PARIS (AP) ― They are in the wrong place for the wrong 推論する/理由s.

Basic 権利s, and sympathy, are in short 供給(する) for thousands of migrants around the northern French city of Calais, even though the 旅行者s ― many 逃げるing wars in Syria, Iraq and どこかよそで ― live in what may be the European Union's biggest and most squalid ghetto.

They dream of ending their long 旅行 in Britain by 不法に crossing the English Channel, but Britain doesn't want them and フラン has been hoping for more than a 10年間 that the migrants would just stop coming.

With the world's 注目する,もくろむs on the more than half-million migrants flooding into Europe this year, フラン is finally beginning to take notice of the filthy Calais (軍の)野営地,陣営 and the 苦境 of those 軍隊d to 企て,努力,提案 their time in what they call "the ジャングル" ― a 網状組織 of 一時しのぎの物,策 避難所s without water or other basic amenities.

With winter approaching, the 政府 is sending a 医療の 使節団 to Calais on Wednesday to 評価する the 状況/情勢 because "health 保護 is a 根底となる 権利 for each person on French 領土," said a 声明 調印するd by the 内部の and Health 省s.

For Doctors of the World, an NGO that 持続するs a 動きやすい clinic in Calais, the 成果/努力 is welcome ― but 延滞の.

In Calais, "we are doing 緊急の work ... like in the 状況 of war or a natural 大災害," said ジーンズ-Francois Corty, a doctor who 長,率いるs the group's French 操作/手術s.

"For us, this is a health 危機, 4,000 people who have trouble keeping themselves clean, feeding themselves ... and 苦しむing from war 外傷/ショックs in their countries, 暴力/激しさ in the (軍の)野営地,陣営," Corty said.

The NGO is 圧倒するd, 扱う/治療するing some 70 患者s a day at the Calais (軍の)野営地,陣営, おもに for illnesses like respiratory and 肌 感染s linked to their 不安定な lives, or 削減(する)s and fractures from failed bi ds to board a トラックで運ぶ, train or フェリー(で運ぶ) crossing the Channel.

Calais Hospital is far from the (軍の)野営地,陣営 and "saturated," Corty said. The only other 医療の service is a two-hour daily window to see nurses at a 明言する/公表する-認可するd migrant day 中心, where about 100 women and children stay.

"What is needed today is to put in place doctors, psychologists, nurses, dentists," Corty said. "We've been 公然と非難するing this for months. We're doing the work of the 明言する/公表する."

The French and British 政府s have 焦点(を合わせる)d on 安全な・保証するing the Calais port and the Eurotunnel freight and 乗客 train 場所/位置 to keep migrants from こそこそ動くing rides, turning those 場所/位置s into 要塞s with 非常に高い 盗品故買者s topped with barbed wire.

The 増強するd 安全 has 増加するd 危険s. Since June 26, 14 migrants have been killed, 含むing a Syrian 電気椅子で死刑にするd Sept. 17 at the Eurotunnel 場所/位置. The 最新の 犠牲者 identified was a Moroccan who tried to swim to a フェリー(で運ぶ).

Britain 調印するd an (許可,名誉などを)与える with Paris in 2003 designed to keep migrants in フラン, and the French 政府 has bulldozed smaller (軍の)野営地,陣営s in the past. But migrants keep coming. Up to 4,000 people languish いつかs for months in the Calais (軍の)野営地,陣営 or in nearby towns.

The 激しい 願望(する) to reach Britain and a palpable sense of desperation inside the (軍の)野営地,陣営 料金d the 危険-taking.

"Some people die here, some people break 脚s," a 19-year-old from Darfour, in Sudan, Mustafa Ali, said recently, 査定する/(税金などを)課すing his 状況/情勢 after a life-脅すing 旅行 to reach Calais. "This ジャングル is not good."

He said he would forego his British dream and 適用する for 亡命 in フラン if the 政府 could put a roof over his 長,率いる. But many of those who have been 認めるd 難民 status, and should by 法律 be housed, must live outdoors ― long the lot of migrants in Calais.

Jacky Veringan of Secours Catholique, who helps 亡命 探検者s 過程 their requests, says the migrant influx has 誘発するd the 明言する/公表する to 速度(を上げる) up the 普通は long waiting time to 急ぐ Calais 候補者s through the system.

The 過程 is becoming so 急速な/放蕩な that some migrants receive their prized 難民 status without ever having been housed. With the 過程 完全にする, "they are like the homeless French," Veringan said. "There are 難民s living in the ジャングル."
