JEFFERSON CITY, Mo. (AP) - At his 郊外の St. Louis home, Brett Koenig can pull out his smartphone and open a sports betting app. But he can't place a bet. He is 封鎖するd by a pop-up message 公式文書，認めるing he is not in a 合法的な 場所.
Missouri is one of a dozen 明言する／公表するs where sports wagering remains 違法な more than five years after the U.S. 最高裁判所 （疑いを）晴らすd the way for 明言する／公表するs to 可決する・採択する it.

The 明言する／公表するs where sports betting remains 違法な are Alabama, Alaska, California, Georgia, Hawaii, Idaho, Minnesota, Missouri, Oklahoma, South Carolina, Texas and Utah.
California and Texas, the nation's two most populous 明言する／公表するs, would be the biggest prizes for sports bettors. But neither appear 特に likely to 可決する・採択する it in 2024.
投票者s in California last year 圧倒的に 敗北・負かすd two 競争相手 sports betting 率先s に引き続いて a 記録，記録的な／記録する $463 million raised by 支持者s and 対抗者s. The 提案するd sale of the Dallas 無所属の政治家s basketball team to a 政治上 active family that runs the Las Vegas Sands casino company has raised 憶測 of a bigger 押し進める for 合法的な sports betting in Texas. But the 明言する／公表する 立法機関 is not in 正規の／正選手 開会／開廷／会期 in 2024, and Texas has no means of placing 国民 率先s on the 投票（する）.

But they will try again.
"From the 視野 of the tribes, the moment is now, and they'd like to see it done this year," said Democratic 明言する／公表する Sen. Matt Klein, a sponsor of sports betting 法律制定.

When Koenig wants to bet on sports, he 運動s 45 minutes from his Missouri home to Illinois. He is not alone.
GeoComply 過程d 42,000 場所 checks from 1,900 online sports betting accounts that traveled from Missouri to an Illinois 国境 town in the past six months. When the Kansas City 長，指導者s hosted the Buffalo 法案s on Dec. 10, GeoComply 一致するd 786 場所 checks from 570 sportsbook accounts traveling from Missouri 国境 towns into Kansas.
"It´s very 平易な for people to cross over, place their bets and then return to their home and watch the game," GeoComply 広報担当者 John Pappas said. "We see this thousands of times a day, a week, in any given 明言する／公表する where it´s not 合法的な."
In Georgia, 共和国の／共和党の Gov. Brian Kemp has 表明するd an 開いていること／寛大 to 合法化するing sports betting.
