Yemen's civil war turns country into コレラ 産む/飼育するing ground

SANAA, Yemen (AP) - 崩壊(する)ing on sidewalks and 絶えず vomiting, some of the Yemeni 村人s barely make it to the tiny health 中心 where doctors spread cardboard sheets in the backyard and use trees to hang 捕らえる、獲得するs of IV fluids for 患者s.

They are part of a stream of hundreds of 嫌疑者,容疑者/疑うd コレラ 犠牲者s that continues to converge on the 中心 from the 貧窮化した town of Bani Haydan in Yemen's northern Hajja 州. Just hours after 存在 感染させるd, vomiting and diarrhea 原因(となる) 厳しい dehydration that can kill without 早い 介入.

Yemen's 激怒(する)ing two-year 衝突 has turned the country into an incubator for lethal コレラ: 原始の 衛生設備 and water systems put Yemenis at 危険 of drinking feces-汚染するd water; 井戸/弁護士席s are dirtied by runoff from 降雨 on piles of garbage left uncollected for weeks; 農地 is irrigated with broken 下水管s 予定 to lax oversight and 汚職; 医療の 介入 is 延期するd 予定 to 未払いの 政府 従業員s and half of the country's health 施設s are out of service.

The コレラ 突発/発生 in Haiti has killed more than 9,000 people since 2010, but Yemen has seen the largest 突発/発生 of the 病気 記録,記録的な/記録するd in 最近の memory in any country in a 選び出す/独身 year. The 国際連合 and international 援助(する) organizations say they are shocked at the 速度(を上げる) and 規模 of the 突発/発生.

"It's a コレラ 楽園," said George Khoury, 長,率いる of the U.N. Office for the 調整 of 人道的な 事件/事情/状勢s in Yemen. "It's a recipe for 災害."

One in every 120 Yemenis is now 嫌疑者,容疑者/疑うd of 存在 sick with コレラ, によれば the International 委員会 of the Red Cross.

There have been around 2,000 deaths in the country since April 27. About 5,000 people 落ちる sick every day and more than 450,000 more are 嫌疑者,容疑者/疑うd of having the 病気, によれば the World Health Organization.

The 大多数 of those exposed to the bacteria known as Vibrio コレラ don't 落ちる sick and only 1 in 10 感染させるd people develop 調印するs of コレラ. 事例/患者s are mostly treatable with a simple rehydration 解答 or IV rehydration.

The 役割 the war has played in Yemen's コレラ 突発/発生 can't be overemphasized, said Adeeb al-Rassabi, Sanaa general 調整者/コーディネーター for the Electronic 病気 and 警告 System, the country's 疫病/流行性の 監視 system. If not for the 衝突, "we would have been able to 含む/封じ込める コレラ in no more than one month, no more, no 疑問."

"This is like a 解雇する/砲火/射撃 alarm so if there is smoke and the system is not working, the 解雇する/砲火/射撃 will 激怒(する) (throughout) the entire place," he said.

Yemen's civil war 炭坑,オーケストラ席s a Saudi-led 連合 supporting the 国祭的な 認めるd 政府 against Shiite Houthi 反逆者/反逆するs. 論争s between the 政府 and Houthis over 歳入s have left about a million civil servants, 含むing 30,000 医療の スタッフの一員s, without salaries since September.

Rima al-Youssefi, 長,率いる of the 監視 system, defended her 機関, telling The Associated 圧力(をかける) that 従業員s work around the clock without 支払う/賃金. "There is no 予算 ... there is a 厳しい 不足 of everything," she said.

Her 機関 is just one of many 明言する/公表する 団体/死体s that have been left to 落ちる apart without help from the international community. Although the U.N. has 控訴,上告d for $2.1 billion for 救済 work this year, only 44 パーセント has been 基金d.

In the town of Kohlan al-Sharaf, not far from Bani Haydan, doctors use 総計費 flashlights to 診察する 患者s in a school 変えるd into a 一時しのぎの物,策 health 中心 after the 施設 next door reached 十分な capacity.

Cash-strapped doctors say they 港/避難所't been paid for months and some have pawned their wives' 宝石類 to buy clean water. Health 労働者s 仕事d to 監視する, collect and 報告(する)/憶測 data to the central 機関 are in 負債, even borrowing money to 告発(する),告訴(する)/料金 their phones.

The war, which has killed 10,000 非軍事のs, 原因(となる)d 飢饉 to spread to parts of the country. U.N. 人物/姿/数字s show there are 17 million people who are hungry. Nearly 80 パーセント of Yemen's children nee d 人道的な 援助 while 2.2 million children を煩う 激烈な/緊急の 栄養不良. Around 14.5 million people do not have 接近 to clean water and 衛生設備.

The chance of death from コレラ 増加するs if 患者s already を煩う 栄養不良 or other health 問題/発行するs.

Last month, U.N. 機関s 取り消すd the 配達/演説/出産 of a million doses of ワクチンs, 説 it was already too late for the ワクチンs to 行為/法令/行動する as a 予防の 手段. Another 推論する/理由 was 関心 that their uneven 配当 in areas under Houthi and 政府 支配(する)/統制する could 燃料 the 衝突.

The strong 大多数 of コレラ-感染させるd people, who have 接近 to health services, 生き残る.

U.N. 機関s have 始める,決める up more than 1,000 中心s for 治療 and are trying to 補償する 医療の 労働者s with stipends and help thousands of volunteers who go from door to door to spread 認識/意識性 の中で families on how to 保護する themselves from コレラ.

A recently updated 地図/計画する from 世界保健機構 shows コレラ has 影響する/感情d 22 of Yemen's 23 州s but is concentrated in the northern 地域, which 落ちるs under the Houthis' 支配(する)/統制する. This is where the 大多数 of the 全住民 lives - about 70 パーセント of Yemen's 26 million people.

によれば 世界保健機構, the Hajja 州 northwest of Sanaa 階級s の中で the worst stricken areas and has a total 366 deaths since the second wave of the 病気 started April 27. In some areas in Hajja out of reach of U.N. 機関s, large numbers of Yemenis have been 感染させるd. In Bani Haydan village, nearly 20 パーセント of the 全住民 has fallen sick or died of コレラ.

The civil war has 軍隊d the 排水(気)量 of 3 million people, その上の 与える/捧げるing to the problem. When newcomers to a village 始める,決める up septic 戦車/タンクs underneath their houses not far from water 井戸/弁護士席s, 汚水 often 漏れるs into the drinking water.

In the コレラ hotspot of al-Umayri village, where the first 事例/患者 was 報告(する)/憶測d in Sanaa 州, one water 井戸/弁護士席 labeled "汚染するd" is still たびたび(訪れる)d by barefoot boys carrying jerry cans. 近づく Sanaa's main water 治療 工場/植物, which pumps 扱う/治療するd 汚水 to 農地s, 農業者s frequently break the pipelines and irrigate their 農地s with raw 汚水. The 収穫 goes to Sanaa's 居住(者)s and restaurants.

Poor 衛生設備 and 汚水 are 10年間s-old problems in Yemen, where millions depend on water 井戸/弁護士席s.

Some 落ちる under the 裁判権 of central 当局 but the 大多数 are run by individuals who sell the water to トラックで運ぶ owners, who then 分配する it to 戦車/タンクs 大(公)使館員d to 世帯s. Depending on their income, families either buy water 直接/まっすぐに 抽出するd from 井戸/弁護士席s - usually not a 安全な source of drinking water- or from a mushrooming number of 個人として owned water 駅/配置するs, which 殺菌する and purify water before selling it in 瓶/封じ込めるs.

Field 労働者s take 見本s from the 井戸/弁護士席s and 駅/配置するs. Those 設立する 汚染するd are ordered shut 負かす/撃墜する. However, many 賄賂 corrupt bureaucrats to get their 駅/配置するs or 井戸/弁護士席s 再開するd.

Nashwan al-Attab, 副 health 大臣, produced a 地図/計画する of Sanaa 州. Red dots 描写するd 事例/患者s of コレラ, many concentrated around water 井戸/弁護士席s. "We believe they are 汚染するd ... there is no other explanation."

コレラ 突発/発生s will continue until millions of Yemenis get 接近 to clean water and that will remain a challenge as long as there is war, 専門家s say.

"My main message here is that if the コレラ 突発/発生 goes 負かす/撃墜する, don't forget about Yemen and stop supporting (the country), else we may have another (突発/発生) in a few months," said Marije Broekhuijsen, a UNICEF 衛生設備 and hygiene specialist.
