Six young 行動主義者s 充てる years to 気候 fight with 32 政府s. Now comes their day in 法廷,裁判所

COSTA DA CAPARICA, Portugal (AP) - Sofia Oliveira was 12 years old when 壊滅的な wildfires in central Portugal killed more than 100 people in 2017. She "felt it was now or never to raise our 発言する/表明するs" as her country appeared to be in the 支配する of deadly human-原因(となる)d 気候 change.

Now a university student, Sofia and five other Portuguese young adults and children between 11 and 24 years of age are 予定 on Wednesday at the European 法廷,裁判所 of Human 権利s, where they are 告発する/非難するing 32 European 政府s of 侵害する/違反するing their human 権利s for what they say is a 失敗 to adequately 演説(する)/住所 気候 change. It´s the first 気候 change 事例/患者 とじ込み/提出するd with the 法廷,裁判所 and could 強要する 活動/戦闘 to 意味ありげに 削除する 放出/発行s and build cleaner 組織/基盤/下部構造.

Victory for them in Strasbourg would be a powerful instance of young people taking a 合法的な 大勝する to 軍隊 their 政府s to 可決する・採択する a 過激な recalibration of their 気候 対策.

The 法廷,裁判所´s 判決,裁定s are 合法的に binding on member countries, and 失敗 to 従う makes 当局 liable for hefty 罰金s decided by the 法廷,裁判所.

The 法廷,裁判所s are ますます seen by 行動主義者s as a way of sidestepping politics and 持つ/拘留するing 政府s to account. Last month, in a 事例/患者 brought by young 環境の 行動主義者s, a 裁判官 in the U.S. 明言する/公表する of Montana 支配するd that 明言する/公表する 機関s were 侵害する/違反するing their 憲法の 権利 to a clean and healthful 環境 by 許すing 化石 燃料 開発.

When the Portuguese group decided in 2017 they would 追求する 合法的な 活動/戦闘, Sofia wore を締めるs on her teeth, stood taller than her younger brother Andr? and was starting seventh grade at school. The を締めるs are long gone and Andr?, who is now 15, is taller than her by a few センチメートルs (an インチ or so).

The past six years, Andr? 公式文書,認めるd in an interview with The Associated 圧力(をかける), 代表する almost half of his life.

What has kept them going through the piles of 合法的な 文書s gathered by the nonprofit group supporting them and through lockdowns during the COVID-19 pandemic is what they call the 圧力(をかける)ing 証拠 all around them that the 気候 危機 is getting worse.

The Praia do Norte beach at Costa da Caparica 近づく where Sofia and Andr? live, just south of the Portuguese 資本/首都 Lisbon, was about 1 キロメーター (3,000 feet) long when his father was his age, Andr? says. Scientists say the 気候 of the Sahara is jumping across the Mediterranean Sea to southern European countries like Portugal, where 普通の/平均(する) 気温s are climbing and 降雨 is 拒絶する/低下するing. Portugal´s hottest year on 記録,記録的な/記録する was 1997, followed by 2017. The four driest years on 記録,記録的な/記録する in the country of 10.3 million people have all occurred since 2003.

It´s a 類似の story across Europe, and the 合法的な arguments of the six Portuguese are 支援するd by science. The Earth sweltered through its hottest Northern 半球 summer ever 手段d, with a 記録,記録的な/記録する warm August capping a season of 残虐な and deadly 気温s, によれば the World 気象の Organization.

The world is far off its 誓約(する) to 抑制(する) 全世界の warming, scientists say, by cutting 放出/発行s in line with the 必要物/必要条件s of the 2015 Paris 気候 (許可,名誉などを)与える. 見積(る)s say 全世界の 普通の/平均(する) 気温s could rise by 2 to 4 degrees Celsius (2.6 to 7.2 Fahrenheit) since pre-産業の times by 2100 at 現在の trajectories of warming and 放出/発行s 削減s 計画(する)s.

They are 存在 補助装置d by the 全世界の 合法的な 活動/戦闘 網状組織, an international nonprofit organization that challenges human 権利s 違反s. A crowdfunding (選挙などの)運動をする has drawn support from around the world, with messages of support coming from as far away as Japan, India and Brazil.

Gerry Liston, a GLAN 合法的な officer, says the 32 政府s have "trivialized" the 事例/患者. "The 政府s have resisted every 面 of our 事例/患者 ... all our arguments," he said.

Andr? 述べるs the 政府s as "condescending." Sofia 追加するs: "They don´t see 気候 as a 優先."

Portugal´s 政府, for example, agrees the 明言する/公表する of the 環境 and human 権利s are connected but 主張するs the 政府´s "活動/戦闘s 捜し出す to 会合,会う its international 義務s in this area" and cannot be faulted.

At the same time, some 政府s in Europe are backsliding on かかわり合いs already made.

Poland las t month とじ込み/提出するd 合法的な challenges 目的(とする)d at annulling three of the European Union´s main 気候 change 政策s. Last week, the British 政府 発表するd it is 延期するing by five years a 禁止(する) on new gas and ディーゼル cars that had been 予定 to 施行される in 2030. The Swedish 政府´s 明言する/公表する 予算 提案 last week, 一方/合間, 削減(する) 税金s on gas and ディーゼル and 減ずるd 基金ing for 気候 and 環境の 対策.

まっただ中に those 開発s, the 法廷,裁判所s are seen by 行動主義者s as a 頼みの綱.

The London School of 経済的なs says that globally, the cumulative number of 気候 change-関係のある 事例/患者s has more than 二塁打d since 2015 to more than 2,000. Around one-fourth were 開始する,打ち上げるd between 2020 and 2022, it says.

The Portuguese 行動主義者s, who are not 捜し出すing any 財政上の 補償(金), will likely have to wait some more. The 判決 in their 事例/患者 could (問題を)取り上げる to 18 months, though they see the 法廷,裁判所´s 決定/判定勝ち(する) in 2020 to 急速な/放蕩な-跡をつける the 訴訟/進行s as an encouraging 調印する.

A precedent is also giving the 行動主義者s heart. The Urgenda 創立/基礎, a Dutch organization that 促進するs sustainability and 革新, brought against the Dutch 政府 the first 事例/患者 in the world in which 国民s argued that their 政府 has a 合法的な 義務 to 妨げる dangerous 気候 change.

In 2019, the Dutch 最高裁判所 設立する in Urgenda´s 好意, 判決,裁定 that the 放出/発行s 削減 的 始める,決める by the 政府 was unlawfully low. It ordered 当局 to その上の 減ずる 放出/発行s.
