US, Afghan leaders lay 基礎 for 戦後の relations

CAMP DAVID, Maryland (AP) ― In a show of まとまり, U.S. and Afghan 公式の/役人s laid the 基礎 for new relations between the two countries on Monday, 含むing 計画(する)s to 捜し出す American 基金ing to 持続する an Afghan 安全 軍隊 of 352,000 and long-称する,呼ぶ/期間/用語 counterterrorism 成果/努力s. Discussions over 未来 U.S. 軍隊/機動隊 levels continue as the war 勝利,勝つd 負かす/撃墜する.

In an all-day 開会/開廷/会期 at the (軍の)野営地,陣営 David 大統領の 退却/保養地 in Maryland's Catoctin mountains, dozens of U.S. and Afghan 公式の/役人s, 含むing 国務長官 John Kerry, 弁護 長官 Ash Carter, Afghan 大統領 Ashraf Ghani and 長,指導者 (n)役員/(a)執行力のある Abdullah Abdullah gathered to 再発進する a 関係 緊張するd by nearly 14-years of war and often-testy relations with former Afghan 大統領 Hamid Karzai.

They also agreed to 要求する the Afghan 政府 to 完全にする 明確な/細部 改革(する)s and 会合,会う other milestones ーするために receive up to $800 million. U.S. 公式の/役人s said the Afghans 示唆するd the incentive-based 基金ing idea. Ghani, who has 表明するd worries about Islamic 明言する/公表する 交戦的なs trying to 伸び(る) a foothold in his country, has 圧力(をかける)d to keep more U.S. 軍隊/機動隊s there longer, but Obama has 約束d to end both wars in Afghanistan before his 大統領/総裁などの地位 ends in January 2017.

Both Carter and Kerry 定評のある the importance of the U.S continuing its counterterrorism 使節団s in Afghanistan, even into 2017.

Kerry said the U.S. is 関心d about 報告(する)/憶測s that Islamic 明言する/公表する 交戦的なs are 新採用するing in Afghanistan and that some Tal iban are rebranding themselves as Islamic 明言する/公表する members.

He said the U.S. will continue to 持続する a counterterrorism 成果/努力 that is "焦点(を合わせる)d on al-Qaida at this moment" but would also have the ability to 補助装置 the Afghan 軍隊s as they 供給する 安全 for their nation.

During a visit to the 米国防総省 earlier Monday, Ghani thanked U.S. 軍隊/機動隊s and taxpayers for their sacrifices in nearly 14 years of war. He 誓約(する)d that his 貧窮化した country will not remain a 重荷(を負わせる) to the West.

"We do not now ask what the 部隊d 明言する/公表するs can do for us," Ghani said. "We want to say what Afghanistan will do for itself and for the world," he 追加するd.

On arrival at (軍の)野営地,陣営 David, Ghani 強調するd what he called a new 段階 of the U.S.-Afghan 関係.

"It's time for Afghanistan to 報いる the gift that the 部隊d 明言する/公表するs has so generously 供給するd over the years," he said. "報いるing the gift means owning our problems, solving them and asking of ourselves what we must do for ourselves and for the 地域."

Ghani's 関係 with Washington stands in stark contrast to that of his 前任者, Karzai, whose antagonism toward the U.S. 最高潮に達するd in a 拒絶 to 調印する 安全 協定s with Washington and 北大西洋条約機構 before leaving office last year.
