California 民主党員s 生き返らせるd a 立ち往生させるd 法案 on child trafficking after public 圧力

SACRAMENTO, Calif. (AP) - California 共和国の/共和党のs had a rare chance to celebrate Thursday after 民主党員s in the 明言する/公表する 立法機関 capitulated on one of the GOP's 最高の,を越す 優先s: A 法案 to 増加する 刑罰,罰則s for child traffickers.

If's not often that 共和国の/共和党のs get to 始める,決める the 協議事項 in Sacramento, where they 持つ/拘留する いっそう少なく than a 4半期/4分の1 of seats in the 明言する/公表する 立法機関 and 港/避難所't had a statewide officeholder in more than a dozen years. But the 法案 証明するd to be a winning topic の中で the public and even Democratic Gov. Gavin Newsom, who took the unusual step of 公然と supporting the 提案 this week.

The 法案 by 共和国の/共和党の 明言する/公表する Sen. Shannon Grove would 追加する child trafficking to a 名簿(に載せる)/表(にあげる) of serious 重罪s in California. Anyone 罪人/有罪を宣告するd of at least three serious 重罪s 直面するs a 刑務所,拘置所 宣告,判決 of between 25 years to life in 刑務所,拘置所 under the 明言する/公表する´s three strikes 法律.

The 民主党員s who 支配(する)/統制する the 議会 Public Safety 委員会 decided not to 前進する the 法案 earlier this week. They …に反対するd the 法案 in part because they …に反対する longer 刑務所,拘置所 宣告,判決s, which they do not see as an 効果的な deterrent of 罪,犯罪. They also worried the 法案 could inadvertently punish child trafficking 犠牲者s with 非常に長い 刑務所,拘置所 宣告,判決s.

It looked like the 法案 might not pass this year, until Wednesday when Democratic Gov. Gavin Newsom 介入するd and 議会 (衆議院の)議長 Robert Rivas also 公然と 誓約(する)d to "get it 権利."

Thursday, 国会議員s 許すd the Public Safety 委員会 to 会合,会う again. In a 簡潔な/要約する 会合, four 民主党員s - 含むing 議長,司会を務める Reggie Jones-Sawyer - joined 共和国の/共和党のs to 前進する the 法案 out of the committ ee ahead of a 法律を制定する 最終期限.

The 法案 now must be vetted by the 議会 (資金の)充当/歳出s 委員会, where Jones-Sawyer said he will ask for 改正s to make sure 犠牲者s of child trafficking are not penalized and that the 法律制定 doesn't 不均衡な 影響する/感情 people of color.

"We shouldn't be playing politics. We should be coming together - together - to move this 今後 so that everybody is 安全な," Jones-Sawyer told reporters after the 審理,公聴会. "I'm going to make a かかわり合い to do everything in my 力/強力にする to get it on the 知事's desk so he can 調印する it."

The 問題/発行する exposed a 不和 の中で 民主党員s over the best way to punish and 妨げる 罪,犯罪, with some supporting 増加するd 刑罰,罰則s while others 好意 more 治療 選択s and 代案/選択肢 宣告,判決s.

It also 現在のd a first 実験(する) for Rivas, who just took over as 議会 (衆議院の)議長 at the end of June. Rivas 取って代わるd Anthony Rendon, one of the longest serving (衆議院の)議長s in 明言する/公表する history who was famous for his 手渡すs-off approach, often deferring to 委員会 議長,司会を務めるs to decide the 運命/宿命 of 法案s.

It's not (疑いを)晴らす if Rivas ordered Jones-Sawyer to 持つ/拘留する a second 審理,公聴会 and pass the 法案. But during an 外見 at the Sacramento 圧力(をかける) Club on Wednesday, Rivas would not say whether he would 許す Jones-Sawyer to stay as 議長,司会を務める of the 委員会. Jones-Sawyer is 称する,呼ぶ/期間/用語d out of office at the end of 2024.

Jones-Sawyer told reporters on Thursday he held Thursday's 審理,公聴会 to 前進する the 法案 after 会合 個人として with Grove the day before - a 会合 he said "answered some of my questions."

共和国の/共和党のs 元気づけるd the 法案's 復活, with Grove calling it "a day for Californians to celebrate." But she said she would not change the 法案, 特に sin ce Newsom 示すd his support for it and the 明言する/公表する 上院 already 投票(する)d 全員一致で to pass it.

"There's no 推論する/理由 to take 改正s. It's a very 辛うじて tailored 法案 演説(する)/住所ing human trafficking of a minor child - selling a child for sex." Grove said. "It needs to be passed as is."

Grove's 拒絶 to take 改正s could be trouble for the 法案 in the 議会. 議会 大多数 Leader Isaac Bryan, a 民主党員 from Los Angeles who is a member of the Public Safety 委員会, did not 投票(する) for the 法案 on Thursday. He later 地位,任命するd a message on his Twitter account 説 "the people most 攻撃を受けやすい to 存在 告発(する),告訴(する)/料金d with trafficking are the 犠牲者s of trafficking themselves."

Grove said she had already made changes to the 法案 to 演説(する)/住所 those 関心s.

"We don't want anyone who's a 犠牲者 of a violent 罪,犯罪 like human trafficking to be 告発(する),告訴(する)/料金d or put in 刑務所,拘置所 for that," she said. "That is not my 意図. that is not what the 法案 says."
