As oil slides, many 決定するd to stay put in North Dakota
WILLISTON, N.D. (AP) ― Kennedy Mugemuzi is done moving. After leaving Congo to live in Nashville for a few years and then coming to North Dakota for the 適切な時期s of the oil にわか景気, he is の中で the many staying put in Williston ― even though depressed 天然のまま prices have spurred an exodus of thousands of drillers and others 捜し出すing new prospects どこかよそで.
The 震源地 of western North Dakota's oil patch still teems with newcomers like Mugemuzi, who are 選ぶing to remain where they are in a still-strong economy instead of starting over somewhere else, or returning to the areas they left behind where 職業s and 財政上の 安定 are harder to come by.
With 職業s for the taking in a gold-急ぐ atmosphere, Williston 申し込む／申し出d a lifeline for people 決定するd to 火刑／賭ける an 経済的な foothold, even far from home. Now it's Mugemuzi and those like him who are staying to raise families and start 商売／仕事s that may save Williston in return, keeping it from withering like other oil towns after a にわか景気.

"People who are here now are people who want to stay," said Mugemuzi, 33, who is saving most of what he earns from two 十分な-time 職業s to get his three children the college education he 欠如（する）s. "The economy is still good but some people are leaving. I'm staying because we like it here and the schools are good."
Williston has seen its fortunes seesaw with oil for almost 65 years. The previous にわか景気 began in the late 1970s and went 破産した／（警察が）手入れする a few years later. The more 最近の にわか景気, 燃料d by 前進するs in 演習ing 科学（工学）技術, 二塁打d Williston's 全住民 to about 32,000 since 2010.
If not yet a 破産した／（警察が）手入れする, oil is now in a 十分な-育てる／巣立つd 低迷. The number of working 装備するs has halved as 天然のまま 急落（する），激減（する）d to around $30 a バーレル／樽. For 市長 Howard Klug, who watched Williston 緊張する at times to grow 急速な／放蕩な enough to keep up, this is a welcome "静めるing period."
"It's been a 堅い year, but give it a year or two and it will be 支援する ― but not as 急速な／放蕩な, thank God," Klug said.
While 追跡 of new 井戸／弁護士席s has slowed はっきりと, 生産（高） has remained 安定した from the more than 13,000 active 井戸／弁護士席s in the nation's No. 2 oil-producing 明言する／公表する. While many drillers have left, the 井戸／弁護士席s 要求する armies of 労働者s to keep pumping, which 供給する a 創立／基礎 for 商売／仕事s in town. Around Williston, roads still groan with oil traffic and carry the smears of mud 選ぶd up from 井戸／弁護士席 場所／位置s.
Those muddy streets are what gave Wendy Coffman the idea for a 商業の きれいにする 商売／仕事. Coffman, 44, （機の）カム three years ago from Idaho, where she had moved from 職業 to 職業 and "wasn't doing much." She got a 職業 配達するing pizzas and parlayed her 収入s into the きれいにする 商売／仕事. 黒人／ボイコット Gold きれいにする LLC, which she owns with a partner, has 10 十分な-time 従業員s and （弁護士の）依頼人s like banks and apartment コンビナート／複合体s. "We're doing very 井戸／弁護士席," she said. "We're as busy as we want to be."
Coffman said she never before dreamed of owning a 商売／仕事.
"If I had a degree, I wouldn't be きれいにする up after other people," she said. "But there are 適切な時期s here, and for a lot of people, it's still better than where they （機の）カム from."
にもかかわらず the oil 減産／沈滞, North Dakota still has the lowest 失業率 in the nation, at いっそう少なく than 3 パーセント, and more than 13,000 unfilled 職業s. "We still have 職業s and we are still short of people," Sanford said.
More than 70 people a day visit the office, many of whom have traveled from across the country.
Mugemuzi still checks in, even though he already has one 職業 詳細（に述べる）ing cars and another きれいにする 商業の office buildings. He'd like to 取って代わる one of those with a $20-an-hour 夜通し position 在庫／株ing 棚上げにするs at Wal-市場.
"There are 適切な時期s and I'm a hard 労働者," he said. "That helps."
With 職業 prospects lean at home for someone without a college degree, Emily Siliven, 25, moved from Cincinnati to North Dakota and worked first in the oil patch, 持続するing 器具／備品 used to pump oil at 井戸／弁護士席 場所／位置s. She moved on to U-運ぶ／漁獲高 and has been 促進するd to 経営者／支配人.
"I （機の）カム out here like everyone else because the money was out here," she said. "It's been a struggle to get where I'm at 権利 now. And I 計画（する） on sticking around because it's a good, 安定した 職業."
Yvonne Niess, who lived in Williston during the previous にわか景気-破産した／（警察が）手入れする cycle and watched her father lose his 職業, doesn't see it that way. A 選び出す／独身 mother to two daughters, she （機の）カム 支援する four years ago from Fargo. She worked first as a flagger on 主要道路 construction 事業／計画（する）s, then at an 保険 company. Now, she's 長，率いるd to Atlanta for a 職業 as an 保険 スパイ／執行官.
"When I （機の）カム out here I knew I wasn't going to stay," said Niess, 47. "My 計画（する） was to come here for the にわか景気 and leave when it went 破産した／（警察が）手入れする, which it may have."
