US, Europe 増大する 経済的な 許可/制裁s on Russia

WASHINGTON (AP) ― Struggling to 信管を取り除く the 執拗な 危機 in ウクライナ共和国, both the U.S. and European Union 課すd new 経済的な 許可/制裁s on Russia Wednesday, with 大統領 Barack Obama 宣言するing that ロシアの leaders must see that their 活動/戦闘s supporting 反逆者/反逆するs "have consequences."

Though the American and European 許可/制裁s were 連係させた, they nonetheless exposed fissures in what the West has tried to 事業/計画(する) as a 部隊d 前線 in its monthslong 成果/努力 to 孤立する ロシアの 大統領 Vladimir Putin.

Putin, sounding unperturbed, said the U.S. was only 傷つけるing itself.

The 刑罰,罰則s 発表するd by the White House were 幅の広い in 範囲, 的ing two major ロシアの energy 会社/堅いs, a pair of powerful 財政上の 会・原則s, eight 武器 会社/堅いs and four individuals. Leaders in Europe, which has a far deeper 経済的な 関係 with Russia than the U.S., were more 抑制するd, ordering 投資 and 開発 banks on the continent to 一時停止する 財政/金融ing 協定s with Moscow.

In a 決定/判定勝ち(する) that could 影響する/感情 ロシアの oligarchs or members of the Kremlin inner circle, the EU leaders also asked the 大臣s to consider 的ing people or companies 伴う/関わるd in the 不安 in ウクライナ共和国.

Even the U.S. 刑罰,罰則s stopped short of the most stringent 活動/戦闘s the West has 脅すd, which would entail fully cutting off 重要な 部門s of Russia's economy. But 公式の/役人s said those steps were still on the (米)棚上げする/(英)提議する if Russia fails to がまんする by the West's 需要・要求するs to stop support for プロの/賛成の-ロシアの 謀反のs who have 動揺させるd 列s of eastern ウクライナ共和国.

"What we are 推定する/予想するing is that the ロシアの leadership will see once again that its 活動/戦闘s in ウクライナ共和国 have consequences, 含むing a 弱めるing ロシアの economy and 増加するing 外交の 孤立/分離," Obama said as he 発表するd the U.S. 刑罰,罰則s from the White House.

公然と undismayed, Putin said the new 許可/制裁s run 反対する to U.S. 国家の 利益/興味s because they put American companies that want to operate in Russia at a 競争の激しい disadvantage.

At a news 会議/協議会 in Brazil, Putin said through a 翻訳家: "They are 土台を崩すing the positions of their energy companies." He said , "They made one mistake, and now they 主張する on making another one."

Until now, the U.S. and Europe have 限られた/立憲的な their 許可/制裁s on Europe to travel 禁止(する)s and 資産 凍結するs 目的(とする)d at individuals and (独立の)存在s, 含むing some with の近くに 関係 to Putin. But those 対策 have done little to change Putin's calculus, with the 米国防総省 発表するing Wednesday that ロシアの 軍隊/機動隊s were again building up along the 国境 with ウクライナ共和国. ウクライナ共和国 and the West have (刑事)被告 Russia of fomenting the 暴動 by sending 軍隊/機動隊s and 武器s across its 国境 with the former Soviet 共和国, something Moscow 否定するs. The 暴動 was 誘発するd by Russia's 併合 of the Crimean 半島 from ウクライナ共和国 earlier this year.

While Obama has put a 賞与金 on 答える/応じるing to the 誘発s in 調整 with Europe, the White House has grown ますます 失望させるd with the continent's 不本意 to 課す 許可/制裁s on ロシアの 経済的な 部門s. EU leaders 恐れる such 刑罰,罰則s could have 消極的な 衝撃s on their own economies given their の近くに 財政上の 関係s with Russia.

U.S. 公式の/役人s 召喚するd European 外交官s to the White House on Monday to discuss the 事柄 and 警告する that Obama was 用意が出来ている to take 片側だけの 活動/戦闘 if the EU did not take stronger 対策 during a 会合 in Brussels Wednesday.

After 会合 late into the night, the EU said it was asking the European 投資 Bank to 調印する no new 財政/金融ing 協定s with Moscow. The EU also agreed to 一時停止する 財政/金融ing of new European Bank for 再建 and 開発 操作/手術s in Russia.

"There has been no 進歩 in the 態度 of Russia to solve this situati on, the ウクライナ共和国 危機," said French 大統領 Francois Hollande in explaining the 決定/判定勝ち(する) he and other EU leaders took.

European leaders also signaled for the first time their 乗り気 to go after ロシアの companies "that are materially or financially supporting 活動/戦闘s 土台を崩すing or 脅すing ウクライナ共和国's 主権,独立, 領土の 正直さ and independence." They ordered their 外務大臣s to draw up a 名簿(に載せる)/表(にあげる) of such people or (独立の)存在s by the end of the month.

Lithuanian 大統領 Dalia Grybauskaite, whose nation 国境s Russia, said the EU had to get tougher with Moscow "because if Putin's 積極的な 政策 isn't stopped, he will go その上の."

The 的s of the U.S. 許可/制裁s 含む two major ロシアの energy 会社/堅いs: Novatek, the country's largest 独立した・無所属 natural gas 生産者, and Rosneft, Russia's largest 石油 company and third largest gas 生産者. The 刑罰,罰則s 妨げる/法廷,弁護士業 both from getting long-称する,呼ぶ/期間/用語 貸付金s from U.S. (独立の)存在s.

Steven Pifer, the former U.S. 外交官/大使 to ウクライナ共和国, said the American 許可/制裁s will 追加する 不確定 to a ロシアの economy that has already been showing 調印するs of 証拠不十分.

"These are serious 許可/制裁s. They 的 major ロシアの energy companies and 財政上の 会・原則s," said Pifer, who 現在/一般に 作品 as an 分析家 at the Brookings 会・原則 in Washington.

The 許可/制裁s were welcomed with muted 賞賛する from some 共和国の/共和党のs on (ワシントンの)連邦議会議事堂 Hill, who have 競うd that Obama's 警告s of tougher 活動/戦闘 have been little more than empty 脅しs.

"While the 延期する in 課すing real costs on Russia has been 損失ing to U.S. 信用性, today's 告示 by the 行政 is definitely a step in the 権利 direction," said Tennessee Sen. (頭が)ひょいと動く Corker, the 最高の,を越す 共和国の/共和党の on the 上院 Foreign Relations 委員会.
