SEATTLE (AP) - A 裁判官 has upheld Seattle's first-in-the-nation 保証人／証拠物件 system for 公然と 財政／金融ing political （選挙などの）運動をするs as 憲法の.
In a 決定／判定勝ち（する） late Thursday, King 郡 Superior 法廷，裁判所 裁判官 Beth Andrus 拒絶するd a challenge brought by two 地元の 所有物／資産／財産 owners who said the いわゆる "僕主主義 保証人／証拠物件" program 軍隊s them - through their 税金 dollars - to support 候補者s they don't like.
Seattle's 投票者s 認可するd the program in 2015, and it's 存在 used for the first time in this year's City 会議 and city 弁護士／代理人／検事 races. Under it, the 投票者s 税金d themselves $3 million a year in 交流 for four $25 保証人／証拠物件s that they can 調印する over to 候補者s.

The idea is to 反対する big money in 選挙s, help lesser-known 候補者s raise money to communicate their 見解（をとる）s, and to get more 投票者s 伴う／関わるd in politics.
The program is 合法的な because the city has a reasonable justification for it, it doesn't 促進する any particular viewpoint over any other, and it 落ちるs within the 範囲 of public （選挙などの）運動をする 財政／金融ing 許すd by the U.S. 最高裁判所, the 裁判官 wrote.
"The City has articulated a reasonable justification for the 僕主主義 保証人／証拠物件 Program," Andrus wrote. "It 捜し出すs an 増加する in 投票者 参加 in the 選挙（人）の 過程. ... The 僕主主義 保証人／証拠物件 Program is a viewpoint 中立の method for 達成するing this goal."
The 太平洋の 合法的な 創立／基礎, the libertarian-leaning 法律 会社／堅い which 代表するd 地元の 所有物／資産／財産 owners 示す Elster and Sarah Pynchon, will 控訴，上告, said 弁護士／代理人／検事 Ethan Blevins.

によれば the city, the 税金 that raises money for the program costs the 普通の／平均（する） homeowner $11.50 per year. Only a fraction of the city's 投票者s have 供給するd 保証人／証拠物件s to 候補者s, so there's been more than enough money raised by the 税金 to cover the costs.
候補者s must qualify to receive the 保証人／証拠物件s by collecting 確かな numbers of small-dollar 出資／貢献s. The 最新の data from the program, updated Thursday, shows the 候補者s have redeemed more than 42,000 保証人／証拠物件s valued at more than $1 million.
City 会議 候補者s Teresa Mosqueda and Jon 認める have each received and redeemed the 最大限 number 許すd - 12,000, valued at $300,000.
