EU 議会 脅すs 拒否権 on Brexit over 国民s' 権利s

BRUSSELS (AP) - The European 議会 on Monday 始める,決める itself on a 衝突/不一致 course with Britain, making a damning 査定/評価 of British 提案s on EU 国民s' 権利s after the U.K. leaves the European Union.

The 立法機関 示すd it would be using its 力/強力にする of 拒否権 on the 交渉s if Britain did not become more lenient on the 権利s of EU 国民s living in the country, a その上の 指示,表示する物 of how 堅い the two-year 交渉s are 推定する/予想するd to become.

In a letter Monday to EU 長,指導者 交渉者 Michel Barnier, the group said EU 国民s in Britain would be looking at "nothing いっそう少なく than relegation to second-class status," 追加するing that the U.K. 提案s made on June 26 do not "尊敬(する)・点 the 原則s of 相互主義, symmetry and 非,不,無-差別."

国民s' 権利s in each other's nations are considered the first 問題/発行する that both 味方するs must settle.

"It is (疑いを)晴らす we will not 認可する any 取引,協定 which 減らすs the 権利s of EU 国民s in the U.K. or U.K. 国民s in the EU," Guy Verhofstadt, the EU 議会's 長,指導者 Brexit 公式の/役人, told the AP.

Even though Barnier is 主要な the 交渉s for the EU as a whole, the European 議会 still has a 拒否権 権利 on any 取引,協定. So Verhofstadt's words carry 力/強力にする and should 上げる the standing of Barnier when he 会合,会うs with his British 相当するもの David Davis next week.

British 総理大臣 Theresa May had first floated her ideas on 保護するing the 権利s of each other's 国民s at an EU 首脳会議 in late June. The U.K. 提案 申し込む/申し出s EU 国家のs who have lived in Britain for at least five years - as of an 明示していない 削減(する)-off date - "settled status," with the 権利 to live, work and 接近 利益s. The 概算の 3 million EU 国家のs in Britain would all have to 適用する 個々に for 許可 to stay, and it's 不明瞭な what the 計画(する) would mean for those who have been in the U.K. for a shorter time.

The other EU leaders were halfhearted at best about what May called a "generous" 申し込む/申し出 on 保護するing the 権利s of EU 国民s.

After carefully 熟考する/考慮するing the 詳細(に述べる)s, the EU 議会's Brexit Steering Group was much more 最終的な and said too much of Britain's 楽観的な talk was just a smoke 審査する. It 示すd it wouldn't be good enough for the 立法機関.

"The 権利s of EU 国民s in the U.K. will be 減ずるd to a level lower than third country 国家のs in the EU," the letter to Barnier said.

"The aspirational language used in relation to 権利s as important as the 権利 to health or the 承認 of diploma and professional 資格s does not prov ide the much-needed 保証(人)s."

"Above all," the four-page letter brimming with scathing comments 追加するd, EU 国民s in Britain would have "no life-long 保護."

The EU 議会 wants 国民s from both 味方するs to receive "fair 治療" and their 権利s "given 十分な 優先 in the 交渉s."

と一緒に 国民s' 権利s, the Brexit 交渉者s will first have to 演説(する)/住所 the 相当な 法案 that Britain will have to 支払う/賃金 to やめる the EU and the problems surrounding the 国境 in Ireland.

The 撤退 過程 of Britain from the EU should be 完全にするd by March 2019, meaning 交渉者s only have up to the 落ちる of 2018 to agree, not only on the disentanglement of the country but also on setting up a new 関係.

The EU has said once there is "十分な" 進歩 on such 撤退 問題/発行するs as the 権利s of 国民s, it could start 会談 同時に on a new 関係 and a 貿易(する) 取引,協定.

The difficulties already surrounding the first 問題/発行する 示す that it could become a 堅い 職業.
