UNITED NATIONS (AP) - Over 12,000 抑留者s are held 公式に in 27 刑務所，拘置所s and 拘留，拘置 施設s across Libya and thousands more are held 不法に and often in "非人道的な 条件s in 施設s controlled by 武装した groups or `secret´ 施設s," the 国際連合 長，指導者 said in a new 報告（する）／憶測.

"I remain 厳粛に 関心d by the continuing 違反s of the human 権利s of migrants, 難民s and 亡命 探検者s in Libya," Guterres said in the 報告（する）／憶測 to the U.N. 安全 会議.
