EU 提案 could punish イスラエル for 解決／入植地s
JERUSALEM (AP) ― An 内部の European Union 文書 提案するs 明示していない "活動／戦闘s" against イスラエル for its 解決／入植地 activities in the West Bank and east Jerusalem, 反映するing unhappiness with the 欠如（する） of 進歩 in 中東の peace 成果／努力s.
The 文書, known as a "nonpaper," is a 提案 that is meant to serve as a basis for discussion の中で the EU's 28 member 明言する／公表するs. While it is far from becoming 政策, the 文書 公式文書，認めるd that it was drawn up with "inputs" by member 明言する／公表するs, 示すing at least some support for the 提案s.
The 文書 calls for 明示していない moves against European companies operating in Israeli 解決／入植地s. It also 提案するs 活動／戦闘s against 植民／開拓者s themselves, 含むing a "no 接触する" 政策 toward 植民／開拓者 organizations, and a 拒絶 "to engage with 植民／開拓者s," 含むing public 人物／姿／数字s who …に反対する the 設立 of a Palestinian 明言する／公表する.

Since then, イスラエル fought a 50-day war against Hamas 交戦的なs in the Gaza （土地などの）細長い一片 and 前進するd 計画（する）s to build hundreds of new homes in ユダヤ人の areas of east Jerusalem, the section of the city 逮捕（する）d by イスラエル in 1967 and （人命などを）奪う，主張するd by the Palestinians as their 資本／首都. イスラエル has also experienced deadly 不安 surrounding Jerusalem's most 極度の慎重さを要する 宗教上の 場所／位置.
The EU 文書 was first published Monday by イスラエル's Haaretz daily.
At a 会合 of EU 外務大臣s in Brussels, EU 外交政策 長，指導者 Federica Mogherini played 負かす／撃墜する the 文書.
"It certainly was not on the 大臣s' （米）棚上げする／（英）提議する today and it was not at the heart of today's discussion," she said. "There was certainly no question of 孤立するing or 許可／制裁ing anybody, rather how can we re-動機づける people to get into a 対話 again."
In a 声明, the 大臣s said 未来 relations with both イスラエル and the Palestinians would depend "on their 約束／交戦 toward a 継続している peace based on a two-明言する／公表する 解答."
