Fighting food 毒（薬）ing: 広範囲にわたる poultry changes 提案するd
DES MOINES, Iowa (AP) - The U.S. Department of 農業 on Friday 提案するd 広範囲にわたる changes in the way chicken and turkey meat is 過程d that are ーするつもりであるd to 減ずる illnesses from food 汚染 but could 要求する meat companies to make 広範囲にわたる changes to their 操作／手術s.

As it stands, 消費者s 耐える much of the 責任／義務 for 避けるing illness from raw poultry by 扱うing it carefully in the kitchen - に引き続いて the usual advice to not wash raw chicken or turkey (it spreads the bacteria), using separate utensils when 準備するing meat and cooking to 165 degrees. The USDA´s Food Safety and 査察 Service wants to do something about it by starting with the 農業者s that raise the birds and に引き続いて through the 過程ing 工場／植物 where the meat is made.
Their food 毒（薬）ing 的: Of the more than 2,500 salmonella serotypes, the 中心s for 病気 支配（する）／統制する and 予防 has identified three that 原因（となる） a third of all human illnesses from chicken and turkey 製品s. The 機関 提案するs 限界ing the presence of these on poultry 製品s.
The USDA 見積（る）s the total 年一回の cost for foodborne salmonella 感染s in the U.S. at $4.1 billion, which 含むs the cost of doctor and hospital visits, 回復 and premature deaths.
In 1994, the USDA´s Food Safety and 査察 Service took a 類似の step by 宣言するing some 緊張するs of E. coli a contaminant in ground beef and 開始する，打ち上げるd a 実験（する）ing program for the pathogen which has 意味ありげに 減ずるd illnesses from the meat.

In an 成果／努力 to curtail salmonella 突発／発生s in poultry, the 機関 is 提案するing a regulatory 枠組み that would 含む 実験（する）ing 後継の flocks of chickens and turkeys for the bacterial 病気 that 一般的に 影響する／感情s the 腸の tract and 影響する／感情s 1.3 million people 毎年 with symptoms that may 含む diarrhea, nausea and vomiting which could last for several days. 公式の／役人s hope 実験（する）ing chickens and turkeys before they enter the slaughterhouse will encourage 農業者s to 可決する・採択する practices that 減ずる the bacterial 感染 on the bird before they reach the point of meat 過程ing.
A second 手段 would 要求する 高めるd 監視するing for salmonella during 過程ing by 可決する・採択するing 見本ing for the bacteria at 多重の 行う／開催する／段階s inside the 過程ing 施設. The third major change would be to 設立する a 最大限 level of bacterial 汚染 許すd and かもしれない 限界ing the three 明確な／細部 types of salmonella that can make people sick. Meat that would 越える the 限界s or that would 含む／封じ込める the types of salmonella 禁じるd could be withheld from the market.
The USDA says there are about 3,000 federally 検査／視察するd 工場／植物s that 虐殺（する） poultry but about 220 produce the 広大な 大多数 of poultry 製品s. The 機関 said it is difficult to say at this point how many would be 影響する／感情d by the 未来 rulemaking.
The FSIS will begin a 非常に長い 過程 of 提案するing new 支配するs by 持つ／拘留するing a public 審理，公聴会 on Nov. 3 to get input from the poultry 産業 and others. The 政府´s goal is to come up with new 支配するs and 規則s that could be rolled out beginning next year and 完全にするd within two years.
The 機関 said it is taking its time to roll out these ideas and get input before 設立するing 会社／堅い 規則s. The 機関 hopes to begin rulemaking in 中央の-2023 and 完全にする it in two years, said USDA 副 Under 長官 for Food Safety Sandra Eskin.
"We know this is やめる a pivot from where the 機関 has been 歴史的に and for that 推論する／理由 we´re trying to be as transparent and deliberative and collaborative as possible," Eskin said.

Eskin said the 産業 has managed to 減ずる the number of chicken 見本s 汚染するd with salmonella by 50% from 2017 to 2021, but the 率 of salmonella illnesses over the last two １０年間s has not 意味ありげに 拒絶する／低下するd. More than 23% of foodborne salmonella illnesses are attributable to poultry 消費 with nearly 17% coming from chicken meat and more than 6% from turkey meat.
