Juvenile 拘留,拘置 中心s struggle with transgender inmates

PORTLAND, Maine (AP) ― The nation's juvenile 拘留,拘置 中心s are 大部分は ill-equipped to 扱う transgender teens, leaving them 攻撃を受けやすい to いじめ(る)ing, 性の 強襲,強姦, 不景気 and 自殺, 支持するs say.

Young transgender people are too often sent to girls' or boys' lockups based on their anatomy, not their gender 身元, and can 結局最後にはーなる 苦しむing psychologically and getting 選ぶd on by other inmates or staff members, によれば advocacy groups. Even when they are 割り当てるd to 拘留,拘置 中心s that correspond to their gender 身元, they are often victimized.

"There are many systems that are 基本的に clueless as to what the best practice should be, and they 結局最後にはーなる mistreating transgender girls 特に, just placing them in hallways or 手錠ing them to desks," because the 会・原則s don't know where to house them, said Flor Bermudez, 拘留,拘置 事業/計画(する) director at the Transgender 法律 中心.

Maine 計画(する)s to review its practices after a 16-year-old transgender boy 告発(する),告訴(する)/料金d with setting 解雇する/砲火/射撃 to his house killed himself while on a 自殺 watch in a girls' 部隊 in the Portland area. The 現在の 政策 is to house transgender juveniles on a 事例/患者-by-事例/患者 basis and not by anatomy alone, in 一致 with 連邦の 基準s.

Michelle Knowles said that her son, Charles, was sad to be in with the girls and that he also struggled with 不景気, symptoms of schizophrenia and other psychological problems.

"Some of these 問題/発行するs are 比較して new to a lot of the people working in the settings," said Shannon Wilber, 青年 政策 director at the 国家の 中心 for Lesbian 権利s, which also 作品 on に代わって of transgender people. She said there is "a lot of ignorance and misconceptions around transgender people."

Anne Nelsen, 大統領,/社長 of the Juvenile 是正s 会議, a 国家の organization for juvenile-司法(官) professionals, said in the 産業's 弁護 that some juvenile systems are overcrowded and understaf fed, 欠如(する)ing clinicians and others adequately trained in 取引,協定ing with transgender teens.

Nelsen said the profession is still learning.

"Transgender 青年 are no more ありふれた than they ever were, we're just more aware of them," she said. "Students are aware and families are, too. What 施設s are seeing now are more transgender 青年 who are coming out as transgender 青年."

The U.S. 司法(官) Department last spring 問題/発行するd a 思い出の品 that under the 刑務所,拘置所 強姦 排除/予選 行為/法令/行動する, transgender inmates, 含むing minors, can't be 割り当てるd 住宅 based 単独で on their genitalia. 刑務所,拘置所s are supposed to take into account such factors as how much danger these inmates 直面する and their own 見解(をとる) of where they belong and where they would be safest.

支持するs say juvenile 中心s too often put transgender 青年 in 独房監禁 confinement for their own safety. But the 連邦の 基準s 禁じる 決まりきった仕事 use of 独房監禁 for LGBT 囚人s and 要求する 拘留,拘置 中心s to look for 代案/選択肢s, such as 選び出す/独身-person 独房s within the general 全住民.

One 19-year-old transgender woman told The Associated 圧力(をかける) that during two years in juvenile 拘留,拘置 中心s and a halfway home in Texas, she was housed with boys and 繰り返して victimized.

"I 絶えず told them I don't feel comfortable with 存在 who I am while 存在 around a bunch of boys," said the young woman, who spoke on 条件 of anonymity after receiving death 脅しs.

She said she went to the hospital twice after 存在 jumped in a 安全な・保証する 部隊. The first time, other inmates broke her nose, and the second time, they stomped on her and knocked her unconscious, she said. She said that she 試みる/企てるd 自殺 several times.

"We're 絶えず having to fail, education-wise, because we have to 支払う/賃金 attention to our surroundings at every second of every day, because we don't know who's probably trying to shank us," said the young woman, who had a history of 強襲,強姦 告発(する),告訴(する)/料金s and was put in juvenile 拘留,拘置 at about 16 after 脅すing to 害(を与える) her mother.

The Texas Juvenile 司法(官) Department did not 答える/応じる to a request for comment.

行動主義者s complain also that some mental health professionals in these 会・原則s are not trained in 取引,協定ing with transgender 問題/発行するs. And 政策s 変化させる from 明言する/公表する to 明言する/公表する on whether transgender juveniles are する権利を与えるd to hormone therapy or other gender-移行 治療s behind 妨げる/法廷,弁護士業s.

抑えるing someone's gender 表現, inside 刑務所,拘置所 or outside, can より悪くする psychological problems such as 不景気, 苦悩 and gender dysphoria, the 苦しめる of feeling that one's 団体/死体 doesn't 反映する one's gender, Bermudez said.

No one appears to collect data 特に on 強襲,強姦s or 自殺s の中で transgender juvenile inmates. Even 統計(学) on how many transgender 青年s are behind 妨げる/法廷,弁護士業s are scant, though they are believed to (不足などを)補う an outsized 株 of the nation's more than 500,000 juveniles in lockup 毎年.

A 最近の 熟考する/考慮する in the 定期刊行物 of Gender, Social 政策 & the 法律 設立する that 12 パーセント of 青年s in 拘留,拘置 halls are transgender or gender-nonconforming, meaning they don't dress and 行為/法令/行動する in 慣例的に masculine or feminine ways. 専門家s say the 百分率 of transgender 青年 in the general 全住民 is believed to be far lower than that.

Some 明言する/公表する or 地元の 政府s have 可決する・採択するd solid, fair 政策s, Wilber said. Santa Clara 郡 in California, for example, says transgender 青年 can have recommended 移行-関係のある 治療s, 含むing hormones.

Massachusetts, unlike many other 明言する/公表するs, explicitly 許すs transgender 青年 to wear binders to compress their breasts, or breast-like 挿入するs under their shirts. Also, the 明言する/公表する 持つ/拘留するs 月毎の reviews of where each transgender inmate is 存在 housed.
