UNITED NATIONS (AP) - The 国際連合 長,指導者 開始する,打ち上げるd a $397 million 控訴,上告 Tuesday to help nearly 5 million 生存者s of last week´s 破滅的な 地震 in 反逆者/反逆する-held northwest Syria who have received very little 援助 because of 深い 分割s 悪化させるd by the country´s 12-year war.

長官-General Antonio Guterres 発表するd the 控訴,上告 a day after he welcomed an 協定 between the U.N. and Syrian 大統領 Bashar Assad to open two new crossing points from Turkey for an 初期の period of three months. Since the 地震, the U.N. says 84 トラックで運ぶs have gone through Bab Al-Hawa.

Guterres said the 荒廃 from the magnitude 7.8 地震 that 荒廃させるd southern Turkey and northwestern Syria on Feb. 6 "is one of the worst in 最近の memory," and "we all know that lifesaving 援助(する) has not been getting in at the 速度(を上げる) and 規模 needed."

He said the $397 million will 供給する "猛烈に needed, life-saving 救済 for nearly 5 million Syrians - 含むing 避難所, health care, food and 保護" for three months.

Guterres said the U.N. is in the final 行う/開催する/段階s of 準備するing an 緊急 控訴,上告 for 地震-荒廃させるd southern Turkey. U.N. 広報担当者 Stephane Dujarric said the 控訴,上告 will be 開始する,打ち上げるd "probably in the coming days."

He 勧めるd the international community to 供給する the 緊急 基金ing without 延期する, 説: "The human 苦しむing from this epic natural 災害 should not be made even worse by manmade 障害s - 接近, 基金ing, 供給(する)s ."

The 長官-general said 援助(する) to Syria m ust get through by all 大勝するs to all areas without 制限s.

A 上級の U.N. World Food Program 公式の/役人 警告するd that food insecurity in afflicted parts of Syria had been rising 徹底的に even before the 地震 struck.

"It was very bad before. Now it´s 劇の," said Corinne Fleischer, the 機関´s Middle East Director.

"Half of the 全住民 直面するs hunger. And that´s the worst that we´ve seen since the beginning of the 危機 in Syria. Even at the 高さ of the war, we didn´t have 12 million people food insecure," she said in an interview with the Associated 圧力(をかける).

Guterres 発表するd that an 11-トラックで運ぶ 軍用車隊 was on the move to go through one of the newly opened crossings at Bab Al-Salam, "with many more to come." He said the second new crossing at Al Ra?e is also open, "and goods are flowing."

Dujarric said the 軍用車隊 went through the crossing without any 障害s and "we´re very 楽観的な that things will move quickly." He 公式文書,認めるd that the two crossings have been used by 救済 organizations not (v)提携させる(n)支部,加入者d with the U.N. and the roads are in better 条件 than those 主要な to Bab Al-Hawa.

The 告示 of the two 付加 crossings from Turkey (機の)カム as the U.N. 安全 会議 was 会合 for the first time Monday afternoon on the difficulties of getting 援助(する) to northwest Syria.

The U.N. has also been trying to send a 軍用車隊 to the northwest across 衝突 lines within Syria, but it hasn´t gotten a green light from all parties. The 軍用車隊 has 報道によれば been 封鎖するd by Hayat Tahrir al-Sham, a 反逆者/反逆する group with 関係 to al-Qaida that 支配(する)/統制するs part of the northwest.

フラン´s U.N. 外交官/大使, Nicolas De Riviere, told reporters before Monday´s 会議 会合 that there were two 選択s - either the Syrian 政府 認める 広告 ditional 接近 to the northwest or the 会議 would try to 可決する・採択する a 決意/決議 権限を与えるing 付加 crossing points to the 地域.

After the 会合 and the 告示 of the two new crossings, De Riviere said there should be no "障害s" to 配達するing 援助(する) through the three crossings. If there are, he said, the 安全 会議 should look into 可決する・採択するing a 決意/決議 under 一時期/支部 7 of the U.N. 借り切る/憲章, which means it can be 施行するd 軍事的に, to 権限を与える the crossings and get 援助(する) to the millions in need.

U.S. 外交官/大使 Linda Thomas-Greenfield said the 部隊d 明言する/公表するs will be watching closely to see if 援助(する) is getting to Syrians in need and will 押し進める for a U.N. 決意/決議 if it isn´t. "It took seven days to get this 決定/判定勝ち(する) to 許す the 国境s to be open -- that 決定/判定勝ち(する) should have been made on day one," she said.

長官-General Guterres, asked about a possible 会合 with 大統領,/社長 Assad, said what´s needed now is not high-level visits that コースを変える 資源s but stepped-up 救済 成果/努力s.

"I am に引き続いて that very, very closely," he said, "and whenever it would be useful and 肯定的な, I am ready to do whatever is needed."

As for whether a 安全 会議 決意/決議 is needed, he 繰り返し言うd that the two new crossings are open, "and we will see, of course, if the 状況/情勢 would change, we would 可決する・採択する the necessary 対策."
