Russia's 参加 in Rio uncertain after 麻薬ing 報告（する）／憶測
A scathing 報告（する）／憶測 輪郭（を描く）ing a 明言する／公表する-許可／制裁d 麻薬ing system in Russia 誘発するd 即座の calls for the nation's entire team to be sidelined from the Summer Games, raising the 可能性 that the Olympics could go on without a sports 超大国 for the first time since the 1980s.
The 調査 解放（する）d Monday 確認するd a 計画／陰謀 run out of the anti-麻薬ing lab in Moscow that ensnared 28 summer and winter sports, from 跡をつける to snowboarding to 卓球. It lasted at least four years and 伴う／関わるd at least 312 肯定的な 実験（する）s that went unreported at the 命令 of higher-ups in the country's sports 省.
"A mind-blowing level of 汚職 within both ロシアの sport and 政府," said Travis Tygart, the CEO of the U.S. Anti-麻薬ing 機関.

The World Anti-麻薬ing 機関 速く called for the International Olympic 委員会 to consider a 十分な 禁止（する） of the ロシアの team from the Summer Olympics, which start Aug. 5 in Rio de Janiero. IOC 大統領，／社長 Thomas Bach said the 委員会 wouldn't hesitate to 適用する the toughest 許可／制裁s 利用できる.

It's no sure thing the ロシアのs will receive a 一面に覆う／毛布 禁止（する）. It's a 決定／判定勝ち（する） filled with political ramifications that 伴う／関わる a 重要な Olympic country. It puts the IOC in the position of 判決，裁定 against against one of its biggest 支持者s, a nation that spent more than $50 billion hosting the Winter Games in Sochi just two years ago. Not since the 支援する-to-支援する ボイコット（する）s by the 部隊d 明言する／公表するs in 1980, then the Soviet Union in 1984, have the Olympics been contested without one of its biggest players.
Bach has frequently spoken about the 罰金 line between "集団の／共同の 責任／義務 and individual 司法（官）." And for every anti-麻薬ing 機関 and 競技者 group calling for a 十分な 禁止（する）, there's seemingly another sports organization or leader 勧めるing 抑制.
"The 権利 to 参加する at the games cannot be stolen from an 競技者, who has duly qualified and has not been 設立する 有罪の of 麻薬ing," said Bruno Grandi, 大統領，／社長 of 体操' international 連合. "一面に覆う／毛布 禁止（する）s have never been and will never be just."

Russia's 副 大臣 of sports, Yuri Nagornykh, who was also part of Russia's Olympic 委員会, would direct 労働者s at the Moscow lab of which 肯定的な 見本s to send through to be 報告（する）／憶測d to WADA and which to 持つ／拘留する 支援する. 補助装置ing the 計画（する） was Russia's 国家の 安全 service ― the FSB, the 現在の 見解／翻訳／版 of the Soviet Union's 国家保安委員会.
"The Moscow 研究室／実験室 was 効果的に caught up in the jaws of a 副／悪徳行為," the 報告（する）／憶測 said. "It was a 重要な player in the successful 操作／手術 of a 明言する／公表する 課すd and rigorously controlled program, which was 全体にわたる managed and dictated by the (省 of Sport)."
Yes, McLaren wrote, it could be made to seem as though 労働者s at the 研究室／実験室 were 事実上の／代理 alone. But his 調査 undercut that theory.
"The Moscow 研究室／実験室 職員／兵員 行為／法令／行動するd as they did because, as (one) 証言，証人／目撃する 表明するd, if they did not, they would no longer be 雇うd there," he 結論するd.
On Monday, ロシアの 大統領 Vladimir Putin said 公式の／役人s 指名するd as 直接／まっすぐに responsible in the 麻薬ing 計画／陰謀 would be 一時停止するd. He asked for more （警察などへの）密告，告訴（状） from WADA so Russia could 行為／行う its own 調査.
McLaren said out of 577 肯定的な 見本 審査s he had 接近 to, 312 肯定的な results were held 支援する ― or labeled "Save" by the lab 労働者s. More than 250 of the 312 "Saves" （機の）カム from 陸上競技 and weightlifting, but other sports 伴う／関わるd 含むd swimming, 列／漕ぐ／騒動ing, snowboarding ― even 卓球.
McLaren 示唆するd the numbers could have been higher, but he had only 57 days for his 調査.
Time is 決定的な because the Olympics begin Aug. 5, and 決定／判定勝ち（する） s about Russia's 参加 in Rio must be made.
WADA 大統領，／社長 Craig Reedie, who is also an IOC member, said WADA is working to 設立する 指導基準s that will help the IOC and international sports 連合s identify exceptions to a 可能性のある ロシアの 禁止（する） ― 顕著に, 競技者s who trained in other countries that had 強健な, clean anti-麻薬ing systems. Those 競技者s, WADA said, should be 許すd to compete in Rio under a 中立の 旗.
McLaren said he was "unwaveringly 確信して" in his 報告（する）／憶測, and 主張するd there was no 漏れる, as several sports leaders 示唆するd over the 週末, when 草案 letters calling for Russia's 禁止（する） were 漏れるd to the マスコミ.
One of the letters' co-signers was Paul Melia, who 長，率いるs Canada's anti-麻薬ing organization and was in Toronto for McLaren's 贈呈.
"I'm shocked and 荒廃させるd by what's been going on," Melia said. "And I can only imagine how betrayed the clean 競技者s of the world are feeling today in the 直面する of this 証拠."
