Chain of Indian colleges 捜し出すs to 伸び(る) foothold in the US

BROOKLINE, 集まり. (AP) ― One of India's largest colleges is 拡大するing into the U.S. with the 購入(する) of one campus in New York and a 提案 to buy two more, 製図/抽選 対立 from 明言する/公表する 公式の/役人s in Massachusetts about the 質 of the education it will 申し込む/申し出.

Dozens of U.S. colleges have opened overseas campuses, but few foreign schools have sought to 設立する 支店s in the 部隊d 明言する/公表するs, in part because of the cost and tighter 規則. 友好 University, a system of 私的な colleges based in New Delhi, has long sought to create a 全世界の 網状組織 of schools, however.

Since it was 設立するd in 2003, the chain has opened campuses in India, England, 中国, South Africa and five other countries.

友好 paid $22 million last month to buy a Long Island 支店 of St. John's University in New York City, which was selling the campus and 転換ing to a smaller 場所/位置 on Long Island. 友好 計画(する)s to open its first U.S. 支店 at the 170-acre, century-old campus after it 伸び(る)s 所有権 in June 2017.

The chain also has made a 取引,協定 to buy the New England 学校/設ける of Art, a for-利益(をあげる) college 近づく Boston, and one of its sister schools, the Art 学校/設ける of New York City, によれば paperwork とじ込み/提出するd in Massachusetts. The 取引,協定 would 要求する 是認 from 明言する/公表する education 公式の/役人s.

"We are very, very skeptical about this," said Massachusetts 司法長官 Maura Healey, who is asking the 明言する/公表する's Board of Higher Education to 封鎖する the sale. "It's hard to imagine that this outfit from overseas, which has never done any education work here in this country, is 井戸/弁護士席-ふさわしい to 供給する any 肉親,親類d of education to these students."

Ami ty hopes a U.S. campus will attract students from abroad who want to 伸び(る) the prestige that comes with 熟考する/考慮するing in the 部隊d 明言する/公表するs. It also hopes to (1)偽造する/(2)徐々に進む 研究 共同s with other colleges, and to connect foreign scholars with their 相当するものs here.

"We have a 全世界の 見通し for education, a model of education which 許すs for student mobility, faculty 共同 and 研究 共同," said Aseem Chauhan, 友好's (ドイツなどの)首相/(大学の)学長. "We believe that the leaders of tomorrow will be those who have 視野s from different parts of the world."

Owned by a nonprofit company, the chain 申し込む/申し出s bachelor's and 卒業生(する) degrees in a 範囲 of fields, from art to 工学. It 入会させるs 125,000 students at more than a dozen campuses, and has grown 速く まっただ中に rising 需要・要求する for higher education in India.

Its 創立者 大統領,/社長, Ashok Chauhan, was 告発(する),告訴(する)/料金d with 詐欺 in the 1990s by 当局 in Germany, where he ran a 網状組織 of companies. He returned to India and was never (国外逃亡犯を)引き渡すd. "They are a 子会社 of a 複合的な/複合企業体 of companies," said Barmak Nassirian, director of 連邦の relations and 政策 分析 for the American 協会 of 明言する/公表する College and Universities. "This is by no means 安心させるing, if you ask me."

Aseem Chauhan 反対するs that 友好 has an "excellent and exceptional" 跡をつける 記録,記録的な/記録する of student 結果s, although he 拒絶する/低下するd to prov ide the 統計(学).

The school's leaders have been 注目する,もくろむing a U.S. 拡大 for years. In 2011, 友好 was one of seven colleges that entered a 競争 to build an 工学 campus in New York City. Cornell University and a school in イスラエル 最終的に won. In 2014, 友好 とじ込み/提出するd paperwork to open a nonprofit school in California, 税金 記録,記録的な/記録するs show, but never opened a campus.

"The for-利益(をあげる) market is really wide open 権利 now," said Kevin Kinser, a professor of education 政策 at Pennsylvania 明言する/公表する University. "An 会・原則 with a lot of 資源s might see this as a cheap 適切な時期 to get a foothold in the 産業."

Chauhan wouldn't discuss 友好's 提案するd 購入(する) of the two for-利益(をあげる) schools, and neither would the company that's selling them, the Pittsburgh-based Education 管理/経営 会社/団体. But both 味方するs 調印するd a letter to Massachusetts education 公式の/役人s in July 輪郭(を描く)ing the "心配するd 取得/買収" by 友好.

They say the sale would save the New England 学校/設ける of Art, which started making 計画(する)s to の近くに last year after half a 10年間 of 法外な enrollment and 歳入 losses. The 学校/設ける has stopped 追加するing new students, and many others have left. Some former students are now planning to 告訴する the 学校/設ける for 詐欺.

Massachusetts education 公式の/役人s have requested more (警察などへの)密告,告訴(状) from 友好 about the 提案.

Even if it's 認可するd, 友好 could 直面する a long road before it starts work in the U.S. To begin 認めるing degrees, it would need 是認 from a U.S. accreditor, often a rigo rous 過程. And to receive 連邦の 財政上の 援助(する) for its students, it would have to be 審査するd by the U.S. Department of Education.

Still, Chauhan said he's ready to make his 事例/患者.

"We continuously (判断の)基準 our 質 with the best 質 基準s and the best accreditation 基準s globally," he said.
