UN General 議会 calls for '人道的な 一時休戦' in Gaza 主要な to 停止（させる） in イスラエル-Hamas fighting
UNITED NATIONS (AP) - The U.N. General 議会 認可するd a nonbinding 決意／決議 Friday calling for a "人道的な 一時休戦" in Gaza 主要な to a 停止 of 敵意s between イスラエル and Gaza´s Hamas 支配者s, the first 国際連合 返答 to the war.
The 193-member world 団体／死体 可決する・採択するd the 決意／決議 by a 投票（する） of 120-14 with 45 棄権s after 拒絶するing a Canadian 改正 支援するd by the 部隊d 明言する／公表するs. It would have unequivocally 非難するd the Oct. 7 "テロリスト attacks" by Hamas and 需要・要求するd the 即座の 解放（する） of 人質s taken by Hamas, which is not について言及するd in the Arab-草案d 決意／決議.
Riyad Mansour, the Palestinian U.N. 外交官／大使, called the General 議会 "more 勇敢な, more 原則d" than the divided U.N. 安全 会議, which failed in four 試みる／企てるs during the past two weeks to reach 協定 on a 決意／決議. Two were 拒否権d and two failed to get the 最小限 nine "yes" 投票（する）s 要求するd for 是認.
イスラエル´s U.N. 外交官／大使 Gilad Erdan called it "a day that will go 負かす／撃墜する in infamy," 説 after the 投票（する）: "イスラエル will not stop the 操作／手術 until Hamas terror 能力s are destroyed and our 人質s are returned. ... And the only way to destroy Hamas is root them out of their tunnels and subterranean city of terror."
失望させるd Arab nations went to the General 議会, where there are no 拒否権s - just as ウクライナ共和国 did after Russia's February 2022 侵略 because of Moscow's 安全 会議 拒否権 力／強力にする - to 圧力（をかける） for a U.N. 返答. And the 部隊d Arab 首長国s 外交官／大使 Lana Nusseibeh, the Arab 代表者／国会議員 on the 安全 会議, 表明するd delight at the result.
"120 投票（する）s in this 肉親，親類d of geopolitical 環境 is a very, very high signal of the support for international 法律, for proportionate use of 軍隊, and it is a 拒絶 of the status quo that is 現在／一般に happening on the ground," she said.

The 14 countries that 投票（する）d against the 決意／決議 含む イスラエル and its closest 同盟（する）, the 部隊d 明言する／公表するs, five 太平洋の island nations and four European countries - Austria, Croatia, Czechia and Hungary, all European Union members. Eight EU members 投票（する）d in 好意.
フラン's U.N. 外交官／大使 Nicolas De Riviere said his country supported the 決意／決議 "because nothing could 正当化する the 苦しむing of 非軍事のs," and he 勧めるd 集団の／共同の e fforts to 設立する a 人道的な 一時休戦.
Mansour said the European 投票（する）s 示す they can be "very helpful" in 追求するing a 安全 会議 決意／決議 "or in maximizing 圧力 in イスラエル to stop this war."
While the surprise Hamas attacks killed some 1,400 Israelis, more than 7,000 Palestinians have been killed in イスラエル´s 報復の airstrikes, によれば the Gaza Health 省. The 増大するing death （死傷者）数 and 破壊 in Gaza 高くする，増すd international support for "人道的な 一時休戦s" to get 猛烈に needed food, water, 薬／医学 and 燃料 to the 2.3 million people in Gaza.
Unlike 安全 会議 決意／決議s, General 議会 決意／決議s are not 合法的に binding but the UAE´s Nusseibeh told reporters "they carry incredible 負わせる and moral 当局."
She said the 10 elected 安全 会議 members, who serve two-year 条件, will take the "moral 当局" from the General 議会 and try to break the gridlock on a 会議 決意／決議.
-The 投票（する）s （機の）カム part way through a 名簿（に載せる）／表（にあげる） of 113 （衆議院の）議長s at an 緊急 special 開会／開廷／会期 of the General 議会 on Israeli 活動／戦闘s in 占領するd Palestinian 領土s.
Jordan´s U.N. 外交官／大使 Mahmoud Hmoud, speaking on に代わって of the U.N.´s 22-nation Arab group, called for 活動／戦闘 on the 決意／決議 because of the 緊急 of the 増大するing 状況／情勢 on the ground.
Before the 投票（する）, Hmoud 勧めるd 敗北・負かす of the Canadian 改正, 説 "イスラエル is 責任がある the 残虐（行為）s that are 存在 committed now, and that will be committed in the ground 侵略 of Gaza."
Canada´s U.N. 外交官／大使 Robert Rae 反対するd that the 決意／決議 appears to forget that the events of Oct. 7 happened. The 改正 would 非難する Hamas, "which is 責任がある one of the worst テロリスト attacks in history," he said.
Pakistan´s U.N. 外交官／大使 Munir Akram drew loud 賞賛 when he said the Arab-草案d 決意／決議 deliberately didn´t 非難する or について言及する イスラエル or 指名する any other party. "If Canada was really equitable," Akram said, "it would agree either to 指名する everybody - both 味方するs who are 有罪の of having committed 罪，犯罪s - or it would not 指名する either as we chose."
The 投票（する） on the Canadian 改正 was 88-55 with 23 棄権s, but it failed to get a two-thirds 大多数 of those 投票（する）ing for or against - 棄権s didn't count. In the 投票（する） on the entire 決意／決議 that followed, Canada 棄権するd.
The 議会´s 緊急 special 開会／開廷／会期, which began Wednesday, continued Friday morning with U.S. 外交官／大使 Linda Thomas-Greenfield echoing イスラエル´s Erdan in calling the 決意／決議 "outrageous" for never について言及するing Hamas and 説 it is "detrimental" to the 見通し of a two-明言する／公表する 解答.
She called it "a perilous moment for Israelis and Palestinians," 強調する／ストレスing that there is no justification for Hamas "terror," that Palestinians are 存在 used as human 保護物，者s and that "the lives of innocent Palestinians must be 保護するd."
Oman, speaking on に代わって of the 湾 協調 会議, 非難するd イスラエル´s "包囲" of Gaza, 餓死 of its 全住民 and 集団の／共同の 罰 of Palestinians. But it said the Palestinians won´t be deterred from 需要・要求するing their "合法的 inalienable 権利s, 長，指導者 の中で them the 権利 to self- 決意 and the 権利 to 設立する an 独立した・無所属 Palestinian 明言する／公表する with East Jerusalem as its 資本／首都."
In 新規加入 to calling for "an 即座の, 持続する and 支えるd 人道的な 一時休戦 主要な to a 停止 of 敵意s," the 決意／決議 可決する・採択するd Friday 需要・要求するs that all parties すぐに 従う with their 義務s under international 人道的な and human 権利s 法律 要求するing 保護 of c ivilians and the schools, hospitals and other 組織／基盤／下部構造 批判的な for their 生き残り.
The 決意／決議 需要・要求するs that 必須の 供給（する）s be 許すd into the Gaza （土地などの）細長い一片 and 人道的な 労働者s have 支えるd 接近. And it calls on イスラエル to 無効にする its order for Gazans to 避難させる the north and move to the south and "堅固に 拒絶するs any 試みる／企てるs at the 軍隊d 移転 of the Palestinian 非軍事の 全住民."
The 決意／決議 also 強調する／ストレスs the need "to 緊急に 設立する a 機械装置 to 確実にする the 保護 of the Palestinian 非軍事の 全住民."
And it "強調するs the importance of 妨げるing その上の destabilization and escalation of 暴力／激しさ in the 地域" and calls on all parties to 演習 "最大限 抑制" and on all those with 影響（力） to 圧力（をかける） them "to work toward this 客観的な."
