GOP health 計画(する): Lower costs, better care, or road to 廃虚?

WASHINGTON (AP) - 最高の,を越す House 共和国の/共和党のs say their 輪郭(を描く) for 取って代わるing 大統領 Barack Obama's health care 法律 is a pathway to greater 柔軟性 and lower costs for 消費者s. 民主党員s see a road to 廃虚 for millions who'd 直面する lost ニュース報道 and higher 医療の expenses, 特に the poor.

The 計画(する) "確実にするs more choices, lower costs and greater 支配(する)/統制する over your health care," によれば talking points GOP leaders 手渡すd 国会議員s 長,率いるing home to 直面する 選挙権を持つ/選挙人s during this week's 休会.

民主党員s say the 提案 would 脅す the ニュース報道 of 20 million Americans 伸び(る)d under Obama's 2010 精密検査する. "It's like rationing" health care, said Rep. Frank Pallone of New Jersey, the House Energy and 商業 委員会's 最高の,を越す 民主党員.

The GOP 一括 欠如(する)s 詳細(に述べる)s, which are a work in 進歩, and has no 見積(る)s of cost or the number of people it would serve. It's also uncertain if enough 共和国の/共和党のs would support it - a 障害物 that's flummoxed leaders over seven years of trying to 取り去る/解体する Obama's 法律.

The 計画(する)'s 最高潮の場面s and each 味方する's 見解(をとる)s:

___

MEDICAID: Serves 77 million people, mostly the poor and those with nursing home costs. 利益s go to anyone who qualifies.

GOP 国会議員s want 明言する/公表するs to receive 直す/買収する,八百長をするd 連邦の sums per 受益者. These would probably be いっそう少なく generous than today's 支払い(額)s, which 一般に cover costs automatically. They'd give more 力/強力にする to 明言する/公表するs to decide who and which services are covered, and 段階 out Obama's 拡大 for 付加 lower-収入 people that 31 明言する/公表するs 受託するd.

共和国の/共和党のs: The program is unsustainable. Its costs are 事業/計画(する)d to grow from $390 billion this year to nearly $500 billion in 2022. It's 押し寄せる/沼地ing 明言する/公表するs, devouring an 普通の/平均(する) one-fifth of their 予算s. 明言する/公表するs should have more freedom to 形態/調整 programs.

民主党員s: The GOP will 削減(する) Medicaid's 予算 and cash-strapped 明言する/公表するs can't (不足などを)補う the difference. That means より小数の 受取人s with higher out-of-pocket costs, dwindling menus of services covered and lower 支払い(額)s to providers.

___

INDIVIDUAL MANDATE: If people don't get 政策s at work or from 政府 programs like Medicare or 退役軍人s' ニュース報道, Obama's 法律 要求するs them to buy it 個人として or 支払う/賃金 税金 刑罰,罰則s. Millions 購入(する) 保険 on online 交流s the 法令 設立するd, and nearly 9 in 10 get 連邦の 補助金s.

The GOP would erase the 刑罰,罰則 and 段階 out 補助金s, 取って代わるing them with a 税金 credit for everyone not insured on the 職業 or by 政府 programs. The 量 is 決めかねて, but it would be larger for older people and not 変化させる by people's income. It would cover 扶養家族 children up to age 26 and be paid 月毎の. If one's 税金 義務/負債 is smaller than the credit, the IRS would refund the difference with a check.

共和国の/共和党のs: Unlike Obama's 補助金s for use on 交流s, the GOP 税金 credit lets people spend it for any 明言する/公表する-認可するd 政策s. Adjusting the credit for income like Obama's 補助金s, which are higher for the poor, creates disincentives for work. 消費者s would 抑制(する) 医療の expenses because they could deposit leftover 基金s into health 貯金 accounts.

民主党員s: A boon to better-off people at the expense of poorer 消費者s, who today get bigger 補助金s than those in higher income brackets. Unlike Obama's 補助金s, the GOP credit is not adjusted for 地元の health care costs.

___

HEALTH SAVINGS ACCOUNTS: People can already 与える/捧げる money to these 税金-好意d 基金s if they also have health 保険 with high 年次の deductibles. Once the deductible is met, money in the 基金s can be tapped to 支払う/賃金 医療の 法案s. This year's 出資/貢献s are capped at $6,750 for families.

共和国の/共和党のs would 増加する 出資/貢献 限界s, perhaps letting them 近づく ly 二塁打. Money could be spent for over-the-反対する 製品s.

共和国の/共和党のs: Creates incentives for people to shop for 医療の care and 抑制(する) spending, which helps 支配(する)/統制する costs.

民主党員s: A gift to the rich. Useless for low- and middle-income families already having trouble saving money. Their 貯金 would pale compared with 可能性のある 法案s for serious health problems.

___

HIGH-RISK POOLS: More than 30 明言する/公表するs tried these 政府-補助金を支給するd 基金s for people whose pre-存在するing 医療の 条件s made them 高くつく/犠牲の大きい to insure. They had a problematic history, often losing money and with ニュース報道 限界s and long waits.

The GOP would create 連邦の 認めるs that 明言する/公表するs could use to help 財政/金融 pools or any 成果/努力 to 安定させる their 保険 markets, like helping people 支払う/賃金 賞与金s.

共和国の/共和党のs: An innovative way to let 明言する/公表するs design programs to help "their most 攻撃を受けやすい 患者s," the talking points say.

民主党員s: 歴史的に, the pools get いっそう少なく 政府 money than needed to 機能(する)/行事 井戸/弁護士席. No 代用品,人 for Obama's 委任統治(領)d individual ニュース報道, 罰金s and 補助金s.
