Why Spain's 保守的な leader is a long 発射 to become 首相 にもかかわらず winning 選挙

BARCELONA, Spain (AP) - The leader of Spain´s 保守的なs, Alberto N??ez Feij?o, will have his 適切な時期 to form a new 政府 this week in what has been preordained as a lost 原因（となる） given his 欠如（する） of support in 議会.

Feij?o's Popular Party won the most 投票（する）s in 十分な説得力のない July 23 国家の 選挙s that left all parties 井戸／弁護士席 shy of an 絶対の 大多数 and with a difficult path to reaching 力／強力にする.

If Feij?o flops in his 試みる／企てる as 推定する／予想するd, then 事実上の／代理 総理大臣 Pedro S?nchez would get his 発射 to stay in the Moncloa Palace if he can 一連の会議、交渉／完成する up the support of a motley 乗組員 of 左派の（人）, regionalist and even 分離主義者 parties.

Here is what you need to know about Feij?o's investiture 企て，努力，提案 that begins with his 議会の speech on Tuesday.

The 大統領，／社長 of the Popular Party, Spain´s 伝統的な 中心-権利 軍隊, will have two chances to become the next 首相 of the European Union´s fourth-largest economy. But barring a surprise, he will 落ちる short in the 投票（する） by fellow 国会議員s on both days.

On Wednesday, に引き続いて 24 hours of 議会の 審議, Feij?o would need to 勝利，勝つ an 完全な 大多数 of 176 投票（する）s of the 350-seat lower 議会 based in Madrid.

If he 行方不明になるs that 示す, on Friday the 妨げる／法廷，弁護士業 would be lowered and the 候補者 would only need more "Yes " than "No" 投票（する）s. That シナリオ would open the 可能性 of 投票（する）s to 棄権する 攻撃するing the balance in his 好意.

The Popular Party's 137 seats are the most held by any party. But even with the 33 投票（する）s of the far-権利 Vox party, and two more from small, 保守党s from Navarra and the Canary Islands, it is still four 投票（する）s short.

Feij?o´s chances appear to hinge on 棄権s to the 投票（する）, which would come as a surprise.

The two Catalan 分離主義者 parties that could play a factor have both 支配するd out 棄権するing, given what they consider the Popular Party´s belligerent 態度 to their 分離主義者 movement.

That leaves the 保守的な Basque PNV party, which has said that any 取引，協定 that could associate them with Vox, which wants a centralized 明言する／公表する and won't 非難する 20th-century 独裁者 Francisco フランス系カナダ人, is a 非，不，無-starter.

"There is an elephant, which is not even in the room; it is in the hall and it is 封鎖するing the way for the PNV to enter into any 関係 (with Feij?o), and that elephant is Vox," PNV 大統領，／社長 Andoni Ortuzar told Spanish 国家の 無線で通信する.

The difficulties Feij?o 直面するs were made evident in August when the 社会主義者s, にもかかわらず 存在 the second-largest 軍隊 in the 議会, were able to 勝利，勝つ more 投票（する）s than his Popular Party to elect a 社会主義者 to the （衆議院の）議長´s seat.

A loss for Feij?o would automatically start a two-month period during which other 候補者s can step 今後 to 捜し出す 議会's 裏書，是認 to form a new 政府. If no 候補者 can pass the 実験（する）, then the 議会 would be 解散させるd on Nov. 27 and 選挙s called on Jan. 14.

S?nchez and his 同盟（する）s have already taken it for 認めるd that Feij?o will lose and are working on 集会 the support 要求するd to repeat their left-wing 連合 of 社会主義者s and the left-wing Sumar party.

The price, however, will be 高くつく／犠牲の大きい. S?nchez would also depend on the 支援 of the Catalan 分離主義者 party Junts, whose leader, Carles Puigdemont, is a 逃亡者／はかないもの from Spanish 法律 residing in Brussels, where he 持つ／拘留するs a European 議会 seat.

Puigdemont fled Spain in 2017 after 主要な a failed independence 押し進める for Catalonia. Even though support for 分離主義者 parties 病弱なd in the July 選挙s while it grew for unionist parties led by the 社会主義者s in Catalonia, Puigdemont now has the 力／強力にする to be 政界の実力者 thanks to Junts' seven seats in the 国家の 議会.

His 需要・要求する is nothing いっそう少なく than an 恩赦，大赦 for an 明示していない number, which could reach a few thousand people, of Catalans who 直面する 合法的な trouble for their 役割s in the 分離主義者 企て，努力，提案 six years ago.

An 恩赦，大赦 would be 人気がない for many Spaniards, 特に since Puigdemont and many of his 信奉者s are unrepentant for almost breaking up the country.

While no 社会主義者 has spoken 公然と about an 恩赦，大赦, S?nchez has 容赦d high-profile leaders of the movement in the past and appears willing to consider an even bigger 行為／法令／行動する of grace to - as he says - "標準的にする／正常にする" politics in northeast Catalonia.

With talk of a possible 恩赦，大赦 影を投げかけるing his own investiture 審議, Feij?o is trying to use the 論争 the possible 恩赦，大赦 is 生成するing to 上げる his scant chances.

On Sunday, 40,000 people によれば the central 政府 and up to 60 ,000 によれば the Popular Party joined a 抗議する and 決起大会／結集させる in Madrid against a possible 恩赦，大赦.

The show of 軍隊 followed repeated calls from party 代表者／国会議員s for disaffected 社会主義者s to support Feij?o's investiture to 妨げる S?nchez from striking a を取り引きする the 分離主義者s.

The 社会主義者s' 作戦行動ing to keep S?nchez in 力／強力にする, "only has one 指名する," Feij?o told the （人が）群がる: "欠如（する） of dignity."

The 62-year-old 保守的な leader, who spent his entire political career as a 静かな 地域の 政治家，政治屋 in Spain's 田舎の northwest corner of Galicia, could 直面する critics from inside his own party if he fails to become 首相.

Considered a 穏健な, he is already 直面するing 圧力 from the 支援者s of the more hard-line Isabel D?az Ayuso, the popular leader of the Madrid 地域 who 衝突／不一致d with S?nchez 繰り返して during the COVID-19 pandemic over health 制限s 課すd by the central 政府.
