'Cuban Twitter' _overtly political, poking Castros

WASHINGTON (AP) ― 草案 messages produced for a Twitter-like 網状組織 that the U.S. 政府 内密に built in Cuba were overtly political and poked fun at the Castro brothers, 文書s 得るd by The Associated 圧力(をかける) show. At an oversight 審理,公聴会 Tuesday, Democratic Sen. Patrick Leahy of Vermont told USAID 行政官/管理者 Rajiv Shah that the program was "cockamamie" and not adequately 述べるd to 議会.

"No, that is not 訂正する," Shah said. "The 目的 of the program was to support 接近 to (警察などへの)密告,告訴(状) and to 許す people to communicate with each other," he said. "It was not for the 目的 you just articulated."

But some messages sent to Cuban cellphones were sharp political satire. One 早期に message sent on Aug. 7, 2009, took 目的(とする) at the former Cuban 遠隔通信s 大臣, Ramiro Valdes, who had once 警告するd tha t the Internet was a "wild colt" that "should be tamed."

Said one 草案 message: "THE BACKWARDS WORLD: 54% of Americans think Michael Jackson is alive and 86% of Cubans think Fidel Castro is dead." Another called Castro the "The 昏睡-andante," a 言及/関連 to Fidel's age.

"No," wrote 組織者s, 明らかに 拒む,否認するing that text. "Too political."

A USAID 広報担当者 did not すぐに reply to a request 捜し出すing comment Tuesday.

Last Thursday, 明言する/公表する Department 副 spokeswoman Marie Harf said that "no political content was ever 供給(する)d by anyone working on this 事業/計画(する) or running it. It was the people ― the Cuban people on the ground who were doing so."

However, Alen Lauzan Falcon, a Havana-born satirical artist based in Chile, said Tuesday that he was 雇うd to 令状 the political texts, though he was never told about ZunZuneo's U.S. origins.

"I don't do cultural humor," he said. "I do political humor. Everything I do is politics even if it is humor about politics."

Shah said that 議会 has been 通知するd about this program every year since 2008 in 文書s 輪郭(を描く)ing USAID's 予算. "The fact that we are discussing it in this 会議, and that it is an unclassified program, illustrates that this is not a covert 成果/努力," he said.

He said "parts of it were done 慎重に" to 保護する the people 伴う/関わるd. He 特記する/引用するd a 熟考する/考慮する by the 政府 Accountability Office into 僕主主義 昇進/宣伝 programs run by USAID and the 明言する/公表する Department ― 含むing the Cuban Twitter 事業/計画(する) ― that 設立する the programs to be 一貫した with the 法律.

But the author of the GAO 熟考する/考慮する, David Gootnick, told the AP this week that 捜査官/調査官s did not 診察する the question of whether the programs were covert. Gootnick said the GAO's 報告(する)/憶測 was 焦点(を合わせる)d on 診察するing the extent that USAID knew what its 請負業者s were doing. It 設立する that the 機関 was adequately 監視するing the work, but "we did not ask, nor did we 報告(する)/憶測, on the 知恵 of 行為/行うing such activities."

Shah 持続するd his 機関's position Tuesday that the AP's 報告(する)/憶測 had a number of 批判的な inaccuracies. He said the 機関 operates transparently and 公式文書,認めるd that he was discussing the Cuba program in Tuesday's open congressional 審理,公聴会.

Shah said USAID did not 始める,決める up a Spanish company to help run ZunZuneo. In a blog 地位,任命するd Monday, USAID said 言及/関連s to the use of "smart 暴徒s" in 文書s "had nothing to do with Cuba nor ZunZuneo," though the two are 明確に 言及/関連d.

"We're already getting emails from USAID 従業員s all over the world 説, 'How could they do this and put us in danger?'" Leahy said.
