Kenyan 対立 国会議員s say the Haiti peacekeeping 使節団 must be 認可するd by 議会
NAIROBI, Kenya (AP) - Kenyan 国会議員s said Wednesday that 議会の 是認 is 要求するd before the （軍隊などの）展開，配備 of police to the Kenya-led peacekeeping 使節団 in Haiti to 戦闘 ギャング（団） 暴力／激しさ that was 認可するd by the U.N. 安全 会議 this week.
対立 国会議員 Anthony Oluoch told a 開会／開廷／会期 of 議会's lower house that the 条件s for foreign （軍隊などの）展開，配備 hadn't been met under the 国家の Police 行為／法令／行動する.
He also said that the country's 安全 needs "せねばならない take first 優先 before any foreign かかわり合いs," alluding to the 内部の attacks by the East Africa-based al-Shabab 極端論者 group, which has links to al-Qaida.
Another 国会議員, Junet Mohamed, said the 事柄 should be （米）棚上げする／（英）提議するd in 議会 for 是認 "before any police officer leaves the country" for what he called a "dangerous 使節団," 特記する／引用するing Kenyan police officers' inexperience in 戦闘ing 地元の 罪，犯罪.
The Kenya-led peacekeeping 使節団 to Haiti was 認可するd in a U.N. 安全 会議 決意／決議 on Monday, and Kenyan 大統領 William Ruto 誓約（する）d "not to fail the people of Haiti."
U.S. 大統領 Joe Biden on Wednesday thanked Ruto for "answering Haiti´s call to serve as the lead nation of the 多国籍の 安全 Support (MSS) 使節団," によれば a readout from their call.

The Kenyan 憲法 明言する／公表するs that 議会の 是認 must be sought before the （軍隊などの）展開，配備 of a 国家の 軍隊 and previous peacekeeping 使節団s by the 軍の have been 支配する to this 是認. But it's 不明瞭な if this （軍隊などの）展開，配備 of police officers can be defined as a 国家の 軍隊 .
The 議長／司会者 of the 国家の 議会 弁護 委員会, 国会議員 Nelson Koech, told The Associated 圧力（をかける） in a phone interview that the 事柄 would likely be （米）棚上げする／（英）提議するd to a 共同の 委員会 that 含むs the 国家の 安全 委員会 before going to 議会 for 是認.
He said that Kenyan police are competent and can 扱う the 使節団 as "the 状況／情勢 in Haiti is not war, but ギャング（団） 暴力／激しさ."
Koech said the country´s 内部の 安全 needs shouldn't stop it from 与える／捧げるing to 全世界の peacekeeping 使節団s and it was "morally 権利" to help 回復する peace in Haiti.
The 大多数 leader, Kimani Ichung´wah, said the country せねばならない "行為／法令／行動する as part of the community of nations" because Haiti is in need now and it may be Kenya in the 未来.
The Kenya-led 使節団 would be the first time in almost 20 years that a 軍隊 would be （軍隊を）展開する，配備するd to Haiti. A 2004 U.N. 使節団 ended in 2017.
The 近づいている 使節団 would be led by Kenya, with Jamaica, the Bahamas and Antigua and Barbuda also 誓約（する）ing 職員／兵員. The 非，不，無-U.N. 使節団 would be reviewed after nine months and be 基金d by voluntary 出資／貢献s, with the U.S. 誓約（する）ing up to $200 million.
Kenyan 外務大臣 Alfred Mutua on Monday said the （軍隊などの）展開，配備 would happen "within a short time."
Earlier, Mutua had said Kenya was waiting for the 投票（する） at the 安全 会議 but that 兵たん業務 planning was 進行中で and that 重要な Kenyan officers were taking French lessons to 橋（渡しをする） the language 障壁 between Kenyans and Haitians.
