UN 控訴，上告s for $397 million to help Syrian 地震 生存者s

"It was very bad before. Now it´s 劇の," said Corinne Fleischer, the 機関´s Middle East Director.

The U.N. has also been trying to send a 軍用車隊 to the northwest across 衝突 lines within Syria, but it hasn´t gotten a green light from all parties. The 軍用車隊 has 報道によれば been 封鎖するd by Hayat Tahrir al-Sham, a 反逆者／反逆する group with 関係 to al-Qaida that 支配（する）／統制するs part of the northwest.

If there are, he said, the 安全 会議 should look into 可決する・採択するing a 決意／決議 under 一時期／支部 7 of the U.N. 借り切る／憲章, which means it can be 施行するd 軍事的に, to 権限を与える the crossings and get 援助（する） to the millions in need.
U.S. 外交官／大使 Linda Thomas-Greenfield said the 部隊d 明言する／公表するs will be watching closely to see if 援助（する） is getting to Syrians in need and will 押し進める for a U.N. 決意／決議 if it isn´t. "It took seven days to get this 決定／判定勝ち（する） to 許す the 国境s to be open -- that 決定／判定勝ち（する） should have been made on day one," she said.
長官-General Guterres, asked about a possible 会合 with 大統領，／社長 Assad, said what´s needed now is not high-level visits that コースを変える 資源s but stepped-up 救済 成果／努力s.
"I am に引き続いて that very, very closely," he said, "and whenever it would be useful and 肯定的な, I am ready to do whatever is needed."
