Biden 特記する/引用するs 経済的な 伸び(る)s, but 投票者s see much more to do
WASHINGTON (AP) - Seven months before he 直面するs a 批判的な 実験(する) from 投票者s in the midterm 選挙s, 大統領 Joe Biden is turning his 焦点(を合わせる) to kitchen-(米)棚上げする/(英)提議する 問題/発行するs as he struggles to get credit for a 回復するing economy.
Since Biden took office last year, 職業 growth has been vigorous and 安定した - as he told the country Friday after the March 職業s 報告(する)/憶測 showed the 新規加入 of 431,000 職業s and the 失業率 落ちるing to a low 3.6%. But those same 発言/述べるs were also tempered by his 承認 that food and gas prices are too high and インフレーション is at its worst level in a 世代.
For Biden, 納得させるing Americans of the 進歩 made in the 経済的な 回復 only serves as a salient 思い出の品 of how much その上の the country has to go.
"Our economy has gone from 存在 on the mend, to 存在 on the move," Biden said, even as he 定評のある Americans are not ready for a victory (競技場の)トラック一周. "I know that this 職業 is not finished: We need to do more to get prices under 支配(する)/統制する."
At times, Biden´s bifurcated messaging - like the 明言する/公表する of the economy itself - can seem like a jumble of contradictions. It leaves 投票者s to piece together their own opinions - 潜在的に to the 大統領,/社長's political 危険,危なくする.
記録,記録的な/記録する 行う 伸び(る)s of 5.6% over the past year, for example, run up against 消費者 prices that have risen at 7.9% 毎年. Biden's 告示 this past week of 計画(する)s to 解放(する) a million バーレル/樽s of oil daily from the U.S. 戦略の reserve over the next six months was a 承認 of the 害(を与える) that インフレーション can have not just on the economy but his own 政策 ambitions.

The 経済的な discontent is 反映するd in Biden's standing in public opinion 投票s.
概略で 7 in 10 people in the 部隊d 明言する/公表するs 述べる the economy as 存在 in poor 形態/調整, while nearly two-thirds disapprove of Biden´s 経済的な leadership, によれば a March 投票 by The Associated 圧力(をかける)-NORC 中心 for Public 事件/事情/状勢s 研究.
行政 公式の/役人s and Biden 同盟(する)s happily point to the 職業 創造 data as a 調印する of 業績/成就 but they are also perturbed by the ぐずぐず残る 経済的な malaise that 脅すs him with a 歴史的に inhospitable 環境 for a 大統領,/社長´s party in a midterm year.
They have advised Biden to スポットライト his work to bring 負かす/撃墜する gas prices and 来たるべき 成果/努力s to try to curtail an 増加する in food prices from the war 激怒(する)ing in the world´s breadbasket of ウクライナ共和国.
The 行政 is also looking to 最高潮の場面 broader 接近 to health 保険 under the Affordable Care 行為/法令/行動する and Medicare with an event Tuesday featuring Biden's old boss, former 大統領 Barack Obama. The White House says Biden "will take 付加 活動/戦闘 to その上の 強化する the ACA and save families hundreds of dollars a month on their health care."
It is not just the family 予算 he is 的ing. Biden´s 最新の message to 投票者s is that he can bring the nation´s 財政/金融s under 支配(する)/統制する too.
His 年次の 予算 request 最高潮の場面d a $1 一兆 減少(する) in the 赤字 over 10 years, an 成果/努力 to (人命などを)奪う,主張する the mantle of 会計の steward even as the 削減 was driven by the 満期 of COVID-19 救済 programs that are no longer necessary and a new 計画(する) for a 最小限 税金 on the nation´s 億万長者s.
"Responsible 会計の accountability is always a 優先 with 投票者s," said Democratic 世論調査員 John Anzalone, who advised Biden's 2020 (選挙などの)運動をする. "I think people want 会計の accountability. And I don´t think that´s changed over the years."
Biden 補佐官s also hope he can spend more time 焦点(を合わせる)ing on other ways that 政府 is working to make 固める/コンクリート changes in peoples´ lives, with 組織/基盤/下部構造 投資s and the 改善するing economy.
Former 国務長官 Hillary Clinton, the Democratic 大統領の 指名された人 in 2016, said there seemed to be a "disconnect" between Biden's 法律を制定する 業績/成就s and his 扱うing of the war in ウクライナ共和国, and the public's understanding.
"I´m 井戸/弁護士席 aware that midterms are 明白に always difficult for the party in 力/強力にする, but we´ve got a 広大な/多数の/重要な story to tell," she told NBC´s "会合,会う the 圧力(をかける)" on Sunday. "There is a lot of good 業績/成就s to be putting up on the board and the 民主党員s in office and out need to be doing a better 職業 of making the 事例/患者."
Rep. Annie Kuster, D-N.H., said Wednesday after 会合 with Biden that his messaging over the past month has 明確に 的d 穏健な 投票者s.
" The 明言する/公表する of the Union was 位置/汚点/見つけ出す on ーに関して/ーの点でs of what 選挙権を持つ/選挙人s in our 地区s, purple 地区s, are talking about 権利 now," she said outside the White House. She 公式文書,認めるd Biden's pivot to 演説(する)/住所ing mental health 問題/発行するs after the pandemic, while also 強調するing that the 大統領,/社長 計画(する)s to run on 組織/基盤/下部構造 and 職業 創造.
投票者s have 解釈する/通訳するd the pandemic, the 後退,不況, the burst of 政府 spending, the swift 回復 and the インフレーション that followed with a sense of 悲観論主義.
The University of Michigan´s s urvey of 消費者 感情 含むd a 同志/支持者 決裂/故障 of numbers that shows growing 苦悩 の中で the 民主党員s whom Biden needs to turn out in 2022. 民主党員s´ 期待s for the economy have been dropping since July, while 独立した・無所属s' 期待s for the economy are at the lowest level since 2008 when the country was 苦境に陥るd in the 広大な/多数の/重要な 後退,不況.
Oil and ガソリン prices have been a driver of this 懐疑心. 天然のまま oil prices started the year at 概略で $76 a バーレル/樽, spiked to about $124 on March 8 after the ロシアの 侵略 of ウクライナ共和国 and appeared to settle just below $100 on Friday after Biden had 発表するd the 解放(する) from the reserves.
Desmond Lachman, a 上級の fellow at the 保守的な American 企業 学校/設ける, called the market reaction to Biden´s 解放(する) of 石油 "muted" and 公式文書,認めるd that "in the short 称する,呼ぶ/期間/用語 we are 支配する to the whims of outside 開発s like the ロシアの 侵略."
University of Michigan 経済学者 Justin Wolfers, whose work is separate from the 感情 調査する, 公式文書,認めるd there is 証拠 that the public´s perception of インフレーション may be worse than actual インフレーション. That´s because ガソリン, food and other items where prices are 率直に 陳列する,発揮するd are 重要な drivers of higher prices, かもしれない giving インフレーション an outsize psychological 衝撃.
Wolfers has done academic work on the 衝撃 oil prices have on 州知事の 選挙s, but he 公式文書,認めるd that historical comparisons might not work after the 財政上の and cultural 衝撃 of a pandemic that has 緊急発進するd 期待s.
"Were I Biden, I´d be using some 見解/翻訳/版 of a `better off than you were four years ago,´" Wolfers said. He said 投票者s need to remember June 2020, when the world was gripped by the pandemic, the 政府 was 供給するing 誤って導くing (警察などへの)密告,告訴(状) about the pandemic, the economy was terrible and "you also didn´t know whether you were going to die."
"How do you feel now? That would be the argument," he said.
