But the group 非難するd part of the Biden 行政 支配する that 許すs individual clinicians who 反対する to abortion not to 供給する referrals. The 行政 said that's "in 一致 with applicable 連邦の 法律."

Known as 肩書を与える X, the taxpayer-基金d program makes 利用できる more than $250 million a year to clinics to 供給する birth 支配(する)/統制する and basic health care services おもに to low-income women, many of them from 少数,小数派 communities. Under former 大統領 Donald Trump, clinics were 閉めだした from referring 患者s for abortions, 誘発するing a 集まり 出口 by service providers (v)提携させる(n)支部,加入者d with Planned Parenthood, 同様に as several 明言する/公表するs and othe r 独立した・無所属 organizations.

Women´s groups labeled the Trump 政策 a "gag 支配する," and 医療の organizations called it a 違反 of the clinician-患者 関係.

But 宗教的な and social 保守的なs 賞賛するd the 政策 for 課すing a strict 分離 between family planning services and abortion. Under 連邦の 法律, clinics cannot use 連邦の family planning money to 支払う/賃金 for abortions. However, abortion 対抗者s argue that birth 支配(する)/統制する 基金ing for organizations like Planned Parenthood, the 主要な provider of abortions, 量s to an indirect 補助金.

On Monday, the 国家の 権利 to Life 委員会 非難するd the Biden 行政 for "補足(する)ing the abortion 産業 through taxpayer 基金s."

肩書を与える X family planning clinics served about 3.9 million (弁護士の)依頼人s in 2018, but HHS 見積(る)s that number fell by nearly 40% after the Trump 政策. The 激変 may have led to more than 180,000 unintended pregnanc ies, the 機関 said. In all, more than one-4半期/4分の1 of the clinics left the program. Although several 明言する/公表するs stepped up with their own no-strings-大(公)使館員d 基金ing, women in some parts of the country still lost 接近.

連合させるd with service disruptions 予定 to COVID-19 shutdowns, "this has just been a 大規模な one-two punch to the system," said Coleman.

Biden (選挙などの)運動をするd on a 約束 to overturn the 制限s on family planning clinics, but abortion was not a central 問題/発行する in the 2020 大統領の race. It may become one in the 2022 midterm 選挙s to 決定する who 支配(する)/統制するs 議会.

制限する 明言する/公表する 法律s in Texas, Mississippi and どこかよそで have 誘発するd a 動員 by abortion 権利s 支持者s, who 恐れる a 保守的な-leaning 最高裁判所 will overturn the 1973 魚の卵 v. Wade 決定/判定勝ち(する) that 合法化するd abortion 国家的に. Hundreds of abortion-主題d 抗議するs were held around the country Saturday, 含むing one that brought thousands of abortion 権利s 支持者s to the steps of the 法廷,裁判所.

The 最高裁判所 has 許すd the Texas 法律 to 施行される, but has not 支配するd on the 事実 合法的な questions behind that 法令, which 禁止(する)s most abortions in the 明言する/公表する. The 司法(官)s will hear arguments Dec. 1 on the Mississippi 法律, which 禁止(する)s most abortions after 15 weeks of pregnancy.

The 法廷,裁判所 now 攻撃するs decidedly to the 権利 after Trump 任命するd three 保守的な 司法(官)s. Twelve 明言する/公表するs have passed 法律s that would 禁止(する) abortion 完全に if 魚の卵 is overturned.

"Given the attacks on abortion in Texas and across the country, it´s more important than ever that 患者s can 接近 their choice of birth 支配(する)/統制する and other health care through 肩書を与える X," Planned Parenthood 大統領 Alexis McGill Johnson said in a 声明.

The new abortion referral 政策 for family planning clinics will 施行される Nov. 8.
