Joy, angst over ローマ法王 visit to Chile's restive Mapuche 地域
TEMUCO, Chile (AP) - When ローマ法王 Francis visits the de facto 資本／首都 of Chile's Mapuche people, he will be 挿入するing himself into one of Latin America's longest-running 衝突s 伴う／関わるing indigenous 全住民s and one that periodically 爆発するs in 暴力／激しさ.
Leaders of both the Mapuches and the Chilean 政府 have said in 最近の weeks they hope Francis can "容易にする 対話" on 論争s dating to the late 19th century, when the Mapuches, known for their ferocity resisting Spanish and other European 植民／開拓者s, were definitively 敗北・負かすd by the Chilean 軍の.
At 火刑／賭ける are many 厄介な 問題／発行するs: 所有権 of ancestral lands in the southern Araucania 地域, 合法的な 承認 of the Mapuches' language and culture, and 差別 that their leaders say permeates all facets of life.

"In practical 条件, we as a people don't 存在する. It's shameful," said Hugo Alcaman, 大統領，／社長 of ENAMA, a Mapuche group that encourages 地元の 商売／仕事s and 支持するs social change. "We need 交渉s. We hope that the ローマ法王 工場／植物s the seeds for it to happen."
How far the ローマ法王 goes in any 声明 supporting the Mapuches will be closely watched, and even fretted over. Francis, a native of 隣接地の Argentina and the first ローマ法王 from Latin America, has shown strong support for indigenous peoples during visits in other countries. In Bolivia in 2015, he went so far as to わびる for the Roman カトリック教徒 Church's "墓／厳粛／彫る／重大な sins" committed against indigenous communities in the 指名する of God during the 植民地の 時代.
His visit to Temuco on Wednesday takes him to a 地域 of high volatility. While the 広大な 大多数 of Chile's 概算の 1 million 国民s of Mapuche 降下／家系 …に反対する using 暴力／激しさ, a small number use it to 押し進める their 協議事項.
In 最近の years 得点する／非難する／２０s of churches have been の中で the 的s - 含むing three firebombed Friday in the nation's 資本／首都, Santiago. Like in previous 出来事/事件s in Araucania, 小冊子s extolling the Mapuche 原因（となる） were 設立する at the scene of one of the churches, though no 逮捕（する）s were made and no group has （人命などを）奪う，主張するd 責任／義務.
"There is both hope and worry about the ローマ法王's visit," said Emilio Taladriz, director of Multigremial de la Araucania, a 複合的な／複合企業体 of unions across several 産業s. "The area is still one of 衝突."
抗議するs are 推定する／予想するd in Temuco, 含むing outside the Maquehue 空気／公表する Bas e where the ローマ法王 will celebrate 集まり. It was built on land that was taken from Mapuches in the 早期に 20th century and remains a point of 摩擦.
Chilean 当局 計画（する） to （軍隊を）展開する，配備する more than 4,000 police officers in Temuco's streets as, 側面に位置するd by 16 police 乗り物s, Francis rides in the popemobile 負かす／撃墜する a central avenue before visiting an order of 修道女s.

Fernando Diaz, a priest in the Temuco area who has worked with Mapuches for years, 表明するd 失望 that Francis is not scheduled to 会合，会う with any of the leaders of the 原因（となる）.
"The visit has been planned so the ローマ法王 sees as little of the reality as possible," Diaz said.
Massimo Faggioli, a Vatican 専門家 and theology professor at Villanova University in Philadelphia, said every papal visit 失望s someone over who gets or does not get an audience, but the ローマ法王 一般に finds a way to carve out time for what is important to him.
"Usually Francis has a good ear and tries to adapt," said Faggioli.
The first papal visit to Chile since Saint John Paul II in 1987 comes as the カトリック教徒 Church's 役割 with indigenous peoples in the Andean nation of 17 million people has 転換d.
During the 1973-1990 独裁政治 of Gen. Augusto Pinochet, many Chilean bishops 押し進めるd to 保護する native peoples and get their cultures 認めるd. But today the 階層制度 is much more 提携させるd with 商売／仕事 利益／興味s.
In 1987, John Paul II gave a pointed nod to Mapuches that surely 誘発するd cringes within Pinochet's 政府, which was 冷淡な toward indigenous groups and 割れ目d 負かす／撃墜する on any form of dissent.
During his homily, John Paul said 約束 in God could 打ち勝つ all human-原因（となる）d problems, 暗黙に referring to 摩擦 between Mapuches and the Chilean 明言する／公表する.
"It's for this 推論する／理由 that the ローマ法王, from Temuco, encourages the Mapuches to 保存する with h ealthy pride the culture of its people," the former pontiff said, 追加するing that 含むd "the traditions and customs, the language and its own values."
Since then, the Mapuches have made 重要な strides. The return of 僕主主義 in Chile in the 1990s 始める，決める the 行う／開催する／段階 for 創造 of a 政府 団体／死体, the 国家の 会社／団体 of Indigenous 開発, that is 献身的な to 問題／発行するs 関係のある to the country's native peoples and spurred many changes.
Some ancestral lands have been returned. University scholarships have been 始める，決める aside for Mapuches along with other 利益s not open to all Chileans. さまざまな 面s of Mapuche culture, such as many foods, have become part of the mainstream.
Still, problems 固執する, 範囲ing from 経済的な to social. Araucania remains the country's poorest 地域, and Mapuches complain of たびたび（訪れる） 乱用 at the 手渡すs of 安全 軍隊s.
One 事例／患者 that reverberated 堅固に in the community 伴う／関わるd the 逮捕（する） of two Mapuche brothers, ages 13 and 17, while police were searching for five 手配中の，お尋ね者 Mapuche men in December 2016.
The 17-year-old, Brandon Hernandez Huentecol, was 発射 in the 支援する by a police officer while 直面する-負かす／撃墜する on the ground, resulting in a nearly two-month stay in the hospital and several 外科s for a 粉々にするd pelvis.
The officer has not been 告発（する），告訴（する）／料金d and failed to appear in 法廷，裁判所 in 返答 to a 召喚するs to 証言する.
Over a year later, the boy's mother is beseeching Francis to bring his 影響（力） to 耐える.
"I know you are a man who professes Christian values and love for thy neighbor and for those who can't defend themselves," Ada Huentecol, said recently in an open letter to the ローマ法王. "That is why I ask that you help us, that you speak up and 需要・要求する 司法（官） for my son."
