上院議員s: 公共事業（料金）／有用性 'woefully' unprepared for gas 爆発s
BOSTON (AP) - The natural gas company at the 中心 of the 爆発s north of Boston last month was "woefully unprepared" to 妨げる or 答える／応じる to the 広げるing 災害, Sens. Elizabeth 過密な住居 and Ed Markey said Friday after a review of 内部の company 文書s.
The Massachusetts 民主党員s said Columbia Gas didn't have 適する safety and 返答 対策 in place before Sept. 13, when more than 80 爆発s and gas 解雇する／砲火／射撃s struck Lawrence, North Andover and Andover.
The 爆発s, likely 原因（となる）d by overpressurized gas lines, killed one person, 負傷させるd 25 others, 損失d or destroyed dozens of homes, and left thousands of Merrimack Valley 居住（者）s without natural gas to heat their homes as the winter approaches.

The 上院議員s also 非難するd the company for not 学校／設けるing "commonsense" 対策 - such as knowing the exact 場所 of 支配（する）／統制する lines and having the proper staff onsite during 修理 work - until five days afterward.
"The omission of these sorts of safety 対策 from Columbia Gas' operating 手続きs 事前の to this 災害 is alarming and 容認できない," the 上院議員s wrote. "It raises serious questions as to why these 政策s were not 以前 in place for Columbia Gas' systems and whether that 失敗 was the result of 怠慢，過失, cost considerations, or 無資格／無能力."
