REHAB, Jordan (AP) ― 援助(する) to Syria's millions of 難民s must "go beyond 救済" and help them make a living の近くに to home, a 最高の,を越す U.N. 公式の/役人 said Sunday, as 重要な international 決定/判定勝ち(する)-製造者s gathered to find a new approach to the Syria 難民 危機.

"The 批判的な thing for Syrians and for the countries in the 近隣 is support here, now," Clark told The Associated 圧力(をかける) during a 小旅行する of northern Jordan. "It must go beyond 救済. People want dignity. They want services. They want 暮らしs. Our 返答 is 焦点(を合わせる)d around those things which enable them to be 独立した・無所属, not 扶養家族."

More than 4 million Syrians fled their 母国 since 2011, after a popular 反乱 爆発するd against 大統領 Bashar Assad and quickly turned into a 破滅的な civil war. Most 最初 settled in 隣接地の countries, but 条件s there have become ますます difficult.

A two-day 会議/協議会 in Jordan, which started Sunday and was 会を召集するd by Clark's 機関, is meant to chart a new path 今後 for helping 難民s and their 地域の host countries. 関係者s 含む 上級の 公式の/役人s from the five main host countries, European nations and a 範囲 of 援助(する) 機関s.

The influx of 難民s has placed a 激しい 重荷(を負わせる) on the host countries, 特に in poorer communities where many 難民s have settled. It has 圧倒するd services such as trash collection, crea ted overcrowding in schools, driven up rents because of higher 需要・要求するs and 軍隊d 負かす/撃墜する 給料 for unskilled labor.

Clark visited Jordan's second largest landfill, Al-Akedir, which serves one million 居住(者)s, 含むing many 難民s, in the four northern governorates closest to the Syrian 国境.

The landfill now has to 吸収する 1,300 トンs of waste a day, compared to 900 トンs before the start of the 難民 influx; it 提起する/ポーズをとるs a 危険 to water 供給(する)s and is in 緊急の need of rehabilitation, 地元の 公式の/役人s told Clark. Mohammed Shurafat, 22, opened a shop for herbs and spices with a 2,000-dinar 認める. He and other small entrepreneurs 現在のd their goods at stands 始める,決める up for Clark's 査察, 含むing ceramics, perfumes and cookies. "We are still in the beginning," he said. "Still, it's much better than 存在 失業した."
