11 明言する／公表するs consider '権利 to 修理' for farming 器具／備品
DENVER (AP) - On Colorado´s northeastern plains, where the pencil-straight horizon divides golden fields and blue sky, a 農業者 指名するd Danny 支持を得ようと努めるd 緊急発進するs to 工場／植物 and 収穫 proso millet, dryland corn and winter wheat in short, seasonal windows. That is until his high-tech Steiger 370 tractor conks out.
The tractor's 製造業者 doesn't 許す 支持を得ようと努めるd to make 確かな 直す／買収する，八百長をするs himself, and last spring his fertilizing 操作／手術s were 立ち往生させるd for three days before the servicer arrived to 追加する a few lines of 行方不明の computer code for $950.
"That´s where they have us over the バーレル／樽, it´s more like we are renting it than buying it," said 支持を得ようと努めるd, who spent $300,000 on the used tractor.
支持を得ようと努めるd's 苦境, echoed by 農業者s across the country, has 押し進めるd 国会議員s in Colorado and 10 other 明言する／公表するs to introduce 法案s that would 軍隊 製造業者s to 供給する the 道具s, ソフトウェア, parts and 手動式のs needed for 農業者s to do their own 修理s - その為に 避けるing 法外な labor costs and 延期するs that imperil 利益（をあげる）s.
"The 製造業者s and the 売買業者s have a monopoly on that 修理 market because it´s lucrative," said Rep. Brianna Titone, a 民主党員 and one of the 法案's sponsors. "(農業者s) just want to get their machine going again."
In Colorado, the 法律制定 is 大部分は 存在 押し進めるd by 民主党員s while their 共和国の／共和党の 同僚s find themselves stuck in a 堅い 位置／汚点／見つけ出す: torn between 権利-leaning farming 選挙権を持つ／選挙人s asking to be able to 修理 their own machines and the 製造業の 商売／仕事s that …に反対する the idea.
The 製造業者s argue that changing the 現在の practice with this type of 法律制定 would 軍隊 companies to expose 貿易（する） secrets. They also say it would make it easier for 農業者s to tinker with the ソフトウェア and 不法に crank up the hors epower and bypass the 放出／発行s 監査役 - 危険ing 操作者s' safety and the 環境.
類似の arguments around 知識人 所有物／資産／財産 have been leveled against the broader （選挙などの）運動をする called `権利 to 修理,´ which has 選ぶd up steam across the country - crusading for the 権利 to 直す／買収する，八百長をする everything from iPhones to hospital ventilators during the pandemic.
In 2011, 議会 tried passing a 権利 to 修理 法律 for car owners and 独立した・無所属 servicers. That 法案 did not pass, but a few years later, 自動推進の 産業 groups agreed to a memorandum of understanding to give owners and 独立した・無所属 mechanics - not just 権限を与えるd dealerships - 接近 to 道具s and （警察などへの）密告，告訴（状） to 直す／買収する，八百長をする problems.
In 2021, the 連邦の 貿易（する） （売買）手数料，委託（する）／委員会／権限 誓約（する）d to beef up its 権利 to 修理 施行 at the direction of 大統領 Joe Biden. And just last year, Titone sponsored and passed Colorado's first 権利 to 修理 法律, 権力を与えるing people who use 車椅子s with the 道具s and （警察などへの）密告，告訴（状） to 直す／買収する，八百長をする them.
For the 権利 to 修理 farm 器具／備品 - from thin tractors used between grape vines to behemoth 連合させるs for 収穫ing 穀物 that can cost over half a million dollars - Colorado is joined by 10 明言する／公表するs 含むing Florida, Maryland, Missouri, New Jersey, Texas and Vermont.
Many of the 法案s are finding bipartisan support, said Nathan Proctor, who leads Public の間の est 研究 Group's 国家の 権利 to 修理 （選挙などの）運動をする. But in Colorado's House 委員会 on 農業, 民主党員s 押し進めるd the 法案 今後 in a 9-4 投票（する） along party lines, with 共和国の／共和党のs in 対立 even though the 法案's second sponsor is 共和国の／共和党の Rep. Ron Weinberg.
"That´s really surprising, and that upset me," said the 共和国の／共和党の 支持を得ようと努めるd.
支持を得ようと努めるd's tractor, which 飛行機で行くs an American 旗 reading "農業者s First," isn't his only machine to break 負かす／撃墜する. His 穀物 収穫ing 連合させる was dropping into idle, but the servicer took five days to arrive on 支持を得ようと努めるd's farm - a 後退 that could mean a あられ／賞賛する 嵐／襲撃する decimates a wheat field or the 国／地域 気温 moves beyond the Goldilocks zone for 工場／植物ing.
"Our 刈る is ready to 収穫 and we can´t wait five days, but there was nothing else to do," said 支持を得ようと努めるd. "When it´s broke 負かす／撃墜する you just sit there and wait and that´s not 許容できる. You can be losing $85,000 a day."
Rep. Richard Holtorf, the 共和国の／共和党の who 代表するs 支持を得ようと努めるd's 地区 and is a 農業者 himself, said he's 存在 pulled between his 選挙権を持つ／選挙人s and the dealerships in his 地区 covering the 大部分は 田舎の northeast corner of the 明言する／公表する. He 投票（する）d against the 手段 because he believes it will financially 衝撃 地元の dealerships in 田舎の areas and could 危険にさらす 貿易（する） secrets.
"I do sympathize with my 農業者s," said Holtorf, but he 追加するd, "I don´t think it´s the 役割 of 政府 to be 軍隊ing the sale of their 知識人 所有物／資産／財産."
At the packed 審理，公聴会 last week that 流出／こぼすd into a second room in Colorado's （ワシントンの）連邦議会議事堂, the 核心 関心s raised in 証言 were 農業者s 不法に slipping around the 放出／発行s 支配（する）／統制する and cranking up the horsepower.
"I know growers, if they can change horsepower and they can change 放出／発行s they are going to do it," said Russ Ball, sales 経営者／支配人 at 21st Century 器具／備品, a John Deere dealership in Western 明言する／公表するs.
The 法案's proponents 定評のある that the 法律制定 could make it easier for 操作者s to 修正する horsepower and 放出／発行s 支配（する）／統制するs, but argued that 農業者s are already able to tinker with their machines and doing so would remain 違法な.

The Colorado 法案's detractors 称讃する that 協定 as a strong middle ground while Titone said it wasn't enough, 証拠d by six of Colorado's biggest farmworker 協会s that support the 法案.
Proctor, who is 跡をつけるing 20 権利 to 修理 提案s in a number of 産業s across the country, said the memorandum of understanding has fallen far short.
"農業者s are 説 no," Proctor said. "We want the real thing."
