Bygones be bygones? St. Louis 郊外 重さを計るs Kroenke 事業/計画(する)

MARYLAND HEIGHTS, Mo. (AP) ― Stan Kroenke couldn't wait to get his NFL team out of St. Louis six months ago, in part because of what his team's 移転 使用/適用 みなすd to be a "struggling economy."

He must not think the 地域 is all bad: The 億万長者 is an 投資家 in a 提案するd large-規模 開発 along the Missouri River in St. Louis 郡.

Kroenke and 弁護士/代理人/検事 Alan Bornstein 支配(する)/統制する Howard Bend 開発, one of six (独立の)存在s that submitted 提案s this past week to develop some or most of 1,800 acres in Maryland 高さs, Missouri. 詳細(に述べる)s won't be 解放(する)d until later, but whichever 事業/計画(する) is chosen will likely 含む offices, 蓄える/店s, restaurants and condominiums. City 公式の/役人s 推定する/予想する to 発表する the winning 事業/計画(する) by 早期に 2017.

In a 地域 where Kroenke is 広範囲にわたって disliked, can bygones be bygones? 公式の/役人s in Maryland 高さs aren't 判決,裁定 him out.

"Somebody with a 跡をつける 記録,記録的な/記録する ― that's more important to us than who the developer is," city 広報担当者 Craig Workman said.

Kroenke certainly has a 跡をつける 記録,記録的な/記録する. The native Missourian has developed major 事業/計画(する)s throughout the nation. In the St. Louis area, he is behind Wentzville Crossing, Gravois Crossing and Chesterfield ありふれたs, three mega-shopping areas.

But that was before the acrimonious 出発 of the 押し通すs, a 抱擁する blow to St. Louis' pride and status. The team's 29-page 使用/適用 to move 申し込む/申し出d a scathing 起訴,告発 of the 地域 and its fan base. NFL owners in January agreed to 許す the 押し通すs to relocate to Los Angeles.

The 使用/適用 was 批判的な of St. Louis' 経済的な and 全住民 growth and 特記する/引用するd two NFL-(売買)手数料,委託(する)/委員会/権限d 熟考する/考慮するs that said it "lags, and will continue to lag, far behind in the 経済的な drivers that are necessary for 支えるd success of an NFL fra nchise."

The 傷つける remains. Many wonder why Kroenke and Bornstein would want to 投資する in a market they seemed to find so distasteful.

Joe Brazil, a 共和国の/共和党の councilman in St. Charles 郡, across the river from Maryland 高さs, said 開発 in the flood plain is bad enough. If Kroenke is 伴う/関わるd, he said, that would make it worse.

"Here you've got a guy who pretty much kicked us in the crotch once and now we're letting him do it again," Brazil said "I don't think anybody should be developing on that 1,800 acres. Nobody should. It's just bad planning."

Kroenke and Bornstein did not return messages 捜し出すing comment.

Workman said flood plain 関心s are misguided. Construction of a new 500-year levee that followed the floods of 1993 and 1995 has made the land 安全な and primed for 開発, he said.

While the 計画(する) with Kroenke and Bornstein hasn't been made public, it is known that they want 基金ing help from taxpayers for a 事業/計画(する).

Bornstein told a city 委員会 earlier this year that he already owned some of the land and was in discussion to buy more. But he told the 委員会 that a "public-私的な 共同 would be necessary" for a 事業/計画(する), 要求するing 重要な 税金 incentives.

税金 incentives such as 税金 increment 財政/金融ing are ありふれた, almost 基準, for large-規模 開発 事業/計画(する)s in the St. Louis area. Maryland 高さs has used TIF for other 事業/計画(する)s, too, though 対抗者s say it is 簡単に a 税金 break for the 豊富な. Brazil called TIF 基金ing "white-collar 福利事業."

Randy Karraker, host of the afternoon 運動 show on the sports talk 無線で通信する 駅/配置する 101 ESPN, said listeners who call and text have bee n "100 パーセント" against TIF money for Kroenke. Karraker 公式文書,認めるd that many St. Louis-area 居住(者)s are already ボイコット(する)ing 存在するing Kroenke 開発s.

"I have to believe that will follow them to Maryland 高さs if they go there," he said.

Workman said the time is 権利 to find use for the land that will make Maryland 高さs a more attractive place to live.

"We have lots of people who don't want us to do this for さまざまな 推論する/理由s," he said. "But we think that not only is the area going to 生成する an 経済的な engine for the 地域, it's ready for a 開発."
