Trump's 提案するd big 軍の 予算 no sure thing
WASHINGTON (AP) - 共和国の／共和党のs 支配（する）／統制する 議会 so 大統領 Donald Trump's 誓約（する） to 上げる the 米国防総省 予算 by tens of billions of dollars should be a sure bet.
It's not.
Trump 直面するs skeptical 民主党員s whose support he'll need and 抵抗 from 会計の 保守的なs …に反対するd to 廃止するing a 2011 法律 that 始める，決める 会社／堅い 限界s on 軍の and 国内の spending. Unless the 大統領，／社長 人物／姿／数字s out a way to mollify the disparate （軍の）野営地，陣営s, he'll have a 堅い time 配達するing on a 署名 （選挙などの）運動をする 約束 to 救助（する） the 武装した 軍隊s from a festering 財政上の 危機.

上級の U.S. 指揮官s have きっぱりと 警告するd that the spending caps 始める，決める by the 予算 支配（する）／統制する 行為／法令／行動する are squeezing the 武装した 軍隊s so hard that the number of ready-to-fight 部隊s is dwindling. Gen. Daniel Allyn, the Army's 副／悪徳行為 長，指導者 of staff, startled many 国会議員s when he 証言するd recently that just three of the service's 58 active-義務 and reserve 旅団 戦闘 teams are ready to fight at a moment's notice.
Allyn and other four-星／主役にする officers pleaded during separate 審理，公聴会s in the House and 上院 for the spending 限界s to be 廃止するd, （疑いを）晴らすing the way for the bigger 予算s they say are needed to stop the 軍の's 準備完了 for 戦闘 from decaying その上の.
"We need to 行為／法令／行動する now before it's too late," said Gen. Stephen Wilson, the 空気／公表する 軍隊's 副／悪徳行為 長，指導者 of staff.

国家の 安全 強硬派s in 議会 have 示唆するd a 弁護 予算 of $700 billion in 2018 - more than at any point during the wars in Iraq and Afghanistan. The total, which 含むs $60 billion for overseas 戦闘 操作／手術s, is $91 billion over the 義務的な spending cap.
That's just a 負かす／撃墜する 支払い（額） to begin digging out of a 準備完了 problem the 米国防総省's 最高の，を越す 厚かましさ／高級将校連 says will take years to 直す／買収する，八百長をする. GOP Sen. 安全な・保証するing these sizable and 支えるd 増加するs will 要求する 廃止するing the 予算 支配（する）／統制する 行為／法令／行動する. Trump, however, has 提案するd to 除去する only the 予算 限界 on 弁護. That's a nonstarter for 民主党員s, who have long 需要・要求するd parity between the two 幅の広い 部類s of 連邦の spending.
They've argued that Trump's approach will continue to 制限する the 予算s of the departments of 明言する／公表する, 財務省 and 司法（官）, all of which play 必須の 国家の 安全 役割s.
"We've always 主張するd, on our 味方する of the aisle, that as long as the caps are in place, there should be equal 救済," said Sen. Tim Kaine of Virginia, the 最高の，を越す 民主党員 on the 上院 武装した Services 準備完了 小委員会.
Trump will need at least a handful of 民主党員s on his 味方する: It'll take 60 投票（する）s in the 上院 to undo the 予算 法律 and 共和国の／共和党のs 持つ／拘留する 52 seats.
共和国の／共和党のs 持つ／拘留する a larger 大多数 in the House, but the party's 赤字 強硬派s are a 重要な 障害. They see the caps as blunt yet 効果的な 道具s to 抑制（する） 連邦の spending and 妨げる the 国家の 負債 from spiraling その上の out of 支配（する）／統制する.
"We're walking into a 財政上の train 難破させる that is going to have 関わりあい／含蓄s not just ーに関して／ーの点でs of 国家の 安全 but ーに関して／ーの点でs of everyone's 財政上の 安全," said Rep. 示す Sanford, R-S.C. "It would be 悲惨な to 簡単に abandon the caps with no other 代案／選択肢 in place."
But not everyone is 納得させるd that the 米国防総省 is struggling so mightily.
国会議員s such as Rep. Jackie Speier, a 自由主義の California 民主党員 and a member of the House 武装した Services 委員会, 競う the 現在の 弁護 予算 of $611 billion is already more than 中国 and Russia spend on their 軍のs 連合させるd.
On 最高の，を越す of that, money is 存在 wasted on bases and 取り付け・設備s that are no longer needed but remain open because the GOP-led 議会 has so far 辞退するd to 許す a new 一連の会議、交渉／完成する of base 終結s.
"No one wants to see bases の近くに," Speier said. "But we have a 確かな マリファナ of money and we've got to use it smartly."
