Obama to 勧める Europe to keep up 圧力 on Russia

WASHINGTON (AP) ― 大統領 Barack Obama will 圧力(をかける) European leaders this week to keep up 圧力 on Russia over its 脅すing moves in ウクライナ共和国, while 捜し出すing to assuage 恐れるs from Poland and other 北大西洋条約機構 同盟(する)s that the West could slip 支援する into a 商売/仕事-as-usual 関係 with Moscow.

Obama's four day trip to Poland, Belgium and フラン comes against the 背景 of successful 国家の 選挙s in ウクライナ共和国 and 調印するs that Russia is moving most of its 軍隊/機動隊s off its 株d 国境 with the former Soviet 共和国. Yet 暴力/激しさ continues to 激怒(する) in eastern Ukrainian cities and there remains 深い 不確定 about whether ウクライナ共和国's new 大統領,/社長-elect can 安定させる his country.

U.S. 公式の/役人s 競う that, even with some 調印するs of 進歩, Russia has not taken the necessary steps to 緩和する 緊張s and could still 直面する 付加 経済的な 許可/制裁s. Obama will look for Western 同盟(する)s to show a 部隊d 前線 during a 会合 of the Group of Seven major 産業の nations that was quickly arranged after leaders decided to ボイコット(する) a 会合 Russia had been scheduled to host this week.

Monday, June 2, 2014, Obama begins a four-day trip to Poland, Belgium, and フラン against the 背景 of successful 国家の 選挙s in ウクライナ共和国. He will likely 圧力(をかける) European leaders to 持続する 圧力 on Russia for its 脅すing moves in ウクライナ共和国, while 捜し出すing to 追い散らす 恐れるs from Poland and other 北大西洋条約機構 同盟(する)s that the West could slip 支援する into a 商売/仕事-as-usual 関係 with Moscow. But at least some parts of Obama's visit will challenge the notion that the West has 孤立するd Moscow. ロシアの 大統領 Vladmir Putin is scheduled to join U.S. and European leaders in フラン Friday for a day of events 場内取引員/株価 the 70th 周年記念日 of the D-Day 侵略 at Normandy. Putin will also 持つ/拘留する one-on-one 会談 with French 大統領 Francois Hollande, his first 会合 with a Western leader since the ウクライナ共和国 危機 began.

"Putin may not get to host the G-8 but if he gets to go to Normandy with everybody, it begins to 減らす the 外見 of 孤立/分離," said Steven Pifer, the former U.S. 外交官/大使 to ウクライナ共和国 who now serves as a 上級の fellow at the Brookings 会・原則.

The White House says Obama will not 持つ/拘留する a formal 二国間の/相互の 会合 with Putin, though the two leaders are 推定する/予想するd to have some 接触する. 公式の/役人s also 論争d the notion that Putin's presence 構成するd a return to normal relations, 公式文書,認めるing that Obama and other leaders have talked with the ロシアの 大統領,/社長 throughout the 危機 with ウクライナ共和国.

Yet those 安心s may be of little solace to 北大西洋条約機構 同盟(する)s who sit 近づく the ロシアの 国境, 特に Poland, where Obama will open his trip Tuesday. In April, the U.S. moved about 150 軍隊/機動隊s into Poland to try to 緩和する its 安全 関心s, but Obama is likely to get requests from ポーランドの(人) leaders for 付加 support.

"He's going to hear a very strong message from ポーランドの(人) 公式の/役人s that the 使節団 has not been 遂行するd," said Heather Conley, a Europe scholar at the 中心 for 戦略の and International 熟考する/考慮するs. "In fact, the work has only begun."

While in Warsaw, Obama will also 会合,会う with 地域の leaders who are in town to 示す the 25th 周年記念日 of Poland's first 地位,任命する-共産主義者 解放する/自由な 選挙s. の中で those leaders will be Ukrainian 大統領-elect Petro Poroshenko, who won ウクライナ共和国's May 25 選挙 and will 持つ/拘留する his first 二国間の/相互の 会合 with Obama.

"We very much admired that the people of ウクライナ共和国 have turned out in 抱擁する numbers to elect 大統領-elect Poroshenko," said Ben Rhodes, Obama's 副 国家の 安全 助言者. "We've admired his かかわり合い to 追求する 対話 and to 目的(とする) to 減ずる 緊張s and put ウクライナ共和国 on a 肯定的な path."

From Warsaw, Obama will 長,率いる to Brussels to 会合,会う with leaders from the other G-7 nations: U.S., Britain, Germany, フラン, Italy, Canada and Japan. The 豊富な nations will discuss ways to 離乳する Europe off of ロシアの energy 供給(する)s, 同様に as 計器 利益/興味 in 徴収するing more 許可/制裁s on Russia.

The U.S. and European Union have each 許可/制裁d ロシアの 商売/仕事s and individuals, 含むing some people in Putin's inner circle, and 脅す ed the prospect of broader 刑罰,罰則s on Russia's 重要な 経済的な 部門s. But with European nations that have の近くに 経済的な 関係 with Russia already 用心深い of those 部門 許可/制裁s, Obama is likely to 直面する an 上りの/困難な climb in 固く結び付けるing those かかわり合いs まっただ中に the 最近の 調印するs of 進歩 with ウクライナ共和国.

"I think there is no political appetite for その上の 許可/制裁s," Conley said of the European nations.

Many of the G-7 leaders will also travel to Normandy for the 周年記念日 of the Normandy 侵略. But all 注目する,もくろむs will be on Obama and Putin, who have a history of 緊張した public 遭遇(する)s even before the ウクライナ共和国 危機 より悪くするd their 関係.

Obama and Putin will both …に出席する a leaders' lunch and a 儀式 at Sword Beach, one of the five main 上陸 areas during the Normandy 侵略. The U.S. 大統領,/社長 will also …に出席する a separate 儀式 at Omaha Beach, the largest of the 強襲,強姦 areas during the June 6, 1944, 侵略.

The 大統領,/社長's trip comes during an 激しい stretch for his 外交政策 協議事項. He made a surprise visit to Afghanistan last week, followed by an 告示 that he would be bringing the U.S. 軍の かかわり合い in Afghanistan to a の近くに by the end of 2016. Obama also 配達するd a major 外交政策 speech last week that 目的(とする)d to 押し進める 支援する at critics who say he has been too 用心深い, 含むing in his 取引 with Russia.

And on Saturday, the White House 発表するd that the U.S. had 解放する/自由なd Sgt. 屈服する Bergdahl, the 孤独な U.S. 囚人 of the Afghan war, after nearly five years in 保護/拘留.
