地元の 政府s turn away $73M of 連邦の pandemic 援助(する)

JEFFERSON CITY, Mo. (AP) - From small towns to big cities, every 政府 across the U.S. was 申し込む/申し出d a slice of $350 billion in 連邦の coronavirus 救済 基金s to help shore up their 財政/金融s, cover pandemic-関係のある costs and 投資する in community 事業/計画(する)s.

公式の/役人s in 1,468 地元の 政府s 効果的に said "no," turning away a 可能性のある total of $73 million, によれば an Associated 圧力(をかける) 分析 of data 収集するd from every 明言する/公表する. The 拒絶する/低下するd money 範囲d from $177 for the one-person village of Monowi, Nebraska, to $3.9 million for DeWitt 郡, Texas, 全住民 about 20,000.

The city of West Alton, Missouri - a community of more than 500 at the confluence of the Mississippi and Missouri rivers - turned 負かす/撃墜する a 可能性のある $106,341 in 連邦の 援助(する). Though the 拒絶するd 量 was almost half the size of the city´s 予算, there wasn´t much discussion about 受託するing it during a city 会議 会合.

"The conversation probably lasted 15 seconds. Without having really any need for it, it wasn´t something we felt like we 手配中の,お尋ね者 to get in the middle of," 市長 Willie Richter said.

Other small-town 市長s and village 行政官/管理者s 供給するd a variety of 推論する/理由s for 拒絶するing the 連邦の money. Some thought they had no 適格の uses for it. Others didn´t want the hassle of 取引,協定ing with the 連邦の 官僚主義, or were 政治上 …に反対するd to the 財政上の 援助(する) 認可するd last year by the Democratic-led 議会 and 大統領 Joe Biden.

The AP´s 分析 identified 1,460 small cities, towns, villages or 郡区s that 拒絶する/低下するd a 可能性のある 配分 of $61 million. That 量s to about 5% of the nation´s 概略で 28,000 small 地元の 政府s, but just 0.3% of the total dollars allotted for those (独立の)存在s. Eight 郡s also have forgone a total of $12 million. No 明言する/公表するs or 領土s 拒絶する/低下するd 基金s.

The U.S. 財務省 Department said it was pleased with the 全体にわたる 返答 to the American 救助(する) 計画(する), which 示すd the first time it had 分配するd money to such a 幅の広い 列 of 政府s across the U.S.

The program "was born out of an understanding that the 経済的な 影響 of the 危機 was 存在 felt by 裁判権s of all sizes," said Jacob Leibenluft, the 財務省´s 長,指導者 回復 officer. He 追加するd: "The 広大な, 広大な, 広大な 大多数 of 受取人s saw a need to use these 基金s."

The pandemic 救済 money began flowing to 政府s one year ago.

Data 解放(する)d by the 財務省 show that, as of the end of 2021, a total of 1,756 明言する/公表するs, 領土s and larger cities and 郡s had 予算d about $106 billion of the 初期の $208 billion they received. That money helped 拡大する high-速度(を上げる) internet, 補助装置 居住(者)s with 住宅 costs, 供給する 援助(する) to small 商売/仕事s, shore up 使い果たすd 失業 基金s and 支払う/賃金 for public health 率先s and 政府 services, の中で other things.

The 財務省 hasn't 解放(する)d data yet on how smaller 政府s used the money.

A second 支払い(額) for 地元の 政府s could come from the 財務省 as soon as this month. But smaller 政府s that 拒絶するd the 初期の 支払い(額) aren't 適格の for the second 一連の会議、交渉/完成する - a source of 悔いる の中で at least some 地元の 公式の/役人s.

The Village of the 支店, on New York's Long Island, probably could have used the 連邦の 援助(する) to 改善する the village hall, 覆う streets or 修理 water drainage systems, 市長 示す Delaney said. But that wasn´t (疑いを)晴らす to Del aney and other village board members when they 拒絶する/低下するd the 基金s before New York´s 決定/判定勝ち(する) 最終期限 in August. At that time, the 適格の uses seemed 限られた/立憲的な and the 連邦の 報告(する)/憶測ing burdensome, Delaney said.

Under a final 財務省 支配する 問題/発行するd in January, the village could have used its entire $183,149 allotment for almost any 政府 services. But by then, the village's 株 already had been reallocated の中で other 地元の New York 政府s.

"Because you did the 権利 thing and you 答える/応じるd quickly, you 基本的に lost out on an 適切な時期," Delaney said.

The 財務省 Department said it worked with 明言する/公表するs and 協会s for 地元の 政府s to 簡単にする the 使用/適用 過程, 明らかにする the 支配するs and encourage 参加.

Larger 政府s that got paid 直接/まっすぐに by the 連邦の 政府 had no 最終期限 to 受託する the money. の中で smaller communities, some had more time to make 決定/判定勝ち(する)s than others.

明言する/公表するs were in 告発(する),告訴(する)/料金 of passing along 基金s to いわゆる "非,不,無-entitlement 部隊s" of 政府 - 一般に cities with より小数の than 50,000 居住(者)s. Once a 明言する/公表する received that money, it had 30 days to 分配する it. But some 明言する/公表するs requested as many as eight 月毎の 拡張s from the 財務省, 押し進めるing their 最終期限s into 2022.

The board of Algoma 郡区, Michigan, 投票(する)d last July to 拒絶する/低下する its $1.3 million allotment.

"We´re very liberty-oriented, and we didn´t want to be stuck as a 郡区 with any 肉親,親類d of strings 大(公)使館員d or 委任統治(領)s," said 郡区 監督者 Kevin Green, who considers the 連邦の 援助(する) a waste.

But as Michigan kept 延長するing the 返答 最終期限 - and 郡区 公式の/役人s learned that their 株 would be redistributed to others - Green and some of his 同僚s had a change of heart. They 最終的に 受託するd the money. Though they 港/避難所't spent it yet, it could help 相殺する the rising costs - 予定 to インフレーション - of planned park 改良s, he said.

"As 保守的な as we are, we´re also practical," Green said.< /p>

Minnesota, which has a more 広範囲にわたる 郡区 form of 政府 than most 明言する/公表するs, had the greatest number of 政府s 拒絶する/低下するing to 適用する for the 連邦の 援助(する). More than 500 地元の 政府s - about one-fifth of its "非,不,無-entitlement 部隊s" - turned away a 可能性のある total of $11.8 million.

"We did everything we could to publicize this. We made a 抱擁する 成果/努力," said Steve Fenske, general counsel of the Minnesota 協会 of 郡区s. But "we certainly don´t have 十分な 約束/交戦. So some of them didn´t know it was going on."

The 財務省's online 手続きs 提起する/ポーズをとるd a 障害物 to some smaller 政府s, said Irma Esparza Diggs, 上級の (n)役員/(a)執行力のある and director of 連邦の advocacy for the 国家の League of Cities.

"If you´re unfamiliar with the 連邦の 認める 過程 and what the 報告(する)/憶測ing 必要物/必要条件s are, the 仮定/引き受けること is that it´s all going to be too 複雑にするd, and it´s always easier to give the 基金ing 支援する than to 人物/姿/数字 it out," she said.

The 長,指導者 (n)役員/(a)執行力のある of DeWitt 郡, 位置を示すd between Houston and San Antonio, said he turned 負かす/撃墜する the 連邦の 援助(する) because the 郡 already had enough cash for its 予算. He also raised 関心s about the 連邦の program.

"It seemed pretty selfish to 製造(する) a need to 適用する for 連邦の dollars that are borrowed on the 支援するs of the children and grandchildren of our 郡 選挙権を持つ/選挙人s," DeWitt 郡 裁判官 Daryl L. Fowler, a 共和国の/共和党の, said in an email to the AP.

The upscale community of Brier, Washington - with より小数の than 7,000 居住(者)s - turned 負かす/撃墜する the largest 量 の中で cities, at more than $1.9 million. The city north of Seattle has a small staff that 含むs a police 軍隊 and public 作品 乗組員. But it has no 汚水 治療 工場/植物, mental health 施設s, cultural 中心s or low-income 住宅.

"We just don´t have a lot of the things that ordinarily cities would have to use the 基金s for," 市長 Dale Kaemingk said.

As the 孤独な 居住(者) of the northern Nebraska village of Monowi, Elsie Eiler runs both the town tavern and town 政府. She didn't want the "mess" of 取引,協定ing with the 連邦の 政府.

"The town is doing 罰金," she said. "If it comes 負かす/撃墜する to it and it needs some 基金s, I´ll put some in myself."
