Austrian 外務大臣 Sebastian Kurz said "it is wrong to continue 即位 交渉s as if nothing 消極的な has happened in Turkey."
Instead, Vella 強調する／ストレスd the need to keep 外交ルートs open, even though the EU said only last week that Turkey has made 事実上 no 進歩 on 会合 条件s to earn ビザ-解放する／自由な travel for its 国民s. Such ビザ 自由化 is a 重要な part of the EU-Turkey 取引，協定 to 妨げる migrants from reaching Europe.
"The Turks say they stuck to their 味方する of the 取引, which is true and we know that 移住 has 事実上 stopped across the Aegean but at the same time what did we give them in return? This is the point," Vella said. "We have to give some 肯定的な signals if we want to see more 協調 from the other 味方する."
Vella said Turkey should be enticed step by step.
"I don't see difficulties in talking about ビザ 自由化, you know on a 漸進的な basis ― for example 開始 up for 外交の パスポートs, 開始 up for special パスポートs, 開始 up for businessmen who 定期的に visit Europe, young people," he said.
Malta takes over the EU 大統領／総裁などの地位 from Slovakia on Jan. 1, and will be in an ideal position to help 形態／調整 the 協議事項 and 行為／法令／行動する as a go-between on contentious 問題／発行するs like relations with Turkey, and with Britain, which has 投票（する）d to leave the EU.
EU leaders will discuss the EU-Turkey 難民 取引，協定 Thursday.
