The Department of Health and Human Services under 共和国の/共和党の Gov. Rick Snyder 積極性 施行するd a 明言する/公表する 法律 that stopped 利益s in 2013-14 for people who were 名簿(に載せる)/表(にあげる)d as 逃亡者/はかないものs 手配中の,お尋ね者 for 罪,犯罪s. But 弁護士/代理人/検事s argued that there were errors in 法律 施行 databases, such as wrong 身元s and outdated (警察などへの)密告,告訴(状), の中で other problems.

After losing major 決定/判定勝ち(する)s in two 連邦の 法廷,裁判所s, the 明言する/公表する settled the class-活動/戦闘 訴訟 whereby 18,700 people would each qualify for a lump-sum food 援助 支払い(額) of $3,120. By late April, 15,000 had received 支払い(額)s totaling $47 million, said (頭が)ひょいと動く Wheaton, 広報担当者 for the department.

The money, which comes from the 連邦の 政府, is put on debit-style cards known in Michigan as 橋(渡しをする) cards. The cost could grow by millions if more people are 設立する.

"The 過程 is still 現在進行中の," Wheaton said.

U.S. 地区 裁判官 Judith 徴収する 設立する many problems with how the 明言する/公表する was 取り消すing 利益s for thousands of poor people. Besides errors in police databases, 弁護士/代理人/検事s pointed out that the 明言する/公表する was disqualifying people even if 捜査官/調査官s weren't 活発に searching for them.

Myticka Brooks, of Detroit, said she was 閉めだした for more than two years. Her four children still qualified for food 援助, but she often had to rely on family for help.

"I called every 法廷,裁判所 in Michigan, I think," Brooks said Thursday. "Did I have an 優れた 令状? Was I in trouble? What did I do? I still don't know."

Sheryl Wade, of Eastpointe, said she was 拒絶するd because of a bad check 令状 in Detroit that was 恐らく 問題/発行するd more than 20 years ago.

"You can't have a computer spitting people out of the system. All of us want 予定 過程," said Miriam Aukerman of the American Civil Liberties Union of Michigan. "We tried to 解決する this before litiga tion. The 明言する/公表する still proceeded to go ahead."

弁護士/代理人/検事s for the Human Services department argued that 議会 gave 明言する/公表するs the 当局 to 割れ目 負かす/撃墜する on 逃亡者/はかないものs getting 福利事業 and that it wasn't the 機関's 職業 to 訂正する (警察などへの)密告,告訴(状) in a police database. The 裁判官 and a 連邦の 控訴,上告s 法廷,裁判所 weren't swayed.

"We have not heard of any other 明言する/公表する that 辞退するd to 供給する (疑いを)晴らす (警察などへの)密告,告訴(状) about the underlying 推論する/理由 for 否定するing 利益s," said Aukerman, who 扱うd the 訴訟 with co-counsel Jacqueline Doig.

It's not 明言する/公表する 政府's only 論争 関係のある to a loss of 利益s. An 自動化するd system at Michigan's 失業 機関 erroneously (刑事)被告 thousands of people of とじ込み/提出するing 誤った (人命などを)奪う,主張するs. Half of 28,000 事例/患者s have been reviewed again, and 44 パーセント have been 逆転するd, 公式の/役人s said this week. The director of the 機関 was 再任命するd.

In the food 援助(する) 論争, the cost 伴う/関わるs more than making people whole: The 明言する/公表する has agreed to 支払う/賃金 $911,000 in 合法的な 料金s to the ACLU and the 中心 for Civil 司法(官), which won the 事例/患者. Wheaton said the department hasn't 決定するd the separate staff cost of 従うing with 法廷,裁判所 orders.

"Food 援助 is an incredible driver of 経済成長," Aukerman said. "This is money that would have come to Michigan. It's just coming late."
