The order from U.S. 地区 裁判官 Jon Tigar of the Northern 地区 of California takes away a 重要な 施行 道具 始める，決める in place by the Biden 行政 as coronavirus-based 制限s on 亡命 満了する／死ぬd in May. The new 支配する 課すs 厳しい 制限s on migrants 捜し出すing 亡命 but 含むs room for exceptions and does not 適用する to children traveling alone.

The ACLU and other groups had argued the 支配する 侵害する／違反するs a U.S. 法律 that 保護するs the 権利 to 亡命 関わりなく how a person enters the country. The groups said it 軍隊s migrants to 捜し出す 保護 in countries that don´t have the same 強健な 亡命 system and human 権利s 保護s as the 部隊d 明言する／公表するs. They also argued that the CBP One app the 政府 wants migrants to use doesn't have enough 任命s and isn´t 利用できる in enough languages.
The 行政 had argued that 保護 systems in other countries that migrants travel through have 改善するd. But Tigar said it's not feasible for some migrants to 捜し出す 保護 in a 輸送 country and 公式文書，認めるd the 暴力／激しさ that many 直面する in Mexico in particular.
"While they wait for an adjudication, applicants for 亡命 must remain in Mexico, where migrants are 一般に at 高くする，増すd 危険 of 暴力／激しさ by both 明言する／公表する and 非，不，無-明言する／公表する actors," the 裁判官, an 任命された人 of 大統領 Barack Obama, wrote.
He also wrote that the 支配する is 違法な because it 推定するs that people are ineligible for 亡命 if they enter the country between 合法的な 国境 crossings. But, Tigar wrote, 議会 expressly said that should not 影響する／感情 whether someone is 適格の for 亡命.
The 裁判官 also 拒絶するd the 行政's arguments that it had 供給するd other avenues for people to come to the U.S. and that should be taken i nto account.
