Russia's Syria 会談 end with 計画（する） to 草案 new 憲法

MOSCOW (AP) - A Russia-hosted Syrian peace 会議／協議会 ended Tuesday with a 計画（する） to 草案 a new 憲法 as part of 成果／努力s to end the nearly seven-year civil war, but 重要な対立 and 反逆者／反逆する groups ボイコット（する）d the 集会 and it remained 不明瞭な if they would join the 過程.

The 会議／協議会, held in the 黒人／ボイコット Sea 訴える手段／行楽地 of Sochi, was also 影を投げかけるd by 新たにするd fighting in northern Syria.

対立行動主義者s 報告（する）／憶測d more airstrikes on the 反逆者／反逆する-held Idlib 州, where dozens have been killed in 政府空襲s this week, and Turkish 軍隊／機動隊s continued their 不快な／攻撃 on the Afrin 飛び領土, held by a U.S.-連合した Kurdish 民兵 which also ボイコット（する）d the ロシアの-sponsored 会談.

ロシアの外務大臣 Sergey Lavrov にもかかわらずあられ／賞賛するd the Syrian 議会 of 国家の対話 as an important step toward peace in Syria and sought to 軽視する the 対立ボイコット（する）.

"No one 推定する／予想するd that it would be possible to bring together 代表者／国会議員s of all groups of Syrians without 除外," he told reporters after the 会談. "There is no big 悲劇 that two or three groups weren't able to …に出席する."

Lavrov said the 会議／協議会関係者s agreed to form a 憲法の委員会 that will be based in Geneva. He said that the 委任する／代表s 提案するd some of the 委員会's members and that groups absent from the Sochi 会談 will be 招待するd to 指名する代表者／国会議員s.

A 声明認可するd by the 委任する／代表s said a final 協定 on 基準 for selecting members, the 憲法の委員会's 力／強力にするs and its 支配するs of 手続き would be reached in Geneva under the 部隊d Nation's 保護.

Staffan de Mistura, the U.N. （外交）使節／代表 for Syria who has been 主要な Syrian peace 会談 in Geneva, said he would move quickly to 始める，決める a schedule and a 過程 for 草案ing the new 憲法 in Geneva "because Syria cannot wait."

"All Syrians 捜し出す a 安全な, 静める and 中立の環境 for a 憲法の草案ing to 広げる," he said in a 声明. "All Syrians need a 支えるd 停戦, 十分な人道的な接近 and the 解放（する） (of) 抑留者s, abductees and 行方不明の people."

De Mistura told reporters at U.N. （警察，軍隊などの）本部 in New York late Tuesday by 音声部の link from Sochi that he believes 会談 on a new 憲法 could 達成する results because countries with 影響（力） on the 政府 and 対立 appear 決定するd to 主張する that both 味方するs engage.

Alexander Lavrentyev, ロシアの大統領 Vladimir Putin's （外交）使節／代表 for Syria, said 1,393 委任する／代表s …に出席するd the congress. He said the Sochi 組織者s were 目的（とする）ing to help 生き返らせる the U.N.-支援するd 会談 in Geneva, not to sidetrack them.

The Geneva 交渉s have made little 進歩 since they began four years ago. The 対立's 需要・要求する that 大統領 Bashar Assad play no 役割 in a 未来 political 移行 has been the main sticking point.

The Sochi 会談, by contrast, were not ーするつもりであるd to 演説（する）／住所 Assad's 運命／宿命, but to instead discuss 憲法の改革（する）s and 未来選挙s.

De Mistura said he is counting on Syrian 政府同盟（する）s Russia and Iran and 対立支持者 Turkey to use their 影響（力） to 器具／実施する the 協定 they supported in Sochi, along with the U.N. and other 影響力のある countries.

"The devil is in the 詳細（に述べる）," he repeated twice. "It's going to be 上りの／困難な. We all know it. But we are 現実に going to 設立する a 憲法の委員会."

De Mistura said he will come up with the 基準 for 関係者s and choose a 最大限 of 45-50 members for the 委員会.

Russia, Iran and Turkey have each submitted 50 指名するs already, but he said there will definitely be "very 相当な参加" from the 対立 that skipped Sochi along with 政府, other 対立 and 独立した・無所属代表者／国会議員s.

He 辞退するd to give a timeline.

Sharp 不一致s の中で those …に出席するing the Sochi 会議／協議会 were 明らかな as it opened, with some interrupting Lavrov's welcome 演説（する）／住所 by 詠唱するing プロの／賛成の- and anti-ロシアのスローガンs. "You are 殺人，大当り our people," an 対立支持者詠唱するd before he was approached by 安全.

The main 対立 umbrella group, a Saudi-支援するd 連合 k nown as the Higher 交渉s 委員会, has been 代表するing the 対立 in Geneva. It did not …に出席する the Sochi 会合.

De Mistura said the Sochi 協定 supports "十分な実施" of the U.N. 安全会議決意／決議 that 是認するd the road 地図／計画する可決する・採択するd by major 力／強力にするs in Geneva in 2012 calling for the 創造 of a 過度期の Syrian 政府 with 十分な (n)役員／(a)執行力のある力／強力にするs that would 可能にする a new 憲法 and 選挙s.

Asked why the 焦点（を合わせる） was on a new 憲法 ahead of a 移行, de Mistura retorted: "Are we going to ignore the fact that there is an 適切な時期 for 現実に having a 憲法の委員会 that may ... 令状 a new 憲法 and that will lead to possible U.N.-led or U.N.-監督するd 選挙s?"

Separate 会談 held in カザフ共和国, another ロシアの-支援するd 交渉するing 跡をつける, have 焦点（を合わせる）d on reaching 地元の停戦s.

The Syrian civil war is far from over, にもかかわらず major 伸び（る）s by Assad's 軍隊s and the 追放 of the Islamic 明言する／公表する group from 事実上 all the 領土 it once held.

Turkish 軍隊／機動隊s and 連合した Syrian 軍隊s are fighting their way into the Afrin 飛び領土, held by a Syrian Kurdish 民兵 known as the People's 弁護部隊s, or YPG. Turkey 見解（をとる）s the YPG as an 同盟（する） of the Kurdish 分離主義者s who have 行うd a １０年間s-long 暴動 against it.

The U.S.-led 連合 partnered with the YPG against the Islamic 明言する／公表する group, and today the 民兵 and 連合した軍隊s 支配（する）／統制する some 25 パーセント of Syria's 領土. Washington has called on its 北大西洋条約機構同盟（する） Turkey to show 抑制 and has 勧めるd all 味方するs to remain 焦点（を合わせる）d on 敗北・負かすing IS.

The YPG 拒絶する／低下するd to …に出席する the Sochi 会議／協議会, 説 it 持つ／拘留するs Russia 責任がある the Turkish 不快な／攻撃.

Associated 圧力（をかける）新聞記者／雑誌記者s in the Turkish 国境州 of Kilis could hear Turkish 大砲解雇する／砲火／射撃続けざまに猛撃するing a hill across the 国境 on Tuesday. They saw around 20 Turkey-支援するd Syrian 闘士，戦闘機s 準備するing to cross in four 好転s 機動力のある with machine guns. A r ocket 解雇する／砲火／射撃d from northern Syria struck a building in Kilis on Tuesday, without 傷つけるing anyone.

Turkish 大統領 Recep Tayyip Erdogan has （刑事）被告 the 協会 of betrayal and its members of 存在 "テロリスト lovers" after the group 警告するd of the 人道的な costs of the 不快な／攻撃, which was 開始する，打ち上げるd on Jan. 20.

As many as 311 people have been 拘留するd in the past week in Turkey for 恐らく engaging in "テロリスト宣伝" through social マスコミ postings 批判的な of the 操作／手術.
