弁護 to 監督する plagiarism 調査(する)

HELENA, Mont. (AP) ― The Department of 弁護 has taken the unusual step of 監督するing a plagiarism 調査 存在 行為/行うd by the U.S. Army War College against Sen. John Walsh because the Montana 民主党員 is a member of 議会, the college's provost said Tuesday.

The department will review the 推薦s of the school's academic review board, Provost Lance Betros said.

Army Col. Steve 過密な住居, a 米国防総省 広報担当者, said Tuesday the 決定/判定勝ち(する) on whether 罰 is 令状d against Walsh will be made by Maj. Gen. William Rapp, the commandant of the U.S. Army War College.

Betros said it was his understanding that the 決定/判定勝ち(する) on 罰 would be made by the 米国防総省, and he said he has no knowledge that the 許可/制裁s would be decided by Rapp.

The 推論する/理由 for the discrepancy in 過密な住居 and Betros' comments was not すぐに (疑いを)晴らす.

普通は, the 決定/判定勝ち(する) is reserved for the school's 副 commandant. It is rare for the 弁護 Department to 介入する in a student 不品行/姦通 事例/患者, but it does so in 調査s of general officers and 連邦の 国会議員s, Betros said. "Because this is a member of 議会 who is a 軍の 退役軍人, we have been given 指示/教授/教育s from DOD that they have 裁判権 in this 事例/患者," he said.

The Army 視察官 general requested that the 米国防総省 視察官 general review the 調査, 過密な住居 said.

It may be a bit uncommon, but it's not 前例のない for the 軍の services to ask the 視察官 general to take a look at an 調査 to ge t a second 見解(をとる) and make sure that all 合法的な 手続きs were followed, he said.

The college referred the 事例/患者 to its five-member academic review board after a New York Times story last week showed Walsh used others' work without attribution in a 2007 研究 paper 要求するd for a master's degree.

The review board will 行為/行う the 調査 as it 普通は does in plagiarism 事例/患者s, but it will send its findings to the Army's 視察官 general's office, which will 今後 them to the 弁護 Department's 視察官 general's office, Betros said.

"From there, I don't know who will make the 決定/判定勝ち(する)," he said.

Walsh (選挙などの)運動をする spokeswoman Lauren Passalacqua did not have an 即座の comment.

Walsh has until Aug. 15 to turn in any 構成要素 in his 弁護, and he may request to appear before the board, Betros said. If he does, the 外見 will be の近くにd to the public. If not, four members of the five-member review board will 行為/行う their work without a 審理,公聴会.

"I'm very 確信して within a week we'll have this wrapped up," Betros said. "It should not take long."

It's also 不明瞭な how quickly that 決定/判定勝ち(する) will be made after the review board turns over its findings.

The war college's normal 許可/制裁 for plagiarism is the 無効にするing of the former student's degree and his 指名する grinded from a plaque of the 卒業生(する)ing class at the college, Betros said. That has been done six times since 1990.

Lesser disciplinary 活動/戦闘s, such as 言葉の 助言, are also an 選択, but stripping the degree is typical in plagiarism 事例/患者s, he said.

The college also will 行為/行う a review of its 手続きs and 内部の 支配(する)/統制するs in the wake of the Walsh 主張s. Betros said he is comfortable with the plagiarism 保護(する)/緊急輸入制限s in place, which 含むs training faculty to look for 誘発する/引き起こすs such as work that is above a student's normal abilities or 貧しく 移行d paragraphs.

The school does not run each student's paper through an online plagiarism checker. That practice would foster an 環境 of 不信 の中で a student 団体/死体 of high-level 軍の officers and 上級の 非軍事のs, Betros said.

"These are 高度に 有能な and competent people," he said. "We assume they are people of high 栄誉(を受ける)."

Walsh is running to keep the 上院 seat he was 任命するd to in February when Max Baucus 辞職するd to become 外交官/大使 to 中国. The former Montana adjutant general and 中尉/大尉/警部補 知事 is running against 共和国の/共和党の Rep. Steve Daines.

Walsh has called the 広範囲にわたる, unattributed use of scholars' work in his paper an unintentional mistake. He said he was experiencing symptoms of 地位,任命する-traumatic 強調する/ストレス disorder at the time that 含むd nightmares, 苦悩 and sleeplessness.

Walsh later said he was not 非難するing PTSD for the mistake.
