UN 機関 警告するs of rising 戦闘 近づく ウクライナ共和国 核の 工場/植物

DNIPRO, ウクライナ共和国 (AP) - The 長,率いる of the U.N.´s 原子の energy 監視者 crossed the 前線 line in the war in ウクライナ共和国 to visit Europe's largest 核の 力/強力にする 工場/植物 Wednesday, and 警告するd that it was 平易な to see 証拠 of 強めるd fighting in the area that 提起する/ポーズをとるs a 脅し to the 施設's safety.

The 増加するing 戦闘 makes it 緊急の to find a way to 妨げる a 潜在的に 壊滅的な 核の 事故 at the Zaporizhzhia 核の 力/強力にする 工場/植物, said Rafael Mariano Grossi, director general of the International 原子の Energy 機関.

"It is obvious that this area is 直面するing perhaps a more dangerous 段階," he said of the 施設, which is in a 部分的に/不公平に ロシアの-占領するd part of ウクライナ共和国. "We have to step up our 成果/努力s to get to some 協定 of the 保護 of the 工場/植物."

Grossi has struggled to agree with ロシアの and Ukrainian 当局 on a 取引,協定 to 安全な・保証する the 工場/植物, which has been 攻撃する,衝突する several times during the ウクライナ共和国 war. The 場所/位置 has also 苦しむd several losses of 外部の 力/強力にする needed to 冷静な/正味の its six shut-負かす/撃墜する 原子炉s, 軍隊ing it to rely on 緊急 支援する-up 発生させる人(物)s.

Wednesday´s visit to the 工場/植物 was Grossi´s second since the start of the war. He tried for months to 交渉する on 安全な・保証するing the whole zone around the コンビナート/複合体, but he said at a news 会議/協議会 during his visit that the 概念 "is 発展させるing" to 焦点(を合わせる) more on 保護するing the 工場/植物 itself.

"最初 we were 焦点(を合わせる)ing on the 可能性 of the 設立 of a 井戸/弁護士席 決定するd zone around the 工場/植物," he told reporters during his visit. "Now the 概念 is 発展させるing. It´s refocusing more on the 保護 itself, and the things that should be 避けるd, for example, ーするために 保護する the 工場/植物, rather than on 領土の 面s, which 提起する/ポーズをとる 確かな problems."

The IAEA, based in Vienna, Austria, has been 回転/交替ing 査察 teams at the 力/強力にする 工場/植物 since Grossi's visit in September. Grossi told The Associated 圧力(をかける) in an interview Tuesday that it is his 義務 to ramp up 会談 between Kyiv and Moscow 目的(とする)d at 保護(する)/緊急輸入制限ing the 施設 and avoidi ng a 壊滅的な 事故. He said a 取引,協定 was "の近くに."

However, Zelenskyy said in a separate interview with AP that he was いっそう少なく 楽観的な a 取引,協定 was 近づく. "I don´t feel it today," he said.

Speaking in the central Ukrainian city of Dnipro after his visit, Grossi said he saw (疑いを)晴らす 調印するs of 増加するd 軍の activity in the area and 査定する/(税金などを)課すd 損失 the 工場/植物 支えるd in 爆撃する last November, which he 述べるd as "やめる 厳しい."

Buildings 近づく two of the 原子炉s were 攻撃する,衝突する "wittingly or unwittingly, ... so this is very serious," he said, 追加するing that his visit 許すd him to 確認する "the gravity ... of the 状況/情勢 and the need for us to get to results as soon as possible."

He didn´t give 詳細(に述べる)s of the 発展させるing 安全 計画(する), but said that "not using the 工場/植物 as a 軍の 壇・綱領・公約 is very important" as 駅/配置するing 激しい 軍の 器具/備品 there can become a 的.

平等に, he said, there should be "of course no attacks, no 的ing. And we saw that at least until November, there were attacks. So I hope there won´t be another one. But the reality and the facts 証明する that there have been."

The Kremlin´s 軍隊s took over the 工場/植物 after Russia´s 十分な-規模 侵略 of ウクライナ共和国 in February 2022. Zelenskyy …に反対するs any 提案 that would 合法と認める Russia´s 支配(する)/統制する.

Interruptions to the outside electricity 供給(する) 予定 to the fighting 要求するd 工場/植物 person nel to switch to 緊急 ディーゼル 発生させる人(物)s six times during the 13-month war. When backup 力/強力にする 供給(する)s might be needed again is 予測できない, Grossi told AP. ___
