UNITED NATIONS (AP) - A 拒否権 Thursday by Russia ended 監視するing of U.N. 許可／制裁s against North Korea over its 核の program, 誘発するing Western 告訴，告発s that Moscow is 捜し出すing to 避ける scrutiny as it 恐らく 侵害する／違反するs the 許可／制裁s to buy 武器s from Pyongyang for its war in ウクライナ共和国.
Russia´s turnaround on the U.N. 監視するing 反映するs how Moscow´s growing animosity with the U.S. and its Western 同盟（する）s since the start of the ウクライナ共和国 war has made it difficult to reach 合意 on even 問題／発行するs where there has been 長年の 協定.
The 拒否権 （機の）カム during a 投票（する） on a U.N. 安全 会議 決意／決議 that would have 延長するd the 委任統治（領） of a パネル盤 of 専門家s 監視するing 許可／制裁s on North Korea for a year, but which will now 停止（させる） its 操作／手術 when its 現在の 委任統治（領） 満了する／死ぬs at the end of April.
The 投票（する） in the 15-member 会議, with 13 in 好意, Russia against, and 中国 棄権するing, has no 衝撃 on the actual 許可／制裁s against North Korea, which remain in 軍隊.
Russia had never before tried to 封鎖する the work of the パネル盤 of 専門家s, which had been 新たにするd 毎年 by the U.N. 安全 会議 for 14 years and 反映するd 全世界の 対立 to North Korea´s 拡大するing 核の 武器 program.
Russia´s U.N. 外交官／大使 Vassily Nebenzia told the 会議 before the 投票（する） that Western nations are trying to "strangle" North Korea and that 許可／制裁s are losing their "relevance" and "detached from reality" in 妨げるing the 増殖 of 核の 武器s in the country.

The last 許可／制裁s 決意／決議 was 可決する・採択するd by the 会議 in December 2017. 中国 and Russia 拒否権d a U.S.-sponsored 決意／決議 in May 2022 that would have 課すd new 許可／制裁s over a 洪水／多発 of intercontinental 弾道学の ミサイル 開始する，打ち上げるs.
