恩赦,大赦 勧めるs gov'ts to 避ける repeat of Rohingya 危機

BANGKOK (AP) ― 国際アムネスティ is 勧めるing Southeast Asian nations to 避ける a repeat of the 難民-boat 危機 that left thousands 立ち往生させるd at sea earlier this year, 説 in a new 報告(する)/憶測 that human traffickers kept 亡命-探検者s in "hellish" 条件s, (警官の)巡回区域,受持ち区域 them 厳しく and even killed them if families failed to 支払う/賃金 身代金s.

The 報告(する)/憶測 解放(する)d Wednesday is based on interviews with more than 100 Rohingya イスラム教徒 難民s who reached Indonesia through perilous boat 旅行s.

"The daily physical 乱用 直面するd by Rohingya who were 罠にかける on boats in the Bay of Bengal and Andaman Sea is almost too horrific to put into words ... Even children were not spared these 乱用s," said Anna Shea, a 難民 研究員 at 恩赦,大赦.

Tens of thousands of Rohingya have fled Myanmar by boat to escape 迫害 by the country's Buddhist 大多数. Their 苦境 became an international 危機 in May when thousands of Rohingya and Bangladeshis were 設立する packed in rickety boats with little food or water, abandoned by their smugglers. Some were turned away by the 政府s of Thailand and Malaysia, while some managed to make it to shore in Indonesia.

"The shocking truth is that those we spoke to are the 'lucky' ones who made it to shore ― countless others 死なせる/死ぬd at sea or were trafficked into 軍隊d labor 状況/情勢s," said Shea.

The mostly Bengali-speaking 民族の Rohingya are イスラム教徒s who have lived in Myanmar's western 明言する/公表する of Rakhine as a 少数,小数派 for 世代s but are not 認めるd by the 政府 as 国民s. Instead, they are branded as foreigners with no 権利s, and 直面する constant 差別 from the 政府 同様に as Buddhist 国家主義者s. 衝突/不一致s between the two communities have left more than 200 dead, mostly Rohingya. Another 140,000 were driven from their homes by Buddhist 暴徒s. 追い出すd Rohingya who have not fled the country live in squalid (軍の)野営地,陣営s.

With the 季節風 ending and a new "sailing season" already 進行中で, thousands more Rohingya could be taking to boats, 恩赦,大赦 said, as it 勧めるd 地域の 政府s to 緊急に step up their 返答.

"Without 協調 between 政府s to 戦闘 human trafficking, 墓/厳粛/彫る/重大な human 権利s 乱用s will again be (罪などを)犯すd against some of Southeast Asia's most 攻撃を受けやすい and desperate people," said Shea.

The 国際連合 見積(る)s at least 370 Rohingya died between January and June while trying to 逃げる by boats. 国際アムネスティ says the number is much higher, based on 目撃者 accounts of dozens of large 難民 boats that 始める,決める out from Rakhine 明言する/公表する, but only five boats that landed in Indonesia and Malaysia.

Hundreds, if not thousands, of people remain 原因不明の/行方不明の(unaccounnted-for) for, and may have died during their 旅行s or been sold for 軍隊d labor, the 報告(する)/憶測 said.

It said many 難民s (人命などを)奪う,主張する to have seen 乗組員 members kill people when their families failed to 支払う/賃金 身代金s. 証言,証人/目撃するs told 恩赦,大赦 some people were 発射 by the traffickers on the boats while others were thrown overboard, or died of 病気, 餓死 or かわき.

難民s 述べるd how they were kept for months on boats and 厳しく beaten while traffickers 接触するd their family members, 需要・要求するing 身代金s. One 15-year-old Rohingya girl said the 乗組員 called her father, made him listen to her cries while they (警官の)巡回区域,受持ち区域 her, and told him to 支払う/賃金 them about $1,700, the 報告(する)/憶測 said.

Even begging for food or asking to use the 洗面所 was an 招待 to be beaten with batons, いつかs for several hours, the 報告(する)/憶測 said.

Often, the beatings were methodical. One 15-year-old Rohingya boy said: "In the morning you were 攻撃する,衝突する three times. In the afternoon you were 攻撃する,衝突する three times. At night you were 攻撃する,衝突する nine times," によれば the 報告(する)/憶測.

People were 軍隊d to sit in cramped positions in overcrowded boats, いつかs for months, the 報告(する)/憶測 said. An Indonesian who helped 救助(する) people off the coast of Aceh said the stench on the boat was so bad that 救助者s could not board.
