政府s and individuals 審議: Are 委任統治(領)s needed to reach 気候 change 的s?

MIDDLETOWN, N.J. (AP) - 政府s, organizations and 商売/仕事s have 始める,決める ambitious goals to 戦闘 気候 change. But it is far from (疑いを)晴らす that those goals can be met without 軍隊ing people to do -- or not do -- 確かな things.

And that is 原因(となる)ing some びっくり仰天, even の中で some people who 認める the need to slow the warming of the 惑星.

This week, New Jersey has gone into more 詳細(に述べる) about its 気候 change goals, 含むing its 提案するd 禁止(する) on the sale of new ガソリン-力/強力にするd 乗り物s by 2035, and a 押し進める to "decarbonize" public and 私的な buildings by switching from natural gas to electric heating and 器具s.

It's part of an 成果/努力 by the 民主党員-controlled 明言する/公表する to 減ずる its 放出/発行s of 惑星-warming 温室 gases by 80% by 2050.

Shawn LaTourette, New Jersey's 環境の 保護 commissioner, hesitates to use the word "委任統治(領)" in 述べるing the 明言する/公表する's 計画(する)s.

"There are 利益/興味s out there that tune into the narrative of 激しい-手渡すd 政府 軍隊ing people to do things," he said. "That is not what is happening."

On Thursday, his 機関 held an online public 審理,公聴会 about its 計画(する) - 要求するd by 明言する/公表する 法律 - to 可決する・採択する California's Clean Cars 政策 要求するing car 売買業者s to 段階 out the sale of 内部の 燃焼 乗り物s and end them by 2035.

And while nothing would stop someone from buying a new ガソリン-力/強力にするd car in another 明言する/公表する and bringing it to New Jersey, or continuing to own and 運動 a gas-力/強力にするd car they already own or 購入(する) a used one, the move drew 解雇する/砲火/射撃.

John Burzichelli, the New Jersey 議会's former 副 (衆議院の)議長, …に反対するs the move as a 委任統治(領).

"I can tell you that the トン of New Jersey 居住(者)s when they hear the word `委任統治(領),´ whether it be for the 可能性のある of gas stoves in their homes or how an automobile will be propelled, `委任統治(領)´ is a word that 関心s them," said Burzichelli, a 民主党員 現在/一般に running for the 明言する/公表する 上院.

His family has two cars - one elec tric and one gas-力/強力にするd.

"That's a choice I made," he said. "I think the marketplace will dictate what people buy."

Ray Cantor, with the New Jersey 商売/仕事 and 産業 協会, also decried "委任統治(領)s" regarding gas-力/強力にするd 乗り物s, 説 the cost of a car woul be 押し進めるd beyond beyond the menas of many in the middle class, not just low-income people.

"We should not be telling people, as California is, that your only 解答 if you are a low or 穏健な-income person, is to ride-株, or buy a bike or hope there will be an (electric) bus in your 近隣," he said.

Many of the world's countries 調印するd the Paris 気候 (許可,名誉などを)与えるs, obligating them to 減ずる 温室 gas 放出/発行s to 確かな levels.

Yet 活動/戦闘s taken thus far are not nearly enough to 会合,会う the goal of 持つ/拘留するing the 増加する in 全世界の 普通の/平均(する) 気温s to below 2°C above pre-産業の levels. 中国 and India, two of the biggest 温室 gas emitters after the U.S., have 誓約(する)d to 減ずる 放出/発行s, but still rely ひどく on coal-解雇する/砲火/射撃d 力/強力にする 生成するing 工場/植物s.

On Wednesday, British 総理大臣 Rishi Sunak 発表するd a five-year 延期する in banning new gas and ディーゼル cars that was 予定 to begin in 2030, 特記する/引用するing the "容認できない costs" of those 気候 goals on ordinary people.

In the U.S., 明言する/公表するs 含むing Vermont, Rhode Island, Massachusetts, Connecticut, and Maine have 可決する・採択するd 気候 法律s, and 法律制定 is 未解決の in Michigan.

Anjuli Ramos, New Jersey director of the Sierra Club, agreed that 会合 気候 goals 要求するs 緊急の 活動/戦闘. But she said New Jersey's steps are "not really a 委任統治(領)."

"This is us 移行ing to where the market is already going," she said. "It's not like the car police are going to go up and 負かす/撃墜する the s treet taking away every ガソリン-力/強力にするd 乗り物."

New Jersey banned 選び出す/独身-use plastic 捕らえる、獲得するs at grocery and other 蓄える/店s in 2022, a step 人気がない with many 消費者s but one 環境保護主義者s say 徹底的に 減ずるd 汚染. Some 環境の 委任統治(領)s like banning 確かな 空気/公表する 条件 (原子炉などの)冷却剤s and lead in ガソリン were once 議論の的になる but now are 受託するd.

New Jersey is also moving to "decarbonize" buildings by incentivizing a switch from gas-解雇する/砲火/射撃d furnaces and stoves to electric 器具s and heat pumps.

A 文書 解放(する)d Tuesday said that by 2050, at least 90% of the 明言する/公表する's 居住の and 商業の buildings must be electrified to 会合,会う New Jersey's clean energy and 気候 goals. Thus far it hasn't banned gas 器具s in new construction like San Francisco and New York City have already done.

LaTourette, New Jersey's 環境の commissioner, 特記する/引用するd the 1970s when the Clean Water 行為/法令/行動する was 認可するd by the 連邦の 政府 to stop many of the worst 汚染 practices.

"The rivers were literally on 解雇する/砲火/射撃 and the 空気/公表する was orange at times," he said. "We 行為/法令/行動するd collectively as a 政府 and said, `We´re not going to 許容する this.' Those statues did their 職業; the water is cleaner. We need to do the same thing for our 気候."
