ロシアの 委任する／代表s 反抗的な at 敵意を持った OSCE 議会 会合
VIENNA, Austria (AP) - A contentious Organization for 安全 and 協調 in Europe 議会の 会合 ended Friday with 激しい非難 of Russia´s 侵略 of ウクライナ共和国 - as ロシアの 委任する／代表s （刑事）被告 the West of 妨げるing 対話 by arming Kyiv.
The 議会の 議会 of the 57-nation OSCE brought together 国会議員s from member countries - 含むing Russia - to discuss 安全 and human 権利s 問題／発行するs at its 年次の winter 集会, which 同時に起こる／一致するd with the 周年記念日 of the 侵略.
ウクライナ共和国 and Lithuania ボイコット（する）d the 会合 in Vienna 予定 to the presence of six ロシアの 委任する／代表s, who were given ビザs by Austria にもかかわらず 存在 under European Union and 部隊d 明言する／公表するs 許可／制裁s.
"We think it is immoral to sit in the same hall with war 犯罪のs who 率直に support the 集団殺戮 of ウクライナ共和国," Yevheniia Kravchuk, a Ukrainian 国会議員 from the Servant of the People party, told The Associated 圧力（をかける） in Vienna.
Kravchuk said Russia had "侵害する／違反するd every 選び出す／独身 letter" of the OSCE´s 設立するing 文書 and should be 一時停止するd from the organization.
ロシアの 委任する／代表s told reporters in Vienna that their country was 決定的な to the work of OSCE, which was created during the 冷淡な War and helped to 緩和する 緊張s between East and West by 供給するing a 壇・綱領・公約 for 対話.

"演説（する）／住所ing the problems of European 安全 without the biggest country in Europe is not possible," said 副 Duma Chairman Pyotr Tolstoy, the 長，率いる of the ロシアの 代表.
He （刑事）被告 the West of 妨げるing 対話 by 支援 ウクライナ共和国 on the 戦場 and questioned whether Russia should continue to 支払う／賃金 its 年次の 出資／貢献 to OSCE.
Vladimir Dzhabarov, the 副 長，率いる of the ロシアの 代表, 公式文書，認めるd that Russia was a 設立するing member of the organization.
"They will not be able to put us outside the door," he said, 追加するing that if Russia were 孤立するd, a new organization for 安全 in Europe would have to be 設立するd.

In a 声明 at the end of the 会合, the 議会´s 大統領，／社長, 副／悪徳行為-大統領，／社長s and other 公式の／役人s 公然と非難するd "Russia´s war of 侵略 against ウクライナ共和国 as 構成するing （疑いを）晴らす, 甚だしい／１２ダース, and uncorrected 違反s" of its OSCE かかわり合いs.
議会 大統領 Margareta Cederfelt said she felt sympathy for "the fact that some members find it unbearable to sit in the same room as the 攻撃者s."
Austria´s 政府 said that as the OSCE host nation it is 合法的に 強いるd to 認める ビザs to 代表者／国会議員s from all member 明言する／公表するs - even those under international 許可／制裁s.
The OSCE has a wide-範囲ing 使節団 含むing 衝突 予防, human 権利s, 選挙 観察 and 武器 支配（する）／統制する. The 議会の 議会 is a separate 団体／死体 of the organization.
The OSCE´s work has ground to a 停止（させる） in the past year, with Russia 封鎖するing all major 決定／判定勝ち（する） s, 含むing the 採択 of the 予算 and 辞退するing to agree to Lithuania assuming the group´s 回転／交替ing （議長，司会の）地位，能力 in 2024.
Russia has also used its 拒否権 to 封鎖する the 拡張 of the 委任統治（領） of the OSCE Special 監視するing 使節団, the OSCE´s 旗艦 操作／手術 in ウクライナ共和国 which had been engaged in 監視するing the 壊れやすい 停戦 in the east of the country before the 十分な-規模 侵略 last year.
ウクライナ共和国 wants to change the 議会の 議会´s 支配するs so that any OSCE member that starts a war against another can be 一時停止するd.
Kravchuk, the Ukrainian 国会議員, said the 存在するing 支配するs were 始める，決める up during a time when "all countries 尊敬（する）・点d the 国境s and the 主権，独立 of other nations and did not come with jets and 戦車／タンクs to take away their 明言する／公表する."
