Uproar in suburbia as New York looks to 刺激(する) 開発

For 10年間s, the middle-class towns of 選び出す/独身-family homes that (犯罪の)一味 many American cities have used zoning 法律s to 確実にする they stay much like they looked in the 郊外の にわか景気 after World War II.

Apartment buildings in many places are 簡単に not 許すd, an 除外 that - 故意に or not - has 歴史的に also kept out people of color.

直面するing 住宅 不足s, several 明言する/公表するs and the U.S. 政府 have tried to break through those 障壁s with a mix of methods, 含むing giving municipalities homebuilding goals or 無視/無効ing 確かな 地元の zoning 制限s.

In New York, one such 提案 from Democratic Gov. Kathy Hochul has run into howls of 対立 in one of the birthplaces of the American 郊外. Critics on Long Island, a sprawling expanse of communities home to 2.9 million people, are 公然と非難するing 準備/条項s that would 始める,決める growth 的s, 運動 denser 開発 近づく train 駅/配置するs and いつかs let 明言する/公表する 公式の/役人s 無視/無効 地元の zoning 決定/判定勝ち(する)s.

"Her 計画(する) would flood YOUR 近隣 with THOUSANDS of new apartments" reads one 対立 mailing. Others 警告する Long Island would become New York City´s "sixth borough." Critics, many of them 共和国の/共和党の 公式の/役人s, (人命などを)奪う,主張する it would (土地などの)細長い一片 away 地元の 支配(する)/統制する.

"We´re already a 密集して 居住させるd area. Where are you going to build?" asked 共和国の/共和党の 明言する/公表する Sen. Jack ツバメs, who 公式文書,認めるd his past support for affordable 住宅 as a 地元の 市長. "Are we going to start 涙/ほころびing 負かす/撃墜する 選び出す/独身-family homes to put up apartment buildings?"

Hochul´s said her wide-範囲ing 計画(する) to 刺激(する) the 創造 of 800,000 new homes statewide has been mischaracterized. It was a sticking point in New York 明言する/公表する 予算 会談 this week, with Hochul's fellow 民主党員s in 支配(する)/統制する of the 立法機関 捜し出すing a 計画(する) with より小数の 委任統治(領)s and more incentives.

New York is に引き続いて the lead of other 明言する/公表するs trying to allevia te 住宅 crunches by chipping away at 地元の 制限s on building.

大統領 Joe Biden's White House has 非難するd "排除 zoning" 支配するs 要求するing house lots to be of a 確かな size, have 天井s a 確かな 高さ, and be only for a 選び出す/独身 family, as 道具s 乱用d in some place to 差別する against people who aren't white.

Hochul has cast her 計画(する) for New York as an 成果/努力 to help the 明言する/公表する 栄える, rather than as a 道具 of desegregation.

It would give towns 多重の paths to 会合,会う 住宅 的s. It would have a larger 衝撃 in New York City´s 郊外s, where three-year home 創造 的s would be 3%, compared to 1% for upstate areas. The higher goals would 適用する to Long Island.

If municipalities don´t 会合,会う 的s, developers could 追求する a 過程 in which the 明言する/公表する could 許す 事業/計画(する)s to go 今後. Another 準備/条項 would 要求する localities to rezone areas within a half-mile of 通勤(学)者 rail 駅/配置するs unless the area already 会合,会うs 濃度/密度 必要物/必要条件s.

Hochul said too many 制限s on new construction have 与える/捧げるd to sky-high home prices that are shutting out both low-income and middle-class 労働者s.

In Nassau 郡, the part of the island closest to New York City, home prices rose 31% between 2018 and last year, によれば the New York 明言する/公表する 協会 of Realtors. The 普通の/平均(する) home price there is now $679,000. One-bedroom apartments can go for $3,000-a-month.

"I just settled on the fact that I´m going to be living at home with my parents until I move off Long Island because there´s nobody I know who lives outside of their parent´s home on Long Island," said Erin Curley, 25, of M assapequa Park.

Long Island is the home of Levittown, famous as a model for the modern 郊外 of affordable houses separated by tidy yards. It also had an 早期に covenant that 閉めだした homeowners from renting or selling to people who weren´t Caucasians. 支持するs see the 遺産/遺物 of such practices today.

The 大統領,/社長 of Long Island-based ERASE 人種差別主義 said while some localities have taken steps to build affordable 住宅, others 持続する the sort of 排除 zoning and practices behind racial segregation. Laura Harding said they can be "subtle things," like a 地元の predominantly white town (刑事)被告 of giving preferences to 地元の 居住(者)s for 住宅 programs.

"This isn´t just about poor, low-income 黒人/ボイコット people and Latino people, which is what the 勝つ/広く一帯に広がるing stereotype is when you hear `affordability,´" Harding said. "This is about everyone who is literally struggling to afford to stay in the communities that they know, or into a new home."

"It has taken 44 years and many 訴訟s," said Pilar Moya-Mancera, (n)役員/(a)執行力のある director the not-for-利益(をあげる) 住宅 Help, Inc. "That´s what it takes for Long Island to build multifamily, affordable 住宅 in a white 近隣."

GOP 候補者s won all four of the island´s congressional contests last year, in a large part by 絵 民主党員s as soft on 罪,犯罪. Now they can also run on zoning and the 知事´s 提案するd 税金 incr 緩和する to 援助(する) the 主要都市の Transportation 当局, which operates public 輸送 systems in New York City and its 郊外s.

"There are many 民主党員s who think that the 現在の 住宅 提案, along with an MTA payroll 税金, are 可能性のある 絶滅 events for their party in 地元の races," said Lawrence 徴収する, (n)役員/(a)執行力のある dean of the 国家の 中心 for 郊外の 熟考する/考慮するs at Hofstra University.

A 反対する 提案 from the 上院´s Democratic 会議/協議会 含むd a more incentive-激しい 住宅 計画(する) that 除外するs 義務的な 必要物/必要条件s and 無視/無効s of 地元の zoning.

Hochul and 法律を制定する 民主党員s were trying to 解決する their differences in 交渉s over the 予算, which was 予定 April 1. That 最終期限 has been 延長するd into at least next week. The 知事 has 述べるd 住宅 costs as a "核心 問題/発行する" that needs to be 演説(する)/住所d.

"I knew it would not be 平易な," she told reporters Wednesday.
