5 推論する/理由s why COP 28, the UN 気候 会談, are 価値(がある) your attention

DUBAI, 部隊d Arab 首長国s (AP) - Ask most people what the 年次の U.N. 気候 会談 are and the likely answer will be: "Huh?" Ask those who do know and the answer may be: "Why should I care?"

The 交渉s, called 会議/協議会 of Parties, are nearly two weeks long and in their 28th iteration in Dubai. 委任する/代表s use wonky 条件 like "NDCs" "1.5 degrees" and "loss and 損失," not 正確に/まさに conversation starters at parties. Any final 決定/判定勝ち(する) is 非,不,無-binding, meaning countries can agree to something and then not follow through. And when tens of thousands of people travel to the event, a lot of 温室 gas 放出/発行s are produced, which is contrary to the entire point of the 会議/協議会.

So why bother?

Even many 気候 選挙立会人s いつかs ask that question, and there is a growing 審議 about whether the 現在の 過程 needs major 改革(する)s. But 見解(をとる)d with a long レンズ - and with the proviso that 進歩 is often more of a slow trickle than a 劇の event and 衝撃 - there are many 推論する/理由s that the 会談 can 証明する worthwhile.

The 押し進める for 同意/服従 (in a public 会議) is a 重要な part of COP - in the form of the 開発 of "国家的に 決定するd 出資/貢献s," referred to as NDCs.

These are 計画(する)s by individual countries to 減ずる their use of oil, gas and coal, which produce 温室 gas 放出/発行s that 原因(となる) 気候 change, and lay out how they 計画(する) to adapt to 衝撃s of extreme 天候 events.

The 計画(する)s are 要求するd by all nations that 調印するd on to the 2015 Paris 協定, arguably the most 重要な 会議/協議会 of Parties to date. The 計画(する)s are public, setting 幅の広い 的s that 産業s and individuals in 各々の countries can see while also 供給するing a chance for other countries, and news organizations, to scrutinize them. Countries are encouraged and 推定する/予想するd to update and "raise ambition" in their 計画(する)s, creating a level of peer 圧力 for nations to keep 約束s.

That's something that individual (独立の)存在s いつかs have trouble doing.

The Paris 協定 設立するd a defining goal that has guided 気候 discussions ever since: 削減(する) 放出/発行s from the 燃やすing of 化石 燃料s to make sure 普通の/平均(する) 全世界の 気温s don´t go beyond 2 degrees Celsius (3.6 degrees Fahrenheit) since preindustrial times, and ideally not over 1.5 degrees Celsius (2.7 degrees Fahrenheit). 現在/一般に, 気温s have 増加するd about 1.2 degrees Celsius (2.2 degrees Fahrenheit).

As extreme 天候 events driven by 気候 change have 増加するd a nd 強めるd, 気候 scientists have 押し進めるd to 限界 warming to 1.5. These days, just about every discussion about 気候 change has 1.5 in mind.

For example, that 1.5 guide is at the heart of the Biden 行政´s 気候 goals, which 含む the インフレーション 削減 行為/法令/行動する in the 部隊d 明言する/公表するs, the largest 気候 法律制定 in U.S. history that is pumping billions of dollars into green energy 移行.

It´s also used as the レンズ by which many 決定/判定勝ち(する)s are seen. When oil companies 発表する 計画(する)s to 開始する,打ち上げる new 演習ing 事業/計画(する)s that will lock in oil and gas 生産/産物 for 10年間s, 政策 製造者s can and do 非難する the 計画(する)s as not keeping within the 1.5 goal. That doesn´t やむを得ず stop oil companies, or anybody, from making 決定/判定勝ち(する)s that go against the goal. Still, it 供給するs a でっちあげる,人を罪に陥れる of 言及/関連, which is powerful.

Deciding how to talk about something can be an important part of getting things done.

Last year´s 気候 会談, COP27 in Egypt, produced a 目印 協定 for rich countries to 与える/捧げる to a 基金 to help developing nations adapt to 気候 change. For 10年間s, 環境の 行動主義者s had argued that a "loss and 損失" 基金 was necessary because rich nations, which 産(工)業化するd with 化石 燃料s, were 大部分は 責任がある 気候 change while 発展途上国s were 存在 攻撃する,衝突する the hardest, as they didn´t have the 資源s to withstand floods, 熱波s, 長引かせるd 干ばつ and other manifestations of a warming world.

早期に discussions of loss and 損失 at COPs were always on the fringes, not even on the 公式の/役人 協議事項. That changed last year, as the topic, and thus the 決定/判定勝ち(する), ended up 存在 the 装飾/要点 of the 首脳会議.

In a larger sense, today many discussions of 気候, from 減ずるing 放出/発行s to 支払う/賃金ing for a 移行 to green energies like 勝利,勝つd and solar, are でっちあげる,人を罪に陥れるd around the idea that rich countries are 歴史的に 責任がある the 現在の 状況/情勢 and thus have a moral imperative to 支払う/賃金 more to 直面する it.

The glacial pace of discussions, with no binding 決定/判定勝ち(する)s or ways to 施行する 協定s, may seem like a 決まり文句/製法 for 失敗 in a world accustomed to 明白な, いつかs splashy 決意/決議s.

However, seen over the course of nearly 30 years of 首脳会議s, the 結果s could be called 慎重に 楽観的な successes. For example, 10 years ago the level of 温室 gas 放出/発行s had the world on 跡をつける to warm 4 degrees Celsius (7.2 degrees Fahrenheit) by 2100, which scientists say would create 破滅的な extremes.

Today, models have the world warming by 2 to 2.5 degrees Celsius. That is still 意味ありげに beyond the 1.5 的 and 提起する/ポーズをとるs 脅しs to humans; tenths of a degree 事柄 a lot when it comes to extremes.

But 全体にわたる, humanity is on a much better path. While many factors have gone into lowering the curve on 放出/発行s-科学技術の 前進するs, 環境の 法律s in many countries, a move toward electric 乗り物s, の中で others-U.N. 気候 交渉s have undoubtedly been a central factor.

最終的に, COP is the only game in town.

Even if 非,不,無 of the above is 納得させるing, the reality is there is 現在/一般に no other way for the world to collectively 演説(する)/住所 気候 change. Consider how difficult it can be for two people to agree on anything. How about 200 countries?

The 会議/協議会 of Parties 過程 gives every nation in the world, whether rich or poor, large or small, a seat at the (米)棚上げする/(英)提議する to discuss how 気候 change is 衝撃ing them and how they believe the world should 直面する it. They also give a 会議 to people of all walks of life to 交流 ideas, from young 環境保護主義者s and Indigenous 行動主義者s to bank ers and leaders of many 産業s.

The wonky speeches, lots of discussion and 不一致s will continue, all with the hope of combatting 気候 change. That is 価値(がある) a conversation starter at parties.
