Intl 法廷，裁判所: UN must help with the 逮捕（する） of Sudan's leader
THE HAGUE, Netherlands (AP) ― 裁判官s at the 国際刑事警察機構 法廷，裁判所 on Monday 勧めるd the U.N. 安全 会議 to "take the necessary 対策" to 取り組む Sudan's 執拗な 拒絶 to 逮捕（する） the country's 大統領，／社長 and send him to The Hague to stand 裁判，公判 on 告発（する），告訴（する）／料金s of orchestrating 集団殺戮 in Darfur.
It was the 安全 会議 that 勧めるd the 法廷，裁判所 in 2005 to 調査／捜査する 普及した 残虐（行為）s in Darfur ― a move that led to 大統領 Omar al-Bashir 存在 告発（する），告訴（する）／料金d with 集団殺戮.
Darfur was 急落（する），激減（する）d into 騒動 in 2003 when 反逆者／反逆するs took up 武器 against the 政府 in Khartoum, 告発する／非難するing it of 差別. The U.N. says 300,000 people have died in the 衝突 and 2.7 million have fled their homes.

強調するing a growing 失望／欲求不満 at the 法廷，裁判所 over the 欠如（する） of support from the 安全 会議, the 裁判官s 強調する／ストレスd Monday that "if there is no follow-up 活動／戦闘" by the 会議 in 事例／患者s it sends to the 法廷，裁判所, any referral "would never 達成する its ultimate goal, すなわち, to put an end to impunity."
The 国際刑事警察機構 法廷，裁判所 has no police 軍隊 of its own and has to rely on member 明言する／公表するs to help 逮捕（する） 嫌疑者，容疑者／疑うs. Sudan is not a member 明言する／公表する, but is under an 義務 to 協力する under the 安全 会議 決意／決議 that sent the Darfur 事例／患者 to the 法廷，裁判所. Even so, Khartoum has stonewalled the 法廷，裁判所 for years.
"Sudan has failed to 協力する with the 法廷，裁判所 by 絶えず 辞退するing to engage in any sort of 対話 with the responsible 組織／臓器s of the 法廷，裁判所 over the past six years and to 遂行する／発効させる the 未解決の requests for the 逮捕（する） and 降伏する" of al-Bashir, によれば a 声明 by the 法廷，裁判所.
Al-Bashir has traveled 自由に to some African countries that are parties to the 法令 that c reated the ICC but have 辞退するd to 逮捕（する） him.
In December, the 法廷，裁判所's 検察官，検事, Fatou Bensouda, told the 安全 会議 she was 停止（させる）ing her 調査s in Darfur because no one has been brought to 司法（官） in a １０年間 and the 会議 has done little to help.
