Kentucky House passes 税金-救済 法案 for bourbon 産業

FRANKFORT, Ky. (AP) - 提案するd 税金 救済 for Kentucky's bourbon 製造者s was 急速な/放蕩な-跡をつけるd Monday in 前進するing in the 明言する/公表する House, but 地元の leaders living 近づく some of the world's best-known distilleries were in no mood to toast the 産業 victory.

The 手段 目的(とする)s to 段階 out a 所有物/資産/財産 税金 on the value of 蓄える/店d bourbon バーレル/樽s - a 最高の,を越す 産業 優先. The phaseout would begin in 2026 and be 完全にするd by 2039.

House 法案 5 (疑いを)晴らすd the House on a 59-40 投票(する), soon after 現れるing from 委員会. With only a few days left in this year´s 30-day 法律を制定する 開会/開廷/会期, the 提案 前進するs to the 上院, where 共和国の/共和党のs also have a supermajority.

The バーレル/樽 税金 - 査定する/(税金などを)課すd only in Kentucky - 傷つけるs the 明言する/公表する's competitiveness and 脅すs to 半導体素子 away at the 明言する/公表する's status as the bourbon 産業 震源地, the 法案's 支持者s said.

"No other 製造業者 支払う/賃金s 税金s on its goods during 生産/産物," said Eric Gregory, 大統領,/社長 of the the Kentucky Distillers´ 協会. "税金s aren´t 徴収するd on 乗り物s rolling 負かす/撃墜する the 議会 line, dishwashers as they are 存在 built, or タバコ 乾燥した,日照りのing in the barn."

Leaders from some of the 最高の,を越す bourbon-producing 郡s, however, worry that the 在庫 税金 phaseout will take away an important 歳入 source for 地元の 政府s.

"We need the money to 生き残る or we´re going to have to 削減(する) services," Nelson 郡 裁判官-(n)役員/(a)執行力のある Timothy Hutchins told a House 委員会 earlier Monday.

Kentucky produces 95% of the world´s bourbon and is home to nearly 10 million バーレル/樽s of 高齢化 spirits, によれば the Kentucky Distillers´ 協会.

The 法案's 主要な 支持者s 含む House (衆議院の)議長 David Osborne, who 警告するd that "it is not our 権利 to be home to the bourbon 産業." Several other 明言する/公表するs have より勝るd Kentucky in total number of distilleries, though Kentucky is home to the largest 生産/産物 工場/植物s.

"Kentucky 税金s alcohol more than any other 明言する/公表する in the country," Osborne said.

The バーレル/樽 税金 is a 障壁 to bourbon 生産/産物 startups in Kentucky, and it's a disincentive to 蓄える/店 bourbon in the Bluegrass 明言する/公表する, the (衆議院の)議長 said. 徐々に 除去するing the 税金 will help "固く結び付ける ourselves as the bourbon 資本/首都 of the world," he said.

If the 歳入 raised from バーレル/樽 税金s 徐々に gets smaller, the 味方する 影響s from distilling 操作/手術s will remain - wear and 涙/ほころび on roads and the ,spread of whiskey fungus, 地元の leaders told 国会議員s. The fungus is a 黒人/ボイコット mold-like growth that 料金d off the "angel´s 株" - the distilling 産業 称する,呼ぶ/期間/用語 for the alcohol that evaporates from the 木造の バーレル/樽s.

In the past, when distillers asked 地元の leaders for 是認 of their 拡大s, the 生産者s touted the 利益s to 地元の 政府s from the バーレル/樽 税金, they said.

"I´m here today asking you to 栄誉(を受ける) our handshake with the bourbon 産業," said Josh Ballard, a city 会議 member in Loretto, home of the 製造者's 示す distillery.

The phaseout 含むs 成果/努力s to create 歳入 sources to 相殺する losses for the 影響する/感情d 地元の 政府s, the 法案's 支持者s said. It 含むs "持つ/拘留する 害のない" 準備/条項s for public school 地区s in bourbon-生産/産物 郡s. City and 郡 政府s could 査定する/(税金などを)課す a license 料金 on distilleries to 相殺する 未来 歳入 削減s.

Those 保護s weren't enough to 満足させる some 国会議員s from bourbon-生産/産物 郡s who worried about the 可能性のある 歳入 loss es.

"I'm all for cutting 税金s. But I'm not for cutting 税金s on a にわか景気ing 産業 that's going to place the 重荷(を負わせる) on the 支援するs of my 選挙権を持つ/選挙人s," said 共和国の/共和党の Rep. Candy Massaroni.
