女性(の) 国会議員s 主張する いやがらせ by 同僚s in House

WASHINGTON (AP) - For years, 共和国の/共和党の Rep. Mary Bono 耐えるd ますます suggestive comments from a fellow 国会議員 in the 衆議院. But when the 下院議員 approached her on the House 床に打ち倒す and told her he'd been thinking about her in the にわか雨, she'd had enough.

She 直面するd the man, who she said still serves in 議会, telling him his comments were demeaning and wrong. And he 支援するd off.

Bono, who served 15 years before 存在 敗北・負かすd in 2012, is not alone.

As 報告(する)/憶測s pile up of いやがらせ or worse by men in entertainment, 商売/仕事 and the マスコミ, one 現在の and three former 女性(の) 国会議員s tell The Associated 圧力(をかける) that they, too, have been 悩ますd or 支配するd to 敵意を持った 性の comments - by fellow members of 議会.

Their stories, published Friday by The AP, 新たにするd calls to 強化する up 議会' own lax training and 報告(する)/憶測ing 必要物/必要条件s. House (衆議院の)議長 Paul Ryan sent a 覚え書き to fellow 国会議員s encouraging them to 完全にする 性の いやがらせ training and 委任統治(領) it for their staffs, telling them, "いやがらせ has no place in this 会・原則. ... We can and should lead by example."

The example 始める,決める by male members of 議会 has not always been admirable, as the accounts from the four 女性(の) 国会議員s who spoke with The AP make (疑いを)晴らす.

The 出来事/事件s they recounted occurred years or even 10年間s ago, usually when the women were young newcomers to 議会. They 範囲 from 孤立するd comments at one 審理,公聴会, to repeated unwanted come-ons, to lewd 発言/述べるs and even groping on the House 床に打ち倒す. Coming まっただ中に an 強めるing 国家の 焦点(を合わせる) on 性の いやがらせ and gender 敵意 in the workplace, the 発覚s 強調する that no woman is 免疫の, even at the highest reaches of 政府.

"This is about 力/強力にする," said Democratic former California Sen. Barbara Boxer, after 述べるing an 出来事/事件 at a 審理,公聴会 in the 1980s where a male 同僚 made a sexually suggestive comment about her from the 演壇, which was met with general laughter and an 認可するing second from the 委員会 chairman.

"That was an example of the way I think we were thought of, a lot of us. ... It's 敵意を持った and embarrasses, and therefore could take away a person's 力/強力にする," she said.

The 国会議員s 拒絶する/低下するd to identify the 悪党/犯人s by 指名する, but they said at least two of the men continue to serve in the House. 非,不,無 of the 女性(の) 国会議員s interviewed 報告(する)/憶測d what happened, and some 公式文書,認めるd it was not (疑いを)晴らす where they would 宿泊する such a (民事の)告訴. At least three of the four told friends or 補佐官s about the 出来事/事件s, which in some 事例/患者s were 証言,証人/目撃するd by other 国会議員s.

"When I was a very new member of 議会 in my 早期に 30s, there was a more 上級の member who 完全な propositioned me, who was married, and にもかかわらず trying to laugh it off and 小衝突 it aside it, would repeat. And I would 避ける that member," said Rep. Linda Sanchez, D-Calif. She 追加するd that she would 警告する other new 女性(の) members ab out the 国会議員 in question, but she 拒絶する/低下するd to identify him, while 説 he remains in 議会.

"I just don't think it would be helpful" to call the 国会議員 out by 指名する, Sanchez said. "The problem is, as a member there's no HR department you can go to, there's nobody you can turn to. 最終的に they're 雇うd by their 選挙権を持つ/選挙人s."

She said it seemed like the 国会議員 didn't know how to talk to a woman as an equal. "Instead of 存在, 'How's the 天候, how's your career, how's your 法案,' it was, 'I thought about you while I was in the にわか雨.' So it was a 事柄 of 説 to him, 'That's not 冷静な/正味の, that's just not 冷静な/正味の.'"

Bono 拒絶する/低下するd to identify the 国会議員, 説 the 行為 stopped after she finally challenged him. He still serves in 議会, she said.

"It is a man's world, it's still a man's world," Bono said. "Not 存在 a flirt and not 存在 a bitch. That was my 支配する, to try to walk that 罰金 line."

Former Rep. Hilda Solis, now a Los Angeles 郡 監督者, 解任するs repeated unwanted 悩ますing 予備交渉s from one 国会議員, though she 拒絶する/低下するd to 指名する him or go into 詳細(に述べる).

"I don't think I'm the only one. What I tried to do was ignore it, turn away, walk away. 明白に it's 不快な/攻撃. Are you supposed to be flattered? No, we're adults. Not appropriate," said Solis, who left 議会 in 2009 to join the Obama 行政 as labor 長官.

"It's humiliating, even though they may have thought they were 存在 削減(する). No, it's not. It's not appropriate. I'm your 同僚, but he doesn't see me that way, and that's a problem," Solis said.

The experiences occurred against the 背景 of broader gender inequities in 議会, where women remain a 際立った 少数,小数派, making up only about 20 パーセント of members in the House and 上院. That's up from より小数の than 10 パーセント in the 4半期/4分の1-century since politics' Year of the Woman in 1992. The 増加する in numbers and the prominence of a few individual women, such as House Democratic Leader Nancy Pelosi, has not resulted in parity in all 対策, nor 除去するd the 可能性のある for male members to demean or even 悩ます their 女性(の) 相当するものs. Nonetheless, a few 女性(の) 国会議員s 接触するd by the AP 表明するd surprise and even 不信 at the notion that 国会議員s themselves could be 犠牲者s of いやがらせ.

Yet when it comes to 国会議員s themselves, Speier said: "I think the women in 議会 are big girls. The equalizer that 存在するs in 議会 that doesn't 存在する in other settings is that we all get paid the same 量 and we all have a 投票(する), the same 投票(する). So if you have members that are demeaning you it's because you're letting them."

Democratic former Rep. Ellen Tauscher of California argued that although male 国会議員s "can be jackasses ... I don't believe members of Co ngress can sexually 悩ます each other, which is a 合法的な 称する,呼ぶ/期間/用語 of art, because we are equals in our work."

In fact, the 法律 明示するs that いやがらせ can occur between equals, said Jennifer Drobac, a professor at the Indiana University Robert H. McKinney School of 法律, who teaches a course in 性の いやがらせ 法律.

"正式に, two members of 議会 may have the same status. That doesn't change the fact that 性の いやがらせ can occur between peers," Drobac said, 公式文書,認めるing that 非常に/多数の other factors can come into play, 含むing the difference in age and length of service between the members, and the mere fact that men have more 力/強力にする in society than women.

Bono said she 設立する 力/強力にする in 直面するing her harasser, and that after she did so it never happened again. But Bono 堅固に 論争d any suggestion that she or any other 女性(の) 国会議員 could not be 悩ますd by their peers.

"My career didn't 苦しむ, I didn't 苦しむ," Bono said. "But it did happen."
